This article describes the surprisingly diverse matching requirements for new federal housing programs that were introduced by the National Affordable Housing Act of 1990 and analyzes their development through the political compromise of the federal legislative process. This paper makes four points: (1) There is substantial substance use among adolescents in our large rural southwestern sample. (2) Adolescents explain their drug use with five kinds of reasons (i.e., Belonging, Coping, Pleasure, Creativity, and Aggression). (3) Different reasons for using drugs are related to frequency of substance use. (4) There are age, gender, and user differences in the reasons adolescents have for their drug use. After summarizing traditional ways of thinking about drug use, we describe an alternative way for examining such behavior. We use this approach to study relationships between drug use reasons and age, gender, and substance use in 2637 6th–12th-grade students. Why should research institutions engage in technology transfer? Some say it is about the money. Others say it is about public service and benefit. In the end, we measure what we value. If we only measure money, we confound the non-profit mission of the research institution. If we measure economic impact, the non-profit technology transfer office is often expected to become the economic developer, confusing real estate and business development with technology transfer, often without additional funding. These mission strains lead to overwhelm, fatigue, service shortcomings, and unhappy customers across all classes of stakeholders. This article suggests a return to center for academic technology transfer offices (TTOs) by focusing on a most important question for drivers of our present global knowledge economy––how well does a TTO facilitate access to knowledge protected by intellectual property of its faculty and institution? This article proposes that academic technology transfer performance should be evaluated by how well a TTO avails access to knowledge. Individuals with serious and persistent mental illness who have also engaged in illegal sexual behavior present a unique challenge for our legal and clinical systems. Frequently, these individuals may engage in problematic sexual behaviors which result in hospitalization rather than incarceration, and an overburdened and resource-deficient public community mental health system is ill-equipped to address the seriousness of these sexual behaviors. We have a rather limited understanding of how prevention programs, intervention strategies, and risk assessment would work with this population. Here we evaluate data from a sample of 245 inpatient psychiatric sexual offenders in a forensic mental health setting and compare these with what information has already been presented in some of the literature. Through an examination of seriously mentally ill sexual offenders and their clinical presentation, legal history, and risk management concerns, we illustrate a variety of tertiary prevention needs. Future directions in the area of prevention and risk management for seriously mentally ill sexual offenders are also discussed. 相似文献

This paper examines the micro-foundations of the second-order elections model of European Parliament (EP) elections. We extend the existing literature in several ways. First, we propose an individual-level model of voting behaviour in second-order elections. Second, we present the first study using experimental methods to test the predictions of the second-order model, allowing us to test the individual-level propositions about vote choice in a controlled environment. Importantly, we also examine the conditioning effect of information on the ‘second-order’ nature of voting behaviour in EP elections. Our findings show that while voters base their EP vote choices primarily on domestic preferences, those who are given additional information about the European integration dimension are also more likely to vote on this basis. 相似文献
