New public management (NPM) has been the focus of research and reform practices in countries globally since the late 1970s. This article looks at NPM in historical perspective with particular attention to understanding the evolution of public motivational practices. Three different eras and motivational models common in OECD countries are discussed—the bureaucratic model, the NPM model, and the new public service model. This long‐linked historical perspective highlights the interplay between administrative theory and realpolitik. It is possible to see how certain priorities have been a result of or led to the preservation, the adaptation, or the discontinuation of practices in alignment with the values and behaviors of the successive reform eras. Additional research into the dynamics of change in the public sector is suggested. 相似文献

Does Labor Migration Improve Access to Public Goods in Source Communities? Evidence from Rural China

What is the effect of out-migration on drinking water provision in rural China? Despite concerns about the ability of migrants to contribute to collective action for public goods provision, this study demonstrates that villages with higher rates of labor migration are more likely to have public drinking water than those with little migration. Temporary labor migration reduces isolation and increases connections outside the village. External funding sources including county governments favor villages where they have contacts as well as villages that need more support because most working-age adults are working outside the village. As a result, villages with high rates of out-migration are more likely have public access to drinking water. The findings are based on data from a survey of more than 50 natural villages in two townships of Southwest China. 相似文献

A hallmark of the Barack Obama Administration’s foreign policy was the incorporation of Lesbian, Gay, Bisexual, and Transgender and Intersex [LGBTI] rights diplomacy. With the change to the Donald Trump Administration in January 2017, this new aspect of American foreign policy has yet to be tested. This analysis investigates the methods used by advocates and government allies to imbed this policy in foreign policy institutions to increase the difficulty of a full policy reversal. It argues that whilst new leadership does not always support LGBTI equality domestically, LGBTI diplomacy will not likely face eradication from foreign policy mandates largely due to the strategic framing of LGBTI rights diplomacy. 相似文献

Overcoming a long history of anti‐gay sentiment preserved in federal immigration law, the United States has made admirable advances during the past two decades in the protection it affords gay immigrants. Despite this promising progress, and in contrast to the practices of all other industrialized democracies, the United States remains firm in its refusal to federally recognize any form of same‐sex partnership, a decision which bears directly on those relationships considered valid for immigration purposes. The Uniting American Families Act (UAFA) represents the closest any proposed legislation has come to successfully granting immigration rights to gay immigrants. However, through its restrictive provisions, the UAFA fails to fully account for the needs of refugees, asylees, and their same‐sex partners. This Note argues that, while the UAFA is a step in the right direction, it does not go far enough to protect gay refugees and asylees. It further proposes that legislation be enacted which provides this unique segment of the immigrant population the opportunity to share their lives together, free from fear of persecution. It advocates for the use of the conjugal partner provision set out in Canada's Immigration and Refugee Protection Act as a template for changes to U.S. immigration law, thereby expanding the category of relationships viewed as valid for the purpose of immigration. 相似文献

The study explored types of memory for childhood sexual abuse (CSA) in a clinical sample of 30 women and identified factors that led some women (n = 24) to report recovered memories. Questionnaires produced three types of memory: always (n = 6), recovered (n = 14), both (n = 10); however, analysis of narrative data also revealed the use of language that could not be categorized into discrete types. Recovered memories were linked to three categories of experience (cumulative reactions, atypical reactions, and atypical experiences). Subcategories identified specific contexts associated with those experiences. Findings suggest that further research is needed on the phenomenology of memory experiences using language derived from CSA survivors and a better understanding of the long-term process of interpretations of key experiences that result in reports of recovered memories. 相似文献

During the 2008–2009 economic crisis, Russia's monotowns – one-industry towns left from the Soviet era – gained widespread attention as potential sources of social protest and unrest. Will such worries resurface under current economic conditions? While fears about monotowns were exaggerated during the last economic crisis, Russia's leadership has reason to remain concerned. Despite the dramatic transformations of the last two decades, Russia's post-Soviet industrial landscape has largely survived intact, leaving a significant number of monotowns with unprofitable enterprises in a precarious position. Yet given its emphasis on social stability, we can expect the government to continue subsidies, both explicit and hidden, that seek to maintain employment and avoid social conflict, but that preserve the country's inefficient industrial geography. 相似文献

Traditional historical narratives can serve to mask injustices that exist beneath a celebratory surface of statistics, legislative enactments, and judicial decision-making that may present an impression of continuous progress. With this understanding, this article adopts a framework applying Foucault's distinction between ‘traditional’ and ‘effective’ history to examine the legal foundations of special education in the United States. The ultimate goal of this article is to challenge the assumption that ‘societies follow a developmental pathway, away from superstition, prejudice and cruelty, and in the direction of greater enlightenment and humanity.’ The comparison of ‘traditional’ and ‘effective’ historical narratives is necessary to illustrate some basic—and perhaps flawed—assumptions inherent in traditional narratives. 相似文献

One goal of a coordinated community response (CCR) to domestic violence is to create an infrastructure that will facilitate
systems-level, and ultimately societal-level change. This study evaluated whether a CCR implemented in two counties in Georgia
would be effective at increasing criminal justice system sanctions for male domestic violence offenders (i.e., arrests, prosecutions,
convictions, sentencing, and referrals to batterer intervention programs). Time series analyses revealed that, in both counties,
there was a significant increase in arrests of male offenders; however, law enforcement agencies also arrested more women
following the intervention. More men were sentenced to probation and to attend a batterer’s intervention program post-intervention
in one county; in the second county, there was no change in these outcomes. Results highlight the importance of examining
how a CCR may affect the behavior of criminal justice systems, especially in terms of the unintended consequences for women. 相似文献
