This article identifies and explores the presence of republicanthought in the intellectual and policy writings of AlexanderHamilton, particularly as it applied to his theoretical understandingof the American executive branch. The cause of mental disorders such as depression remains unknown. However, the idea that neurotransmitter imbalances cause depression is vigorously promoted by pharmaceutical companies and the psychiatric profession at large. We examine media reports referring to this chemical imbalance theory and ask reporters for evidence supporting their claims. We then report and critique the scientific papers and other confirming evidence offered in response to our questions. Responses were received from multiple sources, including practicing psychiatrists, clients, and a major pharmaceutical company. The evidence offered was not compelling, and several of the cited sources flatly stated that the proposed theory of serotonin imbalance was known to be incorrect. The media can play a positive role in mental health reporting by ensuring that the information reported is congruent with the peer-reviewed scientific literature.

Recent years have seen African militaries attempt coups in virtually every geographic region, from Egypt to Lesotho and Guinea to Madagascar. They have targeted established democracies, infantile democratic experiments, increasingly authoritarian executives, power vacuums brought on by leader death, and—most recently in Burundi—leaders attempting to circumvent constitutional limitations on their tenure. These continuing acts perpetrated against regimes with such varied backdrops suggests that coups still afflict a wide range of states and remain a continuing threat to leader tenure. This is in contrast to the African Union’s emphasis on curbing the practice. This paper explores the African Union’s effectiveness to combat military coups, primarily focusing on the potential for sanctions to act as a deterrent to would-be coup plotters. The paper also considers potential limitations on the African Union’s (AU’s) ability to project power against certain states. Analyses for the years 1950–2014 indicate Africa has in fact witnessed a meaningful decline in coup activity, an impact even more pronounced than the end of the Cold War. Results also indicate that the AU’s effectiveness in deterring coups is not constrained in cases where they are expected to lack leverage.  相似文献

Early pubertal timing has been found to confer risk for the occurrence of interpersonal stressful events during adolescence. However, pre-existing vulnerabilities may exacerbate the effects of early pubertal timing on the occurrence of stressors. Thus, the current study prospectively examined whether cognitive vulnerabilities amplified the effects of early pubertal timing on interpersonal stress generation. In a diverse sample of 310 adolescents (M age = 12.83 years, 55 % female; 53 % African American), early pubertal timing predicted higher levels of interpersonal dependent events among adolescents with more negative cognitive style and rumination, but not among adolescents with lower levels of these cognitive vulnerabilities. These findings suggest that cognitive vulnerabilities may heighten the risk of generating interpersonal stress for adolescents who undergo early pubertal maturation, which may subsequently place adolescents at greater risk for the development of psychopathology.  相似文献

Significant attention has been given to the necessary conditions for a viable and legitimate European polity. Drawing on traditions in political philosophy, a central strand of this debate has concerned what must be common to a set of people such that they may be ruled through the same institutions, with various types of collective bond proposed as possible bases for political community. The argument of this article is that many such approaches, which conceive a bond in terms of shared interests, cultural attributes or shared values and principles, are liable either to underplay or to overplay how much the citizens of a polity must have in common, tending either to empty public life of the pursuit of shared ends or conversely to downgrade the importance of adversarialism. Both may be seen as depoliticising moves. The article goes on to explore how a more explicitly political bond, based on the appraisal of political problems, might be conceived for a European polity.  相似文献

As an institution, the American news media have become highly unpopular in recent decades. Yet, we do not thoroughly understand the consequences of this unpopularity for mass political behavior. While several existing studies find that media trust moderates media effects, they do not examine the consequences of this for voting. This paper explores those consequences by analyzing voting behavior in the 2004 presidential election. It finds, consistent with most theories of persuasion and with studies of media effects in other contexts, that media distrust leads voters to discount campaign news and increasingly rely on their partisan predispositions as cues. This suggests that increasing aggregate levels of media distrust are an important source of greater partisan voting.  相似文献

Judges articulate their role in controversial cases of medical ethics in terms of deference to Parliament, lest their personal morality be improperly brought to bear. This hides a wide range of law‐making activities, as parliamentary sovereignty is diffused by ‘intermediate law‐makers’, and judicial activity is more subtle than the deference account implies. The nature of litigation raises questions about the contributions of other legal personnel and also the nature of the parties' interests in test‐cases. While judges demonstrate an awareness of some of these issues and anxiety about the constitutional legitimacy of their work, a more nuanced account is needed of their proper role. This may be built on Austin's theory of tacit legislation. It may draw from human rights law. However, considerable work is required before the complexities of hidden law‐making can be properly incorporated into the province of medical jurisprudence.  相似文献

The Riot (Damages) Act 1886 imposes a no‐fault obligation on police forces to compensate owners of property damaged in rioting. Following the riots across England in 2011 an independent Home Office review, the Kinghan Report, concluded that the fundamental principle of the Act should be retained, while the machinery should be modernised. The Report conceives of the Act as a useful, if highly unusual, compensation scheme that may ease socio‐economic problems in riot‐prone areas. This article questions that position. Strict liability offers potential advantages in contentious claims against public authorities, providing an incentive for the police to perform their duty to keep the peace while averting the questioning of police decision‐making that claims in negligence would inevitably require. The best alternative to negligence liability might not be ‘no liability’ (the general position now at common law), or liability based on ‘serious fault’ (as the Law Commission proposed in 2008), but liability without fault.  相似文献
