Abstract

Our paper shows that the deficient educational system and the large share of unskilled foreign workers in the Gulf countries are serious impediments to a successful implementation of the strategies of these countries to reduce their dependence on foreign technologies and to restructure their economies in order to make them less dependent on oil exports. A novel element in our analysis is that we emphasise the role of the deficient educational system as an important problem, next to the well-documented quandary of a high incidence of unskilled foreign workers in the workforce. We use new survey data, both at an establishment level and economy-wide, to provide evidence on how the poor educational facilities lead to a poor provision of training, low skill levels, serious skills mismatch and deficient transfer of knowledge. These inadequate facilities and the lack of incentives to improve them also lead to low R&D efforts to promote local technologies and hamper a restructuring of the economy.  相似文献

Much of the privatization that is occurring in Latin America is leading to improved efficiency. However, privatization in areas where markets do not yield efficient solutions, for example of public goods, like light houses, natural monopolies, mainly utilities, and goods with externalities, like education, can lead to lower output and higher costs in the long run. This paper first presents an outline of the shift in development theory with respect to the role of the public sector. It then examines the growth of Ecuador's public sector and its current debate on how privatization should proceed. It concludes that while careful privatization can be positive, privatizing natural monopolies like the electric utility and/or quasi-public goods, like highways are likely to be detrimental to long run economic development. In order for Ecuador's economy to continue to develop, the public sector still needs to play a significant role in developing human capital and physical infrastructure.  相似文献

ABSTRACT

Intellectual property is a legal concept used to regulate cultural goods and artistic forms of expression. It constitutes a peculiar regulation, as it applies the categories of private property to intangible goods. With the spread of Information and Communications Technology (ICT), which has allowed for the reproduction and global diffusion of these cultural goods, conflicts concerning intellectual property have increased. This article attempts to analyze some difficulties in using a concept such as private property to approach the marketing of cultural goods, especially when technology eliminates the quality of scarcity of these goods, which can be infinitely reproduced at almost zero cost.  相似文献

With the Obama Administration’s foreign policy pivot to Asia, the Chinese government is concerned about the possibility of new challenges in their foreign policy sphere of influence. Since the 1990s, many political and military analysts have explored the eventual rivalry between these two states. However, events in the Middle East preoccupy U.S. attention, leaving China moderately free in Southeast Asia, though it is uncertain for how long this will persist and if the United States will reallocate its attention to contain China. In this case, the Chinese government will need to develop countermeasures to sustain its geopolitical interests. There are two focuses in this analysis: (1) the Chinese geopolitical naval situation, exploring the problems in the geosphere surrounding China and the eventual competition with other regional powers and the United States in East Asia; and (2) the potential for space program cooperation with Russia and Brazil, which, in turn, dramatically changes the balance of power in outer space through positive aspects of Russian technical capabilities and strategic Brazilian geographic (Alcântara launch site).  相似文献

Following the Legal Services Act 2007, which permitted the delivery of legal services through Alternative Business Structures (ABS), the Solicitors Regulation Authority required all regulated legal service firms to appoint Compliance Officers for Legal Practice (COLPs). COLPs are charged with taking reasonable steps to ensure that firms comply with their obligations, which entails interpreting what outcomes‐focused regulation (OFR) requires of the firm. Yet despite their importance, little is known about how compliance roles operate within legal service firms. We addressed this gap through a series of qualitative interviews that explored COLPs’ views of their roles, their attitudes to regulation, in particular to OFR, and to achieving compliance. We found that COLPs are a key regulatory mechanism in the context of firm‐based regulation and OFR and have a critical role to play in protecting and promoting professional values in both ABS and non‐ABS entities.  相似文献

This note amends the model of informational lobbying presented in Potters and van Winden (Public Choice 74:269–292, 1992). In the original article, the authors find that only separating and pooling equilibria exist when the cost of lobbying is intermediate and the policymaker’s prior favors the interest group’s preferred policy. However, we prove that a semi-separating equilibrium also exists under these conditions. Implications for lobbying behavior are discussed.  相似文献

This article surveys Australian citizenship: its distinctive characteristics in the first half of the twentieth century, and how these were changed by the experience of the two world wars. It argues that Australian citizenship, at the time of Federation, was racially exclusive, imperial, masculine and deeply anchored in the traditional view of the military obligation of the individual to the state. The world wars, especially the war of 1939‐45, encouraged some adjustment to these ideas, particularly in terms of the imperial link, women's status and the social rights of Australians. However, these conflicts were fought within a context of imperial loyalty and the intensity of their demands reinforced military service in defence of the nation as the primary civic virtue. The centrality of Anzac to Australian nationalism also perpetuated a gendered dimension to Australian citizenship. The world wars therefore, for all their dramatic impact on the lives of Australian families and the national political culture, did not force a major reconceptualisation of Australian citizenship.  相似文献
