The majority of published experimental evaluations of the performance of the IBIS system are based on very specific conditions, mainly considering IBIS as a tool to create a "ballistic database." No recent reports were found covering the performance of the IBIS system to search an open case file of realistic structure. In this paper, the performance of the IBIS correlator will be evaluated, based on four different data sources that predominantly concern the operation of the central collection of evidence ammunition of the Federal Criminal Police Office (BKA), Germany. The results allow a conclusion on the success and error rates to be expected of the IBIS correlator in a realistic OCFDB ("open case file database") environment, given certain conditions. It was found that success rates of 75-95% for cartridge case comparisons and 50-75% for bullet comparisons can be achieved in practice. Recommendations for a most efficient way to operate the IBIS electronic comparison system will be presented based on the results of the evaluations. The terms and definitions in this report completely correspond with the definitions in an earlier article. Familiarity with this article is therefore absolutely necessary to fully understand many of the statements presented here. 相似文献

This study examined the sexual victimization of 309 female students in Germany. The results indicate that the majority of the subjects have been victims of minor offenses and that a minority of subjects was severely victimized. As to the relation of victim and perpetrator, the milder offenses are more likely to be committed by strangers. In contrast, the most serious offenses are more likely to be committed by perpetrators with a close relation to the victim. A main goal of forensic medicine is to document and to translate medical findings to a language and/or visualization that is readable and understandable for judicial persons and for medical laymen. Therefore, in addition to classical methods, scientific cutting-edge technologies can and should be used. Through the use of the Forensic, 3-D/CAD-supported Photogrammetric method the documentation of so-called "morphologic fingerprints" has been realized. Forensic, 3-D/CAD-supported Photogrammetry creates morphologic data models of the injury and of the suspected injury-causing instrument allowing the evaluation of a match between the injury and the instrument. In addition to the photogrammetric body surface registration, the radiological documentation provided by a volume scan (i.e., spiral, multi-detector CT, or MRI) registers the sub-surface injury, which is not visible to Photogrammetry. The new, combined method of merging Photogrammetry and Radiology data sets creates the potential to perform many kinds of reconstructions and postprocessing of (patterned) injuries in the realm of forensic medical case work. Using this merging method of colored photogrammetric surface and gray-scale radiological internal documentation, a great step towards a new kind of reality-based, high-tech wound documentation and visualization in forensic medicine is made. The combination of the methods of 3D/CAD Photogrammetry and Radiology has the advantage of being observer-independent, non-subjective, non-invasive, digitally storable over years or decades and even transferable over the web for second opinion. 相似文献

Surplus mandates are an interesting peculiarity of the German electoral system and are a consequence of a special form of two-tier districting. Surplus mandates emerge if a party gains more constituency seats in any Bundesland than the total of seats to which it is entitled by its share of votes. Until 1990, surplus mandates were a subject of interest mainly for experts of constitutional law while exerting only negligible influence on the transformation of the electoral outcome in parliamentary seats. Since the election for the German Bundestag of 1990, however, the number of surplus mandates has increased significantly and so has the number of publications on their compatibility with constitutional law. The empirical aspects of the problem however have been largely neglected. In this article a model is developed which analyzes the effects of different factors in creating conditions which promote the emergence of surplus mandates. 相似文献

Multistakeholder initiatives that bring together actors from the state, the business sector and society to formulate, implement and/or monitor rules governing different policy fields have assumed a prominent role in global governance since the 1980s. In the governance literature, it is generally assumed that the actors from the three sectors have diverse interests, but contribute different resources. This should allow to address transnational problems more effectively. While cooperation among the various collective actors in these initiatives might be based in part on complementary resources, we argue here that such cooperation is also shaped and conditioned by ideational prealignments of the participating actors. Such ideational prealignments are consequential, because they predetermine (1) the composition of multistakeholder forums in terms of which actors participate and which do not, (2) the processes that govern these forums, (3) the results of these forums and (4) the relations among the collective actors who participate in these forums and the stakeholders they are deemed to represent. When viewed from this perspective, multistakeholder initiatives are a form of club governance that is based on ideational factors. ABSTRACTIntergovernmental councils (IGCs) are specific, institutionalized forums of intergovernmental relations. They provide essential horizontal and/or vertical executive channels for preparing, deciding, and implementing multilevel policies. We assume there to be variation, both across federal systems and policy domains, in the purpose they serve – from mutual influence and protection of autonomy through joint decision-making to mere exchange of information – the use that central or sub-state actors make of IGCs, as well as their effectivity. In order to map and explain such variation, this introductory article provides a framework for analysis that includes both conceptual building blocks and conjectural relationships, laying the comparative groundwork for the case studies included in this Special Issue. Findings from the case studies indicate that it is primarily the institutional architecture, but also the structure of the multilevel party system, that account for variation in the purpose and effectiveness of IGCs. 相似文献

In 2008, the Council of the European Union (EU) adopted a ‘Comprehensive Approach’ that outlines a strategy for securing gender mainstreaming; two years later, the Council introduced a set of indicators to assess its implementation. The EU was responding to the United Nations Security Council’s call for regional institutions to assist in implementing Security Council Resolution (UNSCR) 1325, adopted on 31 October 2000, concerning ‘women, peace and security’. This resolution sought to meet the ‘urgent need to mainstream a gender perspective into peacekeeping operations’. Considering that prior exposure to gender issues, resources and well-established relations with civil society and gender advocates are lacking, the adoption of both the Comprehensive Approach and the indicators, as well as the structures and procedures established since then as part of the EU’s Common Security and Defence Policy, requires some explanation. This article draws on feminist institutionalist approaches to argue that the impetus for change came from individuals and groups within the EU who were involved in external networks, both above and below the supranational level, who seized on institutional idiosyncrasies that also shaped the implementation of UNSCR 1325 in important ways. 相似文献

Declining trust in representative institutions is considered one of the most significant political problems of our time. It is often suggested that democratic innovations—or mechanisms which aim to increase and deepen citizen participation in the political decision-making process—can help reverse this trend. However, empirical research about actual effects of participation on trust is scarce, and weakened by causality problems. With survey data representing 1,470 participants in a landmark Swedish e-petition system, the article shows that both generalized attitudes and process evaluations matter in how trust is affected by democratic innovations. 相似文献
