This article discusses the role of private health insurance (PHI) in developing countries. Three broad regional clusters are identified that share similar characteristics and policy challenges for the effective integration of private insurance into national health care systems: (1) Latin America and Eastern Europe, where there are already developed insurance industries facing important market and policy failures; (2) the Middle East/North Africa region and East Asia, where there is a projected strong growth of PHI that needs to be accompanied by efficient regulation; and finally, (3) South Asia and Sub-Saharan Africa, where PHI will only play a marginal role in the foreseeable future while the scaling up of small-scale, nonprofit insurance schemes appears to be of critical importance. Overall, this survey shows that the role of private insurance varies depending on the economic, social, and institutional settings in a country or region. Private health insurance schemes can be valuable tools to complement existing health-financing options only if they are carefully managed and adapted to local needs and preferences. 相似文献

New public policy enacted in Germany in 2002, intends to increase the number of patent registrations of academic entrepreneurs, and facilitate the commercialization and spillover of innovation generated at public universities. Results from a survey amongst university patentees in two new German Laender, Thuringia and Saxony, accomplished in 2009, are reported focusing on government policy, university support, and the role of technology transfer in an organizational and cultural context. Using a two-step cluster analysis, the survey data are used to profile the patentees and to investigate whether personal attributes and institutional environment contribute to academic entrepreneurship. Empirical findings show that advanced age and non-university working experience contribute significantly to entrepreneurial behavior. New public policy contributes to facilitate patent registrations, but professional expertise for the commercialization of knowledge as well as financial and organizational support schemes needs further improvement. This explains why patent registrations have slightly increased but also why universities report very low levels of commercialization through entrepreneurship. We offer policy recommendations to overcome the existent barriers, among them, the professionalization of technology transfer or targeted marketing for registered patents. 相似文献

This paper explores the appointment of career diplomats and political appointees to ambassadorial positions. We present models of the strategic interaction of political donors and presidential candidates, which predicts that donations will match the quality of diplomatic posting granted by the candidate. We test this prediction and confirm it for four presidential terms representing two presidents and 764 diplomatic postings over the 2000 to 2013 period. This allows for the generation of a price list associated with a range of desirable diplomatic posts. This paper provides evidence in support of the proposition that ambassadorships, in locations that are deemed desirable such as Western Europe, are awarded as a form of patronage in return for campaign contributions. 相似文献

A growing experimental literature uses response rates to fictional requests to measure discrimination against ethnic minorities. This article argues that restricting attention to response rates can lead to faulty inferences about substantive discrimination depending on how response dummies are correlated with other response characteristics. We illustrate the relevance of this problem by means of a conjoint experiment among all German welfare offices, in which we randomly varied five traits and designed requests to allow for a substantive coding of response quality. We find that response rates are statistically indistinguishable across treatment conditions. However, putative non‐Germans receive responses of significantly lower quality, potentially deterring them from applying for benefits. We also find observational evidence suggesting that discrimination is more pronounced in welfare offices run by local governments than in those embedded in the national bureaucracy. This article investigates the responsiveness of the Parti socialiste towards specific social groups under the Hollande and Mitterrand presidencies. It thereby contributes to the discussion on the changing representativeness of social democratic parties in Western Europe. The study is based on a content analysis of the governments’ justifications for the annual budget. With this innovative approach it is possible to assess whether the responsiveness of a party persists at the governmental level. Through an inductive coding procedure, three categories of responsive justifications are discerned: inequality reduction, needs of specific social groups and general functioning of society. In line with its title, the article mainly focuses on the second category, identifying a shift from responsiveness to the low-income classes towards responsiveness to the middle classes. Furthermore, a corresponding transformation of the Parti socialiste is observed, from advocating expansive policies in the early 1980s to justifying restrictive policies today. 相似文献

This paper examines the influences of candidate perceptions on Germany’s spring 2016 Länder election results. It takes a comparative approach, using a modified Michigan model on the data collected simultaneously in three Länder (Baden-Württemberg, Rhineland-Palatinate, and Saxony-Anhalt). It explains why the Green party was successful in Baden-Württemberg but not in the other Länder, the impact of the major candidates, and what distinguishes the influences of the current prime ministers running for these elections. Whereas Winfried Kretschmann’s (Green party, Baden-Württemberg) high impact on the election results was driven mainly by a warmth dimension (sympathy), Malu Dreyer (SPD, Rhineland-Palatinate) was viewed as being competent. Both candidates were assets to their parties and co-responsible for the results. If countries are to engage in international environmental cooperation, they must bargain over the distribution of gains. When
future bargaining over pollution abatement is expected, how should a country decide on public technology investments to reduce
the domestic cost of pollution abatement? I find that while countries tend to underinvest because they fail to internalize
the global benefits of new technology, the magnitude of the problem depends on a country’s bargaining power. Powerful countries
underinvest less frequently, because they expect to reap most of the global benefits from new technology in the international
negotiations. I also investigate the effectiveness of a simple reciprocal technology agreement. I find that it can help solve
the underinvestment problem, and this beneficial effect is particularly pronounced in the case of powerful countries. These
findings imply that changing the bargaining protocol on climate change to the benefit of powerful countries may help secure
