Reflecting on the most recent stage of his career, the communitarian, Amitai Etzioni, gives three reasons for what he perceives as his loss of influence. First, the media prefers an argument between strongly opposed positions, but Etzioni is neither liberal nor conservative. Second, the media prefers specialized intellectuals, but Etzioni has refused to “stick to his knitting.” Third, Etzioni has taken an unpopular, dovish position on China. I argue that Etzioni is mistaken about the reasons for his and communitarianism’s rise and perceived fall and offer a more optimistic assessment than he does of the potential influence of his thought. I use this local problem of historical interpretation to question Etzioni’s global interpretation of modern history.  相似文献

The entry and exit of ministers has been of primary interest to students of political science and public management in Western countries. Responding to the lack of research on the entry and exit of ministers in non‐Western countries, this article examined determinants of both the entrance and exit of ministers in Korea from the life cycle point of view based on the Korean Ministerial Database from 1980 to 2008. We argued that as the Korean presidency shifts from an imperialistic to a democratic presidency, ministerial appointments in Korea also seem to shift from an expertise‐focused to a politics‐focused approach. Likewise, the primary resignation reason also shifts from policy failure to political reasons. We also argued that Korean presidents use their power to reshuffle cabinet ministers too often for their political interests. As a result, Korean ministers spend too little time in post; average tenure is now down to about one year. These short terms in office dilute a minister's ability to dictate departmental policy.  相似文献

The recognition that courts play a significant role in the process of European integration has focused attention on the interaction between national judges and the European Court of Justice. The prevailing theoretical model of this interaction holds that a variety of incentives impel national judges to co‐operate with the ECJ by providing it with frequent preliminary references. This article tests the ability of the model to account for the behaviour of national courts during the period 1972–94. In assessing the utility of the model two central claims are made. First, that the model as currently constructed is incapable of explaining the patterns of references originating from various member states, particularly the consistent lack of references from British courts. Second, that the level of British references, and patterns of judicial co‐operation in general, can be better understood by questioning the model's core assumption ‐ that national judges face powerful incentives to refer to the ECJ. As a first step in this direction, the article examines how the discretion to make or withhold references bestows on national judges the power to hasten or retard the pace of integration as well as to influence specific policy outcomes.  相似文献

This article examines the history of political science in relation to the history of the prison. It considers how theories of the state in political science have assumed that proper states should punish with prisons, and traces these ideas to the work of Francis Lieber, the first academic political scientist in the USA. Because his ideas about prison reform were central to his conceptualization of the discipline as a science of punishment, his theory of the state is an understudied part of the history of mass incarceration. Lieber argued that the state had a moral duty to punish its citizens with the prison, and an obligation to manage the risks of democracy through the prison's principles of scientific certainty, less eligibility, and disciplinary solitude. By examining the life and work of Francis Lieber, this article offers new ways of thinking about political science's past, and its status as part of the history of the American prison.  相似文献

Abstract

A simulation model that mirrors the actual practices of lenders in setting qualification requirements for mortgage loans is used to assess the impact of permanent buydowns and buyups on the maximum sale price that buyers can afford. Buydowns are reductions in the coupon rate traded off against higher discount points; buyups are the reverse. Although buydowns have little effect on afford ability, buyups can have significant effects. Their potential is largely unrealized, however, because of the call risk to lenders of loans carrying premiums. The authors propose a “discount recovery” provision, which would be similar to a prepayment penalty except that the payment upon prepayment would be tied to the amount of the discount foregone by the lender. This would protect lenders against call risk, giving them every reason to offer buyups as a way of expanding demand.  相似文献
