The terrorist attacks of September 11, 2001, provoked, among other reactions, considerable commentary about the future of American federalism, particularly predictions of administrative centralization. To assess the potential impact of terrorism on U.S. intergovernmental relations and the ways the federal system should respond, members of the American Political Science Association's Section on Federalism and Intergovernmental Relations were surveyed in late 2001. Generally, these federalism scholars believe the September 11 terrorism will have little effect on intergovernmental relations or on the U.S. Supreme Court's state–friendly jurisprudence, and the surge in public trust and confidence in the federal government will be short–lived. The scholars tend to support a highly federalized response to terrorism, but with intergovernmental cooperation. Partisan differences among the scholars on policy options, however, mirror the party differences in Congress and the resurgence of "politics as usual" less than a year after September 11, 2001.  相似文献

The Australian Local Government Association (ALGA) is the peak body for local authorities across Australia. Representing 698 councils, shires and other local governing bodies, ALGA advocates on behalf of local institutions, the local communities they represent and the process through which they interact. Founded in 1947 by the six states, ALGA now represents all states and territories and is a full member of the Council of Australian Governments (COAG). The 2010 British election resulted in what the British refer to as a “hung Parliament” for the first time in over a generation. This result further heightened the debate over the fairness and utility of the nation’s centuries-old first-past-the-post (FPTP) system. Survey data are used to simulate the election outcome under four different electoral systems beyond FPTP: round-robin pair-wise comparisons, the Borda count, the alternative vote, and Coombs' method. Results suggest that in 2010, the Liberal-Democrats were Condorcet preferred to all other parties and would have won a national election under every tested method except the alternative vote, the method supported by the Liberal-Democrats during the referendum in May 2011 and, of course, FPTP as actually used.  相似文献

What makes African voters “up for grabs”? Existing approaches to the swing voter have several liabilities. This article introduces a new measure enabling a more comprehensive assessment of swing voting, including the differentiation between clientelistic and collective goods motivations. The issue of swing voting is then brought to an environment where voters are rarely considered persuadable: Africa. Using a count‐model estimation technique and original survey data from Ghana's critical 2008 elections, the analysis challenges the near consensus in African politics on clientelism as the only electoral strategy. When voters perceive politicians as providing collective, developmental goods, the efficacy of clientelism as a tool to win over voters is reduced. Many persuadable voters can also be won over by both clientelistic and collective goods, thus contradicting the literature presenting these as mutually exclusive. Finally, the analysis shows that incumbents do better when they provide collective goods even in highly clientelistic environments.  相似文献

The term racism is engaged at two seemingly independent levels of analysis within Marxism. At one level it constitutes a definite concept within some general theory of capitalist relations of production and their corresponding ideological forms. At another level these ideological forms express themselves in a range of discriminatory practices. Marxism here takes up the challenge in terms of a more practical struggle. The present article establishes the connection between these two levels of analysis. It does so in particular via a consideration of the contributions of O. C. Cox and E. Genovese to the field. The implications of such theoretical work are then identified in terms of a number of strategies adopted by the Left to combat racism. The deficiencies at one level are seen to generate problems at the other. Racism, it is argued, signifies an almost indiscriminate range of practices that cannot be conceived together as effects either of dominant economic class relations and/or the political will of the ruling class.  相似文献
