Reply to Miller on agendas and sincerity

Contrary to Miller, Farquharson’s agenda trees do omit real parliamentary information. And the assumptions he uses to justify Farquharson’s definition of sincere (or naive) voting justify too little (e.g., he drops maximax) and rule out too much (e.g., non-pre-set agendas and principled sincere voting).     

Compensating for the ‘Authoritarian Advantage’ in Crisis Response: A Comparative Case Study of SARS Pandemic Responses in China and Taiwan

Why do some countries more effectively respond to crises than others? This paper compares China??s relatively effective response to the 2002?C3 SARS outbreak with Taiwan??s relatively ineffective response, focusing on three variables that constitute China??s ??authoritarian advantage?? - centralized decision making powers; public support; and, relations with the mass media. The paper rejects a fourth explanatory variable specific to the Taiwan case ?C membership in international organizations. Drawing heavily on the Taiwan example, the paper concludes by suggesting options for overcoming the authoritarian advantage in pandemic response.     

Power and Regulation in Britain

With the sell-off of the nationalized utilities, regulation became central to the way Britain is governed. The withdrawal of state ownership and provision, however, challenges agency models of state power, which suggest that state capacity increases only with increased resources. This paper suggests that distinguishing between direct and indirect power explains how diminishing state intervention can enhance state control. After reconceptualizing regulation in terms of these two media of power, the paper examines British utility regulations as the operations and effects of marketizing delegation. It shows how market processes operate as a medium of indirect control, permitting the core state to hold direct power in reserve and enhancing overall state power.
