Goal-Based Learning and the Future of Performance Management   总被引:1,自引:0,他引:1  
All levels of government have begun to pursue results-based reforms, which assume that managers will use performance information to make better decisions. However, reforms have neglected the insights of a large and relevant literature on organizational learning. This article revisits this literature, treating results-based reform as an organizational learning mechanism and a deliberate structural effort to induce learning. From an organizational learning perspective, most results-based reforms target narrow process improvement (single-loop learning) rather than a broad understanding of policy choices and effectiveness (double-loop learning), even though the latter is more critical for long-term organizational success. Case evidence from state governments illustrates single- and double-loop learning and the importance of two frequently neglected aspects of organizational learning: learning forums—routines where performance information is deliberately examined—and the role of organizational culture in enabling or limiting learning.  相似文献

Abstract

Can reinstatement of encoding context aid eyewitness identification? Two experiments are reported in which participants were asked to identify, from both a Blank and a Filled lineup, a target seen 1-week (Experiment 1) or 3-months (Experiment 2) earlier in a staged live interaction. Identifications were made following either a no context reinstatement (NCR), a CI-type reinstate context (CI-CR), a mental and physical (M&PCR) context reinstatement or a multiple reinstatement of context (Multi-CR) manipulation. In Experiment 1 in the Blank lineup condition, correct rejection (CR) and false identification (FID) rates did not differ between the four context manipulation conditions. However, within the different conditions only Multi-CR showed a significant difference between CR and FID. In the Filled lineup condition, neither correct identification (CID), FID, nor non-identification (NID) rates differed between context conditions. Within the four context conditions only Multi-CR produced significantly more CID than FID. However, the difference between CID and NID in this condition did not differ reliably. In Experiment 2, with the Blank lineup, while the rate of CR did not differ between the three context conditions, the rate of FID did, with Multi-CR producing reliably fewer than the other two conditions. In the Filled lineup condition, no differences between the three conditions for NID or FID were observed but a difference did appear for CID, with CI-CR producing the greatest number of hits. These variable results are discussed in terms of the need to consider other factors in explaining supposed context effects on recognition.  相似文献

Euroscepticism is associated with a new cleavage between the ‘losers’ and the ‘winners’ of globalisation. Current research also indicates that right-wing extremist, racist, and anti-democratic attitudes are more prevalent in lower status groups, particularly those struggling with societal change. These findings are combined with a unique data set covering both topics and thus add to the growing literature on Euroscepticism while also exploring the divide between the ‘losers’ and ‘winners’ of modernisation processes. The article introduces categories of occupational status groups, namely the ‘engaged’, the ‘skilled workers’, and the ‘legworkers’, which represent different levels of involvement in modernisation processes. It explores the differences in attitudes between these groups and how those differences correlate with citizens' professional status. It is concluded that perceived subjective alienation, which manifests in racist and anti-democratic attitudes, best explains EU-scepticism.  相似文献

In a companion paper to “Environmentalism in the USSR: The Opposition to the River Diversion Projects,” two geographers survey the current status of water transfer research after cancellation of the European and Siberian diversion projects and offer a different perspective on the debates leading to that cancellation. ABSTRACT

Federal funding streams, the International Association of Chiefs of Police, and policing executives and scholars alike have advocated for more researcher-practitioner partnerships in American law enforcement. While a few studies have explored the growth and prevalence of research partnerships in policing, less attention has been placed on the organizational correlates of such collaborative relationships. Using a nationally representative sample of US law enforcement agencies, the current study investigated participation in what we term ‘rigorous partnerships’ – more formal, long-term relationships between researchers and practitioners with increased opportunity for interactive knowledge exchange. Policy implications and directions for future research are discussed, with a specific focus on the barriers and impediments that both parties face for successful collaborative efforts and research translation.  相似文献

One means by which the state reinforces inequality is by imposing administrative burdens that loom larger for citizens with lower levels of human capital. Integrating insights from various disciplines, this article focuses on one aspect of human capital: cognitive resources. The authors outline a model that explains how burdens and cognitive resources, especially executive functioning, interrelate. The article then presents illustrative examples, highlighting three common life factors—scarcity, health problems, and age-related cognitive decline. These factors create a human capital catch-22, increasing people's likelihood of needing state assistance while simultaneously undermining the cognitive resources required to negotiate the burdens they encounter while seeking such assistance. The result is to reduce access to state benefits and increase inequality. The article concludes by calling for scholars of behavioral public administration and public administration more generally to incorporate more attention to human capital into their research.  相似文献

The last decade has seen remarkable growth in the field of behavioral public administration, both in practice and in academia. In both domains, applications of behavioral science to policy problems have moved forward at breakneck speed; researchers are increasingly pursuing randomized behavioral interventions in public administration contexts, editors of peer-reviewed academic journals are showing greater interest in publishing this work, and policy makers at all levels are creating new initiatives to bring behavioral science into the public sector. However, because the expansion of the field has been so rapid, there has been relatively little time to step back and reflect on the work that has been done and to assess where the field is going in the future. It is high time for such reflection: where is the field currently on track, and where might it need course correction?  相似文献
