This paper evaluates the ability of common explanatory variables to predict who votes. Logit voting regressions are estimated with more than three dozen explanatory variables using survey and aggregate data for the 1979, 1980, 1984, and 1988 Canadian national elections. We find that the usual demographic variables such as age and education, and contextual variables such as campaign spending have significant effects on the probability of voting, but the models have low R2's and cannot predict who votes more accurately than random guessing. We also estimate regressions using past voting behavior as a predictor of current behavior, and find that although the explanatory power rises it remains low. This suggests that the difficulty in explaining turnout arises primarily from omitted time- varying variables. In some sense, then, it appears that whether or not a person votes is to a large degree random. The evidence provides support for the rational voter theory, and is problematic for psycho/sociological approaches.  相似文献

Recent state and local government sanctions on business withBurma and certain Swiss banks renews a debate over foreign policypowers in federal systems that operate in an integrated globaleconomy. International business promotion has become an acceptedfunction of state and local governments. More controversialis the imposition of foreign policy sanctions, where economicinvolvement becomes a lever to pursue political goals ratherthan an objective in itself. When compared with past cases,including South Africa and the Arab boycott, recent state andlocal initiatives demonstrate both continuity and fresh departuresin federalism's evolving adjustment to the global economy. Thesedevelopments can be used to examine theoretical concepts suchas constituent and multilayered diplomacy. They also argue forimproved practical cooperation among the multiple and diverseactors engaged in foreign policy issues.  相似文献

The areas of Public Finance and Financial Management present potential problems for small and rural local governments. Responses from a survey of West Virginia local public officials were used to examine the severity of these two issues. Both issues were thought to be of equal importance Instead, the findings showed that Public Finance issues rated very high while Financial Management issues rated very low. Potential influences, such as type of locality, professionalism, and metropolitan area status, fail to explain the differences. Thus, it is concluded that for small and rural localities, Public Finance issues are more important than Financial Management issues  相似文献

A fascinating development within the liberal‐communitarian debate is how to deal with cultural diversity in increasingly heterogeneous democracies. Particularly noteworthy are Will Kymlicka's recasting of liberalism to deal with cultural minorities, especially the indigenous peoples of Canada and Charles Taylor's and Michael Walzer's articulation of a ‘deep diversity’ with regard to the federal relationship of Quebec to Canada as a whole. Both approaches, though, insufficiently address how combinations of cultures have been underway in the Americas for the past 500 years. Instead, I contend that mestizaje, the combination of cultures which has ensued in Mexico and the United States Southwest, articulates a ‘unity in diversity’ in which cultures transform each other without culminating in assimilation. To bolster my exegesis of mestizaje from the works of the Virgil Elizondo and Gloria Anzaldua, I accent how Jeremy Waldron's cosmopolitanism, Iris Marion Young's relational group theory, and Homi Bhabha's hybridity similarly illustrate how proposals such as Kymlicka's or Taylor/Walzer's insufficiently incorporate how integral heterogeneity is to cultural identity. In view of how ‘the border’ between the United States and Mexico exemplifies the growing intersection of diverse cultures from the developed and developing world, mestizaje offers that the intersection of multiple cultures in collaborative—not hegemonic—relations is intrinsic to realizing democratic citizenship.  相似文献

This article reviews standard and recent interpretations of cultural nationalism. It rejects "invention of tradition" perspectives, and assumptions that it is a surrogate statist movement, concerned with cultural homogeneity, that it is archaising in character, and that it is a transient movement, incompatible with full modernisation. It argues cultural nationalism seeks to "rediscover" an historically-rooted way of life; its concern is communitarian; that cultural nationalists act primarily as moral and social innovators; and that it is a recurring movement, embedded in the modern world.  相似文献

The death of a parent in childhood represents a profound psychological insult. Although a number of studies have examined rates of depression and anxiety in bereaved children, less attention has been given to understanding predictors of children's adjustment to the loss. Data are presented from 83 families with school-age children in which a parent had died of cancer in the preceding 18 months. The surviving parent and one randomly selected child completed individual interviews conducted by a clinician in the families' homes. Using multiple regression, potential predictors of children's psychosocial adjustment to parental death are examined and their relative importance is discussed. Among the predictors considered were child's age, child's gender, deceased parent's gender, time since death, length of illness, presence of siblings, and parental communication patterns. The child's perception of the surviving parent's level of openness in parental communication was found to be significantly correlated with lower levels of depressive symptoms and state anxiety in bereaved children. Boys reported lower levels of depressive symptoms than did girls, and older children reported lower levels of state anxiety than did younger children.  相似文献
