The degree of predominance of the largest party in a representative assembly affects government formation and survival. The seat share of the largest party, in turn, is constrained by the interaction of assembly size and electoral district magnitude in the following way. When all S seats in an assembly are allocated in districts of magnitude M, a logical quantitative model proposes that the largest fractional share is s1 = (MS)−1/8. As a curve, the model is found to fit with R2 = 0.509, considering data from the averages of 46 periods in 37 countries, during which the electoral rules were essentially steady. As a worldwide average, the expression s1(MS)1/8 = 1 holds within 1%. Deviations from this average express the impact of various country-specific political and socio-cultural factors that can be investigated once the basic institutional constraints are controlled-for. This means that the degree of largest party predominance may be engineered to hover around a desired average by adjusting assembly size, and district magnitude, while keeping country-specific factors in mind. 相似文献

Everyone likes a winner: An empirical test of the effect of electoral closeness on turnout in a context of expressive voting 总被引:1,自引:0,他引:1
Under instrumental voting closer elections are expected to have higher turnout. Under expressive voting, however, turnout may increase with decreasing closeness when voters have a preference for winners. An empirical test using data on Belgian municipal elections supports this. We find that turnout reaches a local maximum when the largest party in the election obtains just over 52% of the seats and then falls (supporting the “instrumental” closeness-argument). There is, however, another turning point: the presence of a highly dominating party (receiving at least two-thirds of the votes) stimulates turnout despite the fact that dominance implies lower closeness. 相似文献

There is a long-standing argument that in Westminster-style systems parliaments are in decline. The frequency with which the head of government intervenes in parliament is one indicator of this supposed decline. Studies conducted in Britain and Canada show that the frequency of prime ministerial interventions has declined over time, suggesting that the decline of parliament thesis holds true in this regard at least. This article examines the Irish case and shows that the situation is different. As in Britain and Canada, there has been a decline in particular forms of activity. However, the overall level has increased over time. These findings suggest that in the Irish case at least and on the basis of this one indicator the decline of parliament thesis does not hold true. Moreover, when we contextualise the findings, particularly on the basis of a qualitative analysis of the changing nature of the presentation of the Order of Business over the last 30 years, we find that the decline of parliament thesis is weakened further. Thus, this article suggests that the decline of parliament thesis is not applicable to all examples of Westminster-style parliamentary systems. 相似文献

In this study we examine responses to the recent expansion of information technology in two rural Minnesota towns. One of these towns took a cooperative approach to technology access, developing a community electronic network, while the other town relied on a more individualistic, entrepreneurial model. The present study examines citizens' attitudes concerning social, political, and technological issues in these two communities, with the goal of uncovering what kinds of attitudes and resources citizens need to have in order to help support and sustain a community electronic network. Structural equation modeling is used to specify the relationships among individuals' economic, political, and social resources, technology ownership and use, and awareness of and support for the community network. Drawing on a theory of social capital, we consider the relative importance of privately- oriented social engagement versus publicly- oriented political engagement in relation to collective outcomes. Our analysis shows that in the town with the broadly- based community electronic network, individuals' political as well as economic resources are linked to knowledge and use of computer resources, whereas in the comparison community, economic stratification alone drives computer access. The implications of these findings for issues of equity, access to technology, and the development of strong community ties are discussed. 相似文献
