A validated gas chromatographic-mass spectrometric method for quantitative analysis of methaqualone (MTQ) in illicit preparations is reported. The method proved to have a coefficient of variation of below 5%. Four batches of seized tablets, two pairs with similar imprints, were analyzed. It was found that the average MTQ concentration in all four batches of tablets differed significantly (p = 0.01) rendering it impossible to conclude that, on the basis of MTQ concentration alone, the batches with a similar logo originated from the same manufacturer or manufacturing batch. Conversely, it can be said that in this case, the four batches originated from either different clandestine laboratories or manufacturing batches. 相似文献

With the end of the Cold War and the collapse of the Soviet Union the large economic space of the Eurasian super-continent has also become part of the world-wide globalization process. How this process of integration of Eurasia is proceeding in key areas of cross-continental linkages is of great importance for the future of the region and for the future of the World as a whole. One of the key questions will be whether the regional and global institutions can provide adequate support for this integration process.This paper was presented as a keynote speech at The Fourteenth OSCE Economic Forum in Vienna on 23 January 2006. It draws on a longer paper by (Linn and Tiomkin in press).The authors are, respectively, Executive Director of the Wolfensohn Initiative at The Brookings Institution, Washington, DC, USA, and MBA and MPA/ID candidate at Harvard University. Johannes Linn served as Vice President for Europe and Central Asia at the World Bank from 1996 to 2003.

The clearance rate is often used as an indicator of the risk of detection, in spite of the fact that these are different matters. This article suggests a method to make estimates of the risk of detection based on information from the Swedish crime statistics. The risk of detection is expressed as a function of the dark figure. Empirical estimates of the risk are given for drunken driving, residential burglary, and assault between strangers. These estimates are followed up with some calculations concerning the impact of crime activity level on the risk of getting caught. One major conclusion of the findings is that the risk of detection varies very moderately with the dark figure. This means that if there is some knowledge of the dark figure, it is often possible to make fairly good estimates of the risk of detection. 相似文献

AbstractA growing crisis of confidence between the ANC and the ANC-led government and the press came to a head in 2010/11. The ANC suggested the creation of a statutory press tribunal and supported the Protection of Information Bill, both regarded as an infringement on freedom of the press by critics. Parallel to this, a review process of the voluntary self-regulation system took place, followed by another commission on press self-regulation. The result was a new system of ‘independent co-regulation’, which was implemented on February 1, 2013. This article takes a step back to investigate the possible reasons why the ANC and the ANC-led government were so critical of the old system of self-regulation. The success (or lack thereof) experienced by the ANC and the ANC-led government in their complaints to the Press Ombudsman could arguably have played some role in shaping their views. It was found that of the total of 593 cases dealt with in the period August 2007 to August 2011, 91 were lodged by representatives of one or another government entity and the ANC, accounting for 15 per cent of the total. The Ombudsman upheld the highest number of government complaints compared to other complainant types, but this only came to 14 per cent. This is regarded as noteworthy, considering one of the ANC's major criticisms, namely that the ombudsman was biased towards the press in his rulings. This finding was, however, not conclusive in any way. While the full findings may be of some value to determine, in conjunction with other factors, why the ANC and the ANC-led government were so critical towards the press, we also need to seriously consider the reality that their philosophical position(s) regarding press freedom and responsibility (which underpins self-regulation), may be steeped in other normative media positions. 相似文献

In light of the strict legal scrutiny surrounding DNA typing at this time, it has become necessary to systematically address the issue of PCR contamination. To precisely define the parameters affecting PCR contamination under casework analysis conditions, PCR amplification reactions were intentionally compromised by employing sub-standard laboratory technique and by introducing secondary sources of DNA. The PCR parameters considered for potential sources of contamination include amplification set-up, amplification product handling, aerosol DNA and storage. In addition, analyst technique was evaluated by modifying or eliminating standard safeguards. Under the circumstances normally encountered during casework analysis, PCR contamination was never noted. Significantly, using the dot blot detection method, contamination was never observed when nanogram quantities of genomic DNA were mishandled or aerosolized. Contamination occurred only when amplification product was carelessly manipulated or purposefully sprayed near or directly into open tubes containing water or genomic DNA. Although standard precautions should be employed during PCR-based DNA typing, our data indicates that contamination during amplification procedures is not prevalent when detected by dot blot analysis. 相似文献

Securities laws, overseen by independent regulatory agencies, have spread around the world. This article argues that coercion has played a more critical role in the spread of regulatory models than previously acknowledged. In particular, I argue that globally integrated markets can provide powerful regulators and governments with strong incentives to actively promote the export of their regulatory models. Case study evidence and the analysis of a global data set on the establishment of US-style securities regulatory regimes between 1973 and 2007 lend support to the crucial role of the US government and the US Securities and Exchange Commission in spreading the US securities regulatory model around the world. 相似文献

In 2005 the European Agency for the Management of Operational Cooperation at the External Borders (Frontex) was founded. Contrary to the widely used principal–agent approaches, it is more promising to analyse Frontex through the lens of experimentalist governance. This paper has two lines of argument. First, it argues that Frontex may only succeed if Frontex has a sufficient degree of organisational independence and enjoys appropriate and steady support by all member states. This is especially virulent when many member states fail to provide significant contributions in terms of material and human resources as well as time, leading to a suboptimal reduction of duration, scope and operational impact of Frontex's missions. The second argument is concerned with the accountability of Frontex. Contrary to the experimental approach, this article takes a sceptical stance, arguing that important (supra-)national actors are sidelined and relevant legal rules are ignored. 相似文献
