Participants in a specialelection held in the State of Mississippion April 17, 2001, voted overwhelminglyagainst changing the design of the state'sflag, which incorporates a symbol of theConfederacy. The determinants of voting onthe flag are analyzed and turnout rates inApril 2001 are compared with those forrecent gubernatorial and presidentialelections. We find that the flag votedivided Mississippians sharply along linesof race, class and political ideology. Akey empirical implication is that voterpositions in issue space tend to be morepolarized when political choices haveexpressive as opposed to instrumentalconsequences. 相似文献
Before one can talk about “sustainability”, economic development has to have occurred, and the traditional motor for development has always been economic growth, says Professor Karl Heinrich Oppenländer, President of the ifo Institute for Economic Research. He poses the questions, Is growth policy the best social policy? Has the social market economy failed because of its ties to economic growth, or has this growth simply been too small? What would a strict adherence to the concept of sustainable development mean? The increasing complexity of policy problems, coupled with the political desire to base new policies on the foundation of firm evidence, has accelerated the development of policy assessment tools. These range from complex computer models and cost benefit analysis through simple checklists and decision trees. In the last decade, many governments have established formal policy assessment systems to harness these tools in order to facilitate more evidence-based policy making. These tools are potentially widely available, but to what extent are they used by policy makers and what becomes of the evidence that they generate? This paper addresses these questions by studying the empirical patterns of tool use across 37 cases in three European countries and the European Commission. It uses a simple classification of tools into advanced, formal and simple types. It finds that even when tools are embedded in policy assessment systems, their use is differentiated and on the whole very limited, in particular when it comes to more advanced tools. It then explores these patterns from contrasting theoretical perspectives to shed light on why, when and how different policy assessment tools are used in the policy process. 相似文献
Arend Lijphart's seminal consensus model of democracy does not only try to explain how democracy actually works. It also purports to be a ‘kinder, gentler’ form of democracy with regard to e.g. unemployment, disability, illness and old age. So far, this conjecture has not been brought to a systematic test which is the purpose of this article. We look into the consequences for one of the areas Lijphart singles out: disability. Does consensus democracy promote a more generous policy towards disabled people than majoritarian democracy? We transfer Lijphart's theory to municipality level. In Sweden, disability care is namely the responsibility for the municipalities, which are comparatively large and independent and with the right to tax their citizens; they are like small nation‐states. There is, however, a considerable variation in disability support between them. Some give ten times as much support than others. Is it those governed according to the consensus model? Our approach helps controlling for the variation in political and cultural context and expands the number of observations. The statistical comparison of Swedish municipalities does not, however, lend any confirmation of the famous theory. Instead, there are reasons to doubt that consensus democracy promotes more generous policies. 相似文献
AbstractIn his most recent work, Sangiovanni has retreated from his stronger claims about practice-dependence. Instead of claiming that principles of justice must be practice-dependent, he now expresses his claim in a modal form, arguing that there are several ways in which practices may matter. While merely mapping out the logical space of possibilities seems to look like a modest ambition, the conditions for when practices do matter according to Sangiovanni’s analysis are easily met in actuality. Consequently, if he is right, the practice-dependent approach covers a significant number of political theories. Sangiovanni’s main claim is that higher-level principles with an open texture, which include most higher-level principles in political philosophy, justify a practice-dependent method in the form of a mode of application called ‘mediated deduction,’ according to which a thoroughgoing investigation is made of the nature of the target practice. Our task in this paper is to reject this claim. This is done in two steps. First, we question Sangiovanni’s distinction between instrumental application and mediated deduction, arguing that it remains unclear whether it marks out two sufficiently distinct ‘modes’ to do any theoretical work.
