Personal identification by radiographic comparison of vascular groove patterns of the calvarium

A case of forensic identification utilizing the vascular grooves within the skull is presented. The case is unique in that the antemortem radiographs were from childhood, rendering useless the more standard points of comparison. Calvarial vascular grooves represent unique points of comparison when the only available premortem radiographs were obtained during childhood, especially when one is attempting to identify children (living or dead).     

Development strategy and regime type: Why doesn’t democracy matter?

The development strategy literature argues that autonomous bureaucrats in authoritarian Asian NICs followed successful export-led growth strategies while Latin American policymakers were pressured by mobilized sectors to maintain doomed import substitution industrialization. What is more, this ISI strategy made the consolidation of democracy impossible. However, my research on Venezuela indicates that ISI and democracy can be made compatible—the democratic state was penetrated by business and labor, those avenues for penetration were protected from electoral politics, and the relative participation of business and labor remained fluid. How are recently established democracies being made compatible with a new market-oriented development strategy? Evidence from East Asia and Latin America indicates that the transition to market-oriented economies and the institutionalization of participation by key sectors have not gone together. Policymakers are trying to isolate bureaucrats from public pressure and centralize power away from bodies vulnerable to electoral oversight. The “deinstitutionalization” of democratic politics may make the relationship between regime type and development strategy unstable.     

Capital punishment politics and policies in the States, 1977–1997

Since the U.S. Supreme Court ruled the death penalty constitutionalin 1976, thirty-eight states have readopted new capital punishmentstatutes consistent with Supreme Court decisions on procedural guidelines. While much of the literature about capital punishmentaddresses the legal aspects of the issue, this essay examines thepolitics of the major institutions of state government in the formulation of capital punishment policies. In some states, thereis agreement between key officials in the institutions on the desirability of, or opposition to, capital punishment. However, inmost other states, the debate over the appropriateness of deathpenalty policies is vigorously waged between the executive, legislative and judicial branches. Overall, 432 felons were executedin 30 states between 1977 and 1997. However, no executions haveoccurred in nine of these states. Twelve states have no provisionsfor the death penalty. The majority of executions since 1977 havetaken place in just six states. In addition to the abolitioniststates, the others can be categorized as (1) aggressive executioners,(2) occasional executioners, (3) reluctant executioners, and (4)nonusers where the death penalty has been restored for politicalpurposes but no executions have been carried out in over two decadesand none are likely to be in the immediate future given the minisculenumber of inmates on death row.     

Solid phase extraction method for rapid isolation and clean-up of some synthetic pyrethroid insecticides from human urine and plasma.

A simple and rapid method for the isolation of seven synthetic pyrethroid insecticides (methothrin, fenpropathrin, cyhalothrin, permethrin, cypermethrin, fenvalerate, deltamethrin) with a solid phase extraction (SPE), utilizing Sep-Pak C18 cartridges, from human urine and plasma is presented. The detection of the insecticides was performed using a wide bore capillary gas chromatograph (GC) with flame ionization detection (FID). The insecticide-containing samples mixed with 70% methanol were directly applied to the cartridges and eluted with 2 ml chloroform. The recoveries using the cartridges were between 90-102% for urine and 81-93% for plasma. Mixing samples with 70% methanol prior to extraction, seems very useful for the screening of synthetic pyrethroid insecticides.     

Business Representation in the UK Since 1979: the Case of Trade Associations

The article explores the impact of Conservative governments since 1979 on business representation. It concentrates on the trade association—the most common form of business organization in the UK but one which has been largely neglected in the discussion of business representation. The results of a major survey of trade associations conducted in 1994 are reported and their significance assessed in the light of three general propositions about the direction of business representation since 1979.     

Analysis of 2-hydroxyimipramine in an imipramine-related fatality

A fatality following ingestion of the tricyclic antidepressant imipramine (Novopramine), acetaminophen, and ethyl alcohol is described. Imipramine, desipramine, acetaminophen, and 2-hydroxyimipramine were quantitated by high performance liquid chromatography, and ethyl alcohol by gas liquid chromatography. Concentrations of imipramine, desipramine, 2-hydroxyimipramine, and acetaminophen were: in blood--9.0, 1.1, 3.9, and 11 mg/L; in urine--92, 14, and 42 mg/L (acetaminophen not quantitated in urine). Ethyl alcohol concentration in blood was less than 10 mg/dL and 105 mg/dL in the urine by headspace gas chromatography. These findings are compared to previous reports of imipramine-related fatalities. To our knowledge, this is the first fatality reported involving imipramine where analysis included quantitation of 2-hydroxyimipramine in blood and urine.     

Compliance with the law

The effectiveness of law as an instrument of social control depends on the assumptions lawmakers and implementers have about human behavior. The tax laws offer a good example of the difficulties in trying to anticipate what people will do in response to various legal requirements. This paper proposes a new approach to understanding tax compliance drawn from behavioral decision theory. The paper discusses the issue of rationality, explores the strategies people use to make taxpaying decisions, focuses on the distinction between norm-processing and outcome-processing strategies, and presents some implications of this approach for research and for legal policy making.     

Democracy at Rest: Strategic Ratification of the Twenty-First Amendment

The Prohibition (Eighteenth, 1919) and repeal (Twenty-First,1933) amendments, which represent the only case of a later amendmentdirectly reversing an earlier one, were ratified by the twodifferent methods allowed by Article V of the United StatesConstitution: the former by state legislatures, the latter bystate conventions. This essay examines the legislatures-or-conventionsdichotomy as a microcosm of William Riker's treatment of liberalismand populism, with specific attention paid to the state conventionsthat ratified repeal. Using previously uncollected county datafrom the special elections to choose the 1933 convention delegates,this study demonstrates that invocation of the convention methodwas strategic, and intended not only to legitimate the Twenty-FirstAmendment but also to improve its chances of passage.
