The Effect of Bureaucratic Responsiveness on Citizen Participation

What effect does bureaucratic responsiveness have on citizen participation? Since the 1940s, attitudinal measures of perceived efficacy have been used to explain participation. The authors develop a “calculus of participation” that incorporates objective efficacy—the extent to which an individual's participation actually has an impact—and test the model against behavioral data from the online application Fix My Street (n = 399,364). A successful first experience using Fix My Street is associated with a 57 percent increase in the probability of an individual submitting a second report, and the experience of bureaucratic responsiveness to the first report submitted has predictive power over all future report submissions. The findings highlight the importance of responsiveness for fostering an active citizenry while demonstrating the value of incidentally collected data to examine participatory behavior at the individual level.     

To “Re‐Hatch” Public Employees or Not? An Ethical Analysis of the Relaxation of Restrictions on Political Activities in Civil Service

This study examines the ethical content of legislation regulating the political activities of civil servants. The analysis is done using the "ethics triangle," a tool that encompasses the interdependence of results-based utilitarian ethics, rule-based duty ethics, and virtue-based character ethics. The discussion begins with the importance of the problem, followed by its evolution and current status. After describing the methodology, the central section investigates the values at stake. The conclusion provides a synthesis of the findings, explores the implications of the study, and attempts to answer the question posed in the title of the paper.

Handle Him with Care: The Importance of Getting Thucydides Right

Scholars from numerous disciplines continue to study, debate, and value Thucydides’ The Peloponnesian War. This review essay first explores and elaborates many of the enduring and vital contributions of Thucydides for IR theory. It then assesses and engages three new books, including a major, wide-ranging collection of new essays and a very influential (and deeply flawed) attempt to apply the lessons of that work—one that warns of a “Thucydides Trap” that might unwittingly ensnare the United States and China, resulting in an unwanted and catastrophic war between the two. This review essay argues that, as illustrated by the books under consideration here, contemporary IR scholars would be very well served by taking Thucydides seriously and would benefit from reading and considering his History with great care; at the same time, there are enormous, perilous analytical dangers inherent in attempting to draw conclusions from a superficial reading of The Peloponnesian War.     

Combating Coups d’état in Africa, 1950–2014

Recent years have seen African militaries attempt coups in virtually every geographic region, from Egypt to Lesotho and Guinea to Madagascar. They have targeted established democracies, infantile democratic experiments, increasingly authoritarian executives, power vacuums brought on by leader death, and—most recently in Burundi—leaders attempting to circumvent constitutional limitations on their tenure. These continuing acts perpetrated against regimes with such varied backdrops suggests that coups still afflict a wide range of states and remain a continuing threat to leader tenure. This is in contrast to the African Union’s emphasis on curbing the practice. This paper explores the African Union’s effectiveness to combat military coups, primarily focusing on the potential for sanctions to act as a deterrent to would-be coup plotters. The paper also considers potential limitations on the African Union’s (AU’s) ability to project power against certain states. Analyses for the years 1950–2014 indicate Africa has in fact witnessed a meaningful decline in coup activity, an impact even more pronounced than the end of the Cold War. Results also indicate that the AU’s effectiveness in deterring coups is not constrained in cases where they are expected to lack leverage.     

Cognitive Vulnerabilities Amplify the Effect of Early Pubertal Timing on Interpersonal Stress Generation During Adolescence

Early pubertal timing has been found to confer risk for the occurrence of interpersonal stressful events during adolescence. However, pre-existing vulnerabilities may exacerbate the effects of early pubertal timing on the occurrence of stressors. Thus, the current study prospectively examined whether cognitive vulnerabilities amplified the effects of early pubertal timing on interpersonal stress generation. In a diverse sample of 310 adolescents (M age = 12.83 years, 55 % female; 53 % African American), early pubertal timing predicted higher levels of interpersonal dependent events among adolescents with more negative cognitive style and rumination, but not among adolescents with lower levels of these cognitive vulnerabilities. These findings suggest that cognitive vulnerabilities may heighten the risk of generating interpersonal stress for adolescents who undergo early pubertal maturation, which may subsequently place adolescents at greater risk for the development of psychopathology.     

Federal Government Reform: Lessons from Clinton’s “Reinventing Government” and Bush’s “Management Agenda” Initiatives

Newly elected presidents oftentimes set out to reform the executive branch. This has been the norm for more than 100 years, and indications are that the next president will follow this pattern. The authors have had firsthand experience over the past 15 years with White House–led government reform efforts. They provide their insights on President Bill Clinton’s reinventing government initiative and President George W. Bush’s management agenda efforts. Based on their experience, they offer lessons to the next president’s team on what they might do to get a reform effort started successfully and how to get reform initiatives implemented and sustained.
