Abstract

Creating the opportunity for minorities to move away from poor, racially concentrated neighborhoods to better ones is an important goal of the Housing Choice Voucher Program. However, mobility is not its only—or even its primary—objective. Rather, it aims to reduce severe rent burdens for very low income families and individuals.

Basolo and Nguyen imply that the voucher program by itself can overcome entrenched patterns of racial discrimination. This is unrealistic, even when families receive search assistance. Instead, the test is whether a minority family with a voucher is more likely to live in a low‐poverty, low‐minority neighborhood than the same family without a voucher. The program passes that test. However, Basolo and Nguyen's analysis points to the need for more research on voucher use in localities like Santa Ana where overcrowded housing is an issue, in neighborhoods with a mixed minority population, and in specific metropolitan areas.  相似文献

Abstract

This article describes the private housing transactions that are emerging as a large portion of Moscow's housing stock is transferred into private ownership and becomes available for sale or rent. An industry of real estate brokers is developing to facilitate those transactions. The structure of this industry is evolving and, so far, reflects the fragmented nature of the housing market it serves. No industrywide practices or standards have been developed.

It is not clear whether the U.S. model for maximizing information available to real estate brokers and their clients—the multiple listing service based on exclusive listing contracts—will be followed in Moscow, or even whether this is the model best suited to the Russian housing market. Furthermore, the nature and timing of government regulation of real estate brokerage will require careful design to avoid restricting competition and limiting the efficient pricing and housing mobility that can result from a well‐functioning real estate market.  相似文献

The transition to middle school is considered to be a heightened period for involvement in bullying because the lack of a defined dominance hierarchy is thought to promote jockeying for social positions among students. Accordingly, this study examined bullying in peer ecologies at the beginning of the middle grade years in rural schools that did and did not have a transition to middle school. Thirty-six schools (20 with transitions, 16 without transitions) participated in this research with a sample of 1,800 participants (52% female) who were in sixth grade during the second year of data collection. Overall, 67% were White, 19% African American, 7% Latino, 2% Native American, and 5% other (multi-racial, Asian, unknown). Compared to schools without a transition, schools with a transition had fewer bullies following the move from fifth to sixth grade and the social dynamics in schools with a transition appeared to be less supportive of bullying. Further, students in schools with a transition reported being bullied less frequently in sixth grade and they perceived the sixth grade peer ecology as being more protective against bullying than did students in schools without a transition. In addition, proportionally more youth had controversial sociometric status in schools without a transition during sixth grade than in schools with a transition. Collectively, these findings suggest that risk for involvement in bullying may be elevated in schools that do not have a transition to middle school. They also bring into question the conventional view of the small K-8 or K-12 rural school as a peaceful and supportive peer community.  相似文献

Objectives

We test a serial multiple mediation model in which the relationship between ethnicity and antisocial behavior is sequentially mediated by disadvantaged neighborhoods and impaired neuropsychological functioning.

Methods

Parental and self-report measures of antisocial behavior were assessed in a community sample of 341 adolescent males and females. Neighborhood disadvantage was assessed from census data. Neuropsychological functioning was evaluated using a computerized battery. Separate serial multiple mediation models were tested using non-executive functioning and executive functioning.

Results

The serial mediation model for executive functioning was supported, with the pathway from race to antisocial behavior through neighborhood disadvantage and executive functioning in serial accounting for 10.8% of the total effect of race on antisocial behavior.

Conclusions

Findings support social neurocriminology theory by integrating neighborhood disadvantage and executive functioning as sequential mediators of the race–antisocial relationship. To our knowledge, these are the first findings to explain the race–antisocial relationship in terms of connected social and neuropsychological processes. While this pathway is significant, the effect is still relatively small and thus should be understood as one of many mechanisms through which race may affect antisocial behavior. From a translational science standpoint, the identification of neurocognitive mechanisms by which neighborhood disadvantage predisposes to antisocial behavior suggests the potential benefits of cognitive enhancement techniques to remediate the negative effects of adverse neighborhoods on brain functioning in at-risk minority groups.

This paper presents the views of judicial decision-makers (n = 1794) in four child protection jurisdictions (England, Finland, Norway, and the USA (California)), about whether parents and children are provided with appropriate opportunities to participate in proceedings in their countries. Overall, the study found a high degree of agreement within and between the countries as regards the important conditions for parents’ and children´s involvement, although the four systems themselves are very different. There was less agreement about children’s involvement than parents’, and the court decision-makers from Norway and Finland were more likely to express doubts about this. Nevertheless, the main message from the judicial decision-makers is that they are relatively satisfied as to how parents’ and children´s involvement is handled in their countries. Whether or not this confidence is justified, the emphasis on achieving effective involvement of children and parents in court proceedings is likely to grow, with major implications for the workers, decision-makers and agencies involved.  相似文献

The provision of end-of-life care is considered a substantive part of nursing, and hospice is often considered the "gold standard" of optimal end-of-life care. Unfortunately, however, only an estimated 43% of patients eligible for hospice actually receive hospice services (Harrison, Ford, & Wilson, 2005). The purpose of this article is to describe the political cultural, and legal issues associated with the underutilization of hospice care. Specifically, this article will outline the policy issues for accessing hospice under Medicare and Medicaid, the cultural and social issues in hospice utilization, and the legal implications of these issues. In addition, this article will serve to offer initial solutions to the problems at hand in order to guide nurses in promoting effective, efficient, and realized access to hospice services.  相似文献

Using the theory of representative bureaucracy, this paper investigates the relationship between women police officers and sexual assault reports and arrests. The theoretical contribution is to establish a case in which representation is likely to occur, even without a conscious effort on the part of the bureaucrat involved but simply because of the shared experiences of the bureaucrat and the client. Based on a pooled time series of 60 urban areas over an eight-year time frame, this study finds that the percentage of women police officers is positively associated with the number of reports of sexual assault and with the number of arrests for sexual assault.  相似文献
