Sales of Nineteen Eighty-Four and other dystopian classics have risen in response to the audacious attempts of President Donald Trump to manipulate public opinion by circulating “alternative facts” throughout the presidential campaign and since his November 2016 election victory. Various statements by Trump and his advisors that exemplify what has come to be known as the “post-factual world” account for the meteoric rise and final breakthrough of Nineteen Eighty-Four to the top of the bestseller lists in spring 2017.     

The End of Sprawl? Not so Fast

This article takes a careful look at the recent state of sprawl among America’s 178 largest metropolitan areas through the lens of four sets of questions: (a) Measured at the metropolitan level, is sprawl really declining? Is it declining everywhere, or just in selected metropolitan areas? (b) If sprawl is indeed declining, are more compact growth forms on the rise? (c) If sprawl is indeed declining, is it the result of antisprawl land use and development policies? (d) Which metropolitan-level land market, demographic, and economic factors are most associated with changes in sprawl? It concludes that sprawl is indeed declining when measured by average population densities, but that the decline has been much less widespread if measured in terms of population growth in core-area neighborhoods, changing density gradient intercept and slope estimates, and increased employment clustering. In terms of policy, it finds no evidence that local regulatory regimes or growth management programs have had any effect on sprawl, but finds that the consistent administration of local regulatory programs in ways that incentivize infill development and send consistent signals to developers does contribute to reduced sprawl.     

The collapse of the fisheries sector in Kyrgyzstan: An analysis of its roots and its prospects for revival

The disintegration of the Soviet Union had profound economic and social effects on many of the newly independent transition economies. Nowhere was this more so than in the fisheries sector – with one of the biggest production shortfalls occurring in Kyrgyzstan, following the collapse of lake capture and pond-culture production. In 2005, aggregate landings were just 48 tonnes – barely 3 per cent of the catch level recorded in 1989. This article has two objectives. First it analyses the extent to which the dissolution of the Soviet Union can explain the collapse of the fisheries sector in Kyrgyzstan. Second, in the light of these findings, it considers what practical steps, if any, might be taken to revitalize the sector.     

The Design and Execution of Performance Management Systems at State Level: A Comparative Analysis of Italy and Malaysia

This comparative study analyses the experience of Italy and Malaysia in the design and execution of performance management systems at the state level. The article investigates how performance management systems have changed over the past decades, the motivations behind their metamorphoses, their common elements across the two countries, and what accounts for the respective progress. It also investigates the role that the institutional framework plays in making performance management systems robust. The study presents policy recommendations on how governments can create more robust performance management systems for enhanced accountability and transparency in an age of resource constraint.     

Homegrown Violent Extremism in Trinidad and Tobago: Local Patterns,Global Trends

The article examines the subject of homegrown violent extremism related to militant Islamism in the dual-Island Caribbean state of Trinidad and Tobago (T & T). It employs original research drawn from a series of semi-structured interviews and focus groups conducted between November 2015 and January 2016. Tracing the evolution of endogenous forms of radicalism and extremism the article considers how globalized-exogenous forms of militant Islamism associated with Al Qaeda and its offshoots, such as the so-called Islamic State, have impacted local patterns of violent extremism. The case study draws attention to a state and a region that have received scant attention in terrorism studies. As demonstrated by the article, this oversight is imprudent. There are a number of noteworthy findings from this case study for terrorism studies scholars: the unique historical legacy of radicalism, extremism and insurrection among T & T's Islamists; the country's markedly high levels of extremist travelers on a per capita basis and the high rate of religious converts among those travelers; the inter-linkages between criminality and political violence; and the potential threat posed by Trinidadian and Tobagonian militancy regionally.     

Towards a Guide for Constructing and Disseminating Counternarratives to Reduce Support for Terrorism

Despite widespread recognition that the use of counternarratives is an important strategic component of countering violent extremism, to date, there are no comprehensive guidelines on how to develop and distribute counternarratives to effectively reduce support for terrorism. To redress this, we offer communication and psychology theory-based procedures for (1) analyzing terrorist narratives, (2) constructing counternarratives that challenge terrorist narratives, and (3) disseminating the counternarratives to overcome barriers to persuasion. Analysts and practitioners can use such guidelines in developing counternarratives to reduce support for violent extremism.
