The ‘economics of politics’ and public expenditure: a critique 1

This paper attempts to criticise the explanations given by the ‘economics of politics’ for the growth of public expenditure in the UK, one of the major parts of the ‘revival’ of neo-classical economics in recent years. The focus is on the generality of arguments in this area and also on the particular arguments stressing the role of budget deficits in expanding the public sector. The paper is partly empirical in approach, but also draws some general implications from what are argued to be the failings of such conceptions of government activity.     

Astrosociology as the Missing Perspective

Astrosociology represents a distinctive emergent field within the sociological discipline and outside of it, inclusive of the other social sciences and a strong connection to the natural sciences. It provides a heretofore absent focus that partly serves to complement the work of space scientists and engineers, including the space policy issues that guide the direction of their work. By adopting astrosociology, this missing perspective increases the current scope of attention by adding its focus on the societal implications of human developments related to space generally and space exploration specifically. This relationship between space and society, viewed in both causal directions, influences social change within any particular society and possesses implications for future projects and missions. Astrosociology adds a sociocultural dimension to the conventional approach of space sciences that currently devalues a social science orientation. With the addition of astrosociology, practitioners of space will become exposed to decision-making criteria normally unavailable to them under current circumstances.     

Exposure to Maternal- and Paternal-Perpetrated Intimate Partner Violence, Emotion Regulation, and Child Outcomes

The current study examined the relationship of maternal- and paternal-perpetrated intimate partner violence (IPV) to children’s internalizing and externalizing symptomatology. Mother-child dyads (N?=?53; child ages 8–11) reported maternal- and paternal-perpetrated IPV exposure and measures of child symptomatology. Results demonstrated that: (a) maternal- and paternal-perpetrated IPV have similar but not identical relations with child outcomes, (b) mothers’ and children’s reports of paternal-perpetrated IPV were positively related, (c) mother and child report of maternal- and paternal-perpetrated IPV related to child emotional and behavior problems, and (d) emotion dysregulation mediated the link between IPV exposure and child outcomes. Notably, findings differed by reporters. Results support emotion dysregulation as one mechanism through which IPV exposure may lead to child behavior problems, with implications for clinical intervention.     

Empirical analysis of civil litigation determinants: The Case of Spain

This paper analyses the determinants of civil litigation in Spain drawing on the Law and Economics approach. Using a panel data for 50 Spanish provinces, this study makes a first exploratory approach to empirically investigate the effect of the 2000 Civil Procedural Law Reform on the demand for civil justice over the period 1995–2010, controlling for other determinants of litigation such as the economic growth, the expansion of the Bar, the number of judges, and other socio-demographic characteristics. According to the results, the growing number of civil cases filed in Spain in recent years seems to be a consequence of the combination of the law reform, relevant socio-economic factors, and most importantly the economic recession.     

Assessment of walkway tribometer readings in evaluating slip resistance: a gait-based approach

The purpose of this study was to assess the viability of using slip risk (as quantified during human subject walking trials) to create a reference standard against which tribometer readings could be compared. First, human subjects (N=84) were used to rank objectively the slipperiness of three different surfaces with and without a contaminant (six conditions). Second, nine tribometers were used to independently measure and rank surface slipperiness for all six conditions. The slipperiness ranking determined from the walking trials was considered the reference against which the tribometer measurements were compared. Our results revealed that only two of the nine tribometers tested (Tortus II and Mark III) met our compliance criteria by both correctly ranking all six conditions and differentiating between surfaces of differing degrees of slipperiness. These findings reinforce the need for objective criteria to ascertain which tribometers effectively evaluate floor slipperiness and a pedestrian's risk of slipping.     

Independence day explosion on lovers key

The display of fireworks is a popular holiday celebration in the United States. Because injuries due to recreational fireworks-related explosions among private consumers are relatively common, the sale of fireworks is regulated by the federal government and is also limited by state and local laws. In contrast, because fireworks display companies are under tight safety regulations, explosions in the professional pyrotechnics industry are uncommon occurrences, and the literature contains rare reports of injuries and fatalities resulting from such explosions. We report the 2003 Fourth of July commercial fireworks explosion on Lovers Key in southwest Florida that resulted in five fatalities. Events occurring during the investigation of the scene of this explosion illustrate the unique considerations and hazards for medicolegal death investigators, law enforcement and other investigative agencies. Additionally, this case demonstrates unusual aspects of the postmortem examinations performed on victims of fireworks-related incidents.     

Proactive Policing: a Summary of the Report of the National Academies of Sciences,Engineering, and Medicine

This paper provides a summary of our report for the National Academy of Sciences, Engineering, and Medicine on proactive policing. We find that there is sufficient scientific evidence to support the adoption of many proactive policing practices if the primary goal is to reduce crime, though the evidence base generally does not provide long-term or jurisdictional estimates. In turn, we conclude that crime prevention outcomes can often be obtained without producing negative community reactions. However, the most effective proactive policing strategies do not appear to have strong positive impacts on citizen perceptions of the police. At the same time, some community-based strategies have begun to show evidence of improving the relations between the police and public. We conclude that there are likely to be large racial disparities in the volume and nature of police–citizen encounters when police target high-risk people or high-risk places, as is common in many proactive policing programs. We could not conclude whether such disparities are due to statistical prediction, racial animus, implicit bias, or other causes.

     

Economic freedom and economic rights: Direction,significance and ideology

The discussion here takes stock of and analyses the way in which ideas of economic freedom and basic economic rights have evolved during the last half century to generate legal discourse and legal action, and with what effect, with particular reference to Europe as a site for such developments. It is necessary to probe the understanding and purpose of such ‘rights talk’ and also to set the discourse in relevant ideological contexts. For the purpose of this exercise, a broad distinction is drawn between two major categories of economic right. The first category may be broadly described as ‘integration rights’—entrepreneurial in character, forward‐looking and opportunistic in a historical context of supranational integration and trade liberalisation. The second category, in contrast, may be termed ‘vulnerability rights’; these are more protective in character, and serve to enhance the opportunities of the economically disadvantaged, those sections of the population at risk of social exclusion and poverty. An assessment is made, on the one hand, of the achievement of the movement to exploit integration rights, and on the other hand, the prospect for the mobilisation and assertion of vulnerability rights in the wake of governmental policies of austerity.
