One of the longest‐running debates in urban development, enshrined within the evolution of the British planning system, is how best to capture the increased value of land arising from development. This article outlines the historic and contemporary context before proposing an approach towards ‘land value capture’, based on practice in continental Europe but adapted to Britain's specific circumstances. In doing so, it also sets out why new approaches are needed as part of the search for better ways of funding local infrastructure, developing mixed communities and improving Britain's suburbs for the benefit of all.

When Threat Mobilizes: Immigration Enforcement and Latino Voter Turnout

Immigration enforcement, and deportation in particular, has been shown to have social and psychological effects on the non-deported as well, but its political effects have gone largely unexamined. I use the staggered implementation of Secure Communities, an information-sharing program between the federal government and local law enforcement, to estimate the short-term effects of stricter immigration enforcement on Latino voter turnout. A difference-in-differences analysis indicates that enrollment in Secure Communities led to an increase in county-level Latino voter turnout of 2–3 percentage points. This relatively large effect appears due to greater Latino activism in the wake of program implementation, rather than individuals responding to particular police interactions. These results extend the existing literature on mobilization in response to threat, demonstrate that policies can have far-reaching and unexpected political implications, and suggest that the current immigration debate may have major consequences for the future makeup of the American electorate.     

Intangible activities—the prevalence of informal helping in Denmark

‘Informal helping’ is often associated with other types of prosocial behaviour such as formal voluntary work. Therefore, one could jump to the conclusion that it would be the same factors driving both types of activities. This article demonstrates that this is not the case. The study relies on a population survey on informal helping and volunteering in Denmark. The two contributions of this article are as follows: (1) it demonstrates that the socio-demographic indicators that are closely linked to formal volunteering are not related to informal helping in the same manner and (2) it demonstrates that it is necessary to separate the decision to help and the amount of hours that people help, a distinction that previous empirical studies on this topic fail to include. The results show that informal helping may not simply be compared to other instances of prosocial behaviour. In particular, the socio-demographic indicators that are closely linked to formal volunteering are not necessarily related to informal helping. Moreover, the results emphasize the need for including informal helping as an act of civic engagement, which ought not to be confused with other forms of engagement within the civil society.     

Agent-Relative Prerogatives to Do Harm

In this paper, I offer two arguments in support of the proposition that there are sometimes agent-relative prerogatives to impose harm on nonliable persons. The first argument begins with a famous case where most people intuitively agree it is permissible to perform an act that results in an innocent person’s death, and where there is no liability-based or consequentialist justification for acting. I show that this case is relevantly analogous to a case involving the intentional imposition of lethal defensive harm on a nonliable person. In the final part of the paper, I provide a second, independent, argument in support of the proposition that there are agent-relative permissions to foreseeably harm or kill nonliable people under certain conditions.     

Debt,diplomacy and dreadnoughts: the National Bank of Turkey, 1909–1919

The National Bank of Turkey (NBT) (1909) was an attempt by the new Young Turk regime to assert economic sovereignty: creating a multinational bank able to provide financing free of the diplomatic conditions previously attached to loans by French banks. NBT's role financing naval rearmament and oil development has attracted a good deal of attention from historians. Using the archives of the bank's founders and Ottoman ministers alongside familiar diplomatic sources, this article is the first to combine Ottoman and European perspectives on NBT, challenging the traditional narrative which presents the Ottoman Empire as the helpless ‘victim’ of the fiscal imperialism of France, Britain and Germany in the years before 1914.     

The Profession of Public Administration: An Ethics Edge in Introductory Textbooks?

Given the substantial interest in public service ethics, this study examines its foundations as reflected in paradigmatic textbooks—a unit of analysis that informs both theory and practice in the field. The interpretative framework employed evaluates the context (the amount and placement of the topic, the use of graphics, and sources cited) as well as the content (conceptualization of management ethics and inclusion of implementation issues) of ethics found in the publications. A limited definition of a professional—one in possession of largely technical skills—is reflected in the textbooks. The implications of the findings are explored.     

Hanging in,stepping up and stepping out: livelihood aspirations and strategies of the poor

In recent years understanding of poverty and of ways in which people escape from or fall into poverty has become more holistic. This should improve the capabilities of policy analysts and others working to reduce poverty, but it also makes analysis more complex. This article describes a simple schema which integrates multi-dimensional, multi-level, and dynamic understandings of poverty, of poor people's livelihoods, and of changing roles of agricultural systems. The article suggests three broad types of strategy pursued by poor people: ‘hanging in’, ‘stepping up’, and ‘stepping out’. This simple schema explicitly recognises the dynamic aspirations of poor people, diversity among them, and livelihood diversification. It also brings together aspirations of poor people with wider sectoral, inter-sectoral, and macro-economic questions about policies necessary for the realisation of those aspirations.     

Correcting for Survey Misreports Using Auxiliary Information with an Application to Estimating Turnout

Misreporting is a problem that plagues researchers who use survey data. In this article, we develop a parametric model that corrects for misclassified binary responses using information on the misreporting patterns obtained from auxiliary data sources. The model is implemented within the Bayesian framework via Markov Chain Monte Carlo (MCMC) methods and can be easily extended to address other problems exhibited by survey data, such as missing response and/or covariate values. While the model is fully general, we illustrate its application in the context of estimating models of turnout using data from the American National Elections Studies.
