This article elaborates on some of the key ideas that gave rise to and animated the International Commission on Intellectual Cooperation, a body which was among the last permanent organisations of the League of Nations. Although the Commission's efforts to cement intellectual relations among nations often went unappreciated, its proponents considered intellectual cooperation to be the very heart and soul of the League's Covenant. From the outset, the Commission sought to harmonise the world's various intellectual and cultural currents while maintaining respect for diversity. During its life, the Commission also became increasingly aware of the issue of its own cultural particularity and the vital need to incorporate perspectives and traditions other than those in which its origins lay. It was in grappling with these issues, and not just in pursuing its broader mandate, that the Commission can be said to be the forerunner of UNESCO. 相似文献

The Yemeni government has fought an insurgency in the north of Yemen against a group called the Shabab al Moumineen, (Believing Youth) since 2004. The insurgency is portrayed by the Yemeni government in the press as a localized phenomenon led by the single al Houthi family and state that their ranks have been decimated by near-continuous fighting. However, the al Houthi Insurgency, led by the Shabab al Moumineen, is far more than a localized uprising: it is a full-blown insurgency–and one that Yemen's government and people may not be prepared to combat. This article explains the origin of the Shabab al Moumineen and conveys the importance of this conflict in Yemen and its potential multiple impacts on the broader Middle East. 相似文献

In recent years, the imperative to communicate organisational impacts to a variety of stakeholders has gained increasing importance within all sectors. Despite growing external demands for evaluation and social impact measurement, there has been limited critically informed analysis about the presumed importance of these activities to organisational success and the practical challenges faced by organisations in undertaking such assessment. In this paper, we present the findings from an action research study of five Australian small to medium social enterprises’ practices and use of evaluation and social impact analysis. Our findings have implications for social enterprise operators, policy makers and social investors regarding when, why and at what level these activities contribute to organisational performance and the fulfilment of mission. 相似文献

AbstractUsing Lipset and Rokkan’s cleavage theory in an Indigenous context, the article compares political cleavages in internal Sámi politics in Norway and Sweden. The authors discuss the historical legacies of each country’s policies toward the Sámi and subsequent development of party systems before using survey data to analyze cleavages within the Sámi electorates. The analysis shows a prominent cleavage in Sámi politics in Norway regarding the extent of Sámi self-determination, whereas the main cleavage in Sweden can be found in the category-split between reindeer herders and other Sámi created by state policy. Purpose
Legislative mandates that require GPS monitoring of offenders add to the existing logistical complexities of community supervision. Challenges in implementing GPS policies and practices are heightened by the lack of sound empirical research. Studies examining the relationships between GPS monitoring of sex offenders in the community and the legislative goals of public safety, deterrence, and cost effectiveness are virtually nonexistent. To begin to address this gap in the literature, this study examines the impact of a statutorily-based GPS monitoring program for adult sex offenders convicted of dangerous crimes against children and placed under community supervision.Method
Official offender generated alert data for DCAC Sex Offenders in Maricopa County, AZ are examined from the time of legislative mandate for a subsequent two year period.Results
Analyses highlight the significant number of equipment related alerts triggered by a loss of satellite signal for offenders under GPS monitoring as a key concern as well as a significant increase in officer workload as a result.Conclusions
A divergence between legislative goals and practical application of mandated GPS monitoring programs exists. GPS technology is far more limited than anticipated and should be viewed as a tool rather than depended upon as a control mechanism. 相似文献90.

Existing research rarely considers important ethnic subgroup variations in violent behaviors among Latino youth. Thus, their
risk for severe violent behaviors is not well understood in light of the immense ethnic and generational diversity of the
Latino population in the United States. Grounded in social control theory and cultural analyses of familism, we examine differences in the risk for severe youth violence, as well its associations with family cohesion, parental engagement,
adolescent autonomy, household composition, and immigrant generation among Mexican (n = 1,594), Puerto Rican (n = 586), Cuban
(n = 488), and non-Latino Black (n = 4,053), and White (n = 9,921) adolescents with data from the National Longitudinal Study
of Adolescent Health. Results indicate a gradient of risk; White youth had the lowest risk for severe violence and Puerto
Rican youth had the highest risk compared to all other racial/ethnic subgroups. Within-group analysis indicates that family
factors are not universally protective or risk-inducing. While family cohesion decreased the risk of severe violence among
all groups, parental engagement was associated with increased risk among Blacks and Whites, and adolescent autonomy was associated
with increased risk among Puerto Ricans and Cubans. In addition, Cuban and White adolescents who lived in single parent households
or who did not live with their parents, had higher risk for severe violent behaviors than their counterparts who lived in
two parent households. Among Latinos, the association of immigrant generation was in opposite directions among Mexicans and
Cubans. We conclude that family and immigration factors differentially influence risk for violence among Latino subgroups
and highlight the significance of examining subgroup differences and developing intervention strategies that are tailored
