Trust funds are a particular way of governing resource flows. Governments use trust funds to bind policy decisions of future actors and remove resource flows from budget competition. The state of Alaska removed a portion of its oil revenues from political competition through the creation of the Alaska Permanent Fund. A unique feature of the Fund is that it pays annual dividends to Alaskan citizens, thus creating a citizen stake in the management of the Fund. Through this framework Alaskans have successfully protected a significant stream of revenue ($21 billion) from political demands.  相似文献

Under the terms of the Recall of MPs Act 2015, there have been three recall petitions brought against MPs who have committed misconduct. The outcomes have been variable. The first petition failed to attract enough signatures to trigger a by‐election. The second led to the unseating of the MP, who declined the opportunity to stand in the subsequent by‐election. The third led to the removal of the MP and an unsuccessful candidature to regain his seat at the by‐election. Variation has not been confined to outcomes. There have been differences in how the legislation has been implemented—in terms of the ease of access of constituents to the recall petition. This article suggests that in the interests of fairness and transparency, there is a strong case for adjusting the legislation to ensure national standardisation of local implementation.  相似文献

Facial cues are consequential for voters’ behavior at the polls. Yet the facial cues that are associated with vote choice remain under-examined. We predicted that vote choice judgments rely, in part, on the sex typicality of facial cues (i.e., the degree of facial masculinity and femininity) that vary as a function of candidate gender and partisan identification. Stimuli included image pairs of winners and runners-up in the elections for the 111th U.S. House of Representatives. In Study 1, we found that female Republican candidates who appeared relatively more feminine and male Republican candidates who looked relatively less masculine in their appearance were more likely to win their election. Democratic candidates’ electoral success was not related to their sex typicality. In Study 2, we found that relatively masculine-appearing Democrats and feminine-appearing Republicans were more likely to be selected in a hypothetical vote choice task. Implications for U.S. partisan politics are discussed.  相似文献

This article examines Appaya Dīk?ita’s intellectual affiliation to ?ivādvaita Vedānta in light of his well-known commitment to Advaita Vedānta. Attention will be given to his ?ivādvaitanir?aya, a short work expounding the nature of the ?ivādvaita doctrine taught by ?rīka??ha in his ?aiva-leaning commentary on the Brahmasūtra. It will be shown how Appaya strategically interprets ?rīka??ha’s views on the relationship between ?iva (i.e., Brahman), its power of consciousness (cicchakti) and the individual self (jīva), along the lines of pure non-dualism (?uddhādvaita). In this context, the hermeneutical role of the daharavidyā doctrine will be considered with reference to Appaya’s ?ivādvaita magnum opus, the ?ivārkama?idīpikā.  相似文献

Conventional emphasis on basin-wide water management has often resulted in the formation of transboundary water law on the basin or near basin scale. In Central Asia, however, the Syr Darya Basin possesses an abundance of tributary-level cooperative agreements that guide and codify water sharing and management on the sub-basin scale. To understand the volume and nature of this cooperation, this paper compiled and analyzed a set of agreements that apply to small transboundary tributaries (STTs) in the Syr Darya Basin. The paper assembled the largest collection of STT water agreements—123 in total—and classified such documents according to a range of criteria including: purpose and objectives, water management issues, and operational mechanisms. Results of this work highlight a rise in sub-basin-scale cooperation in the first decade of the twenty-first century, a time when large-scale cooperation appeared tenuous; a practical orientation to transboundary water management at a small scale; and an abundance of treaties of short time duration. These findings present options related to scale, time duration and focus of transboundary water law that can help inform future treaty development.  相似文献

Objectives

In June 2011, closed-circuit television (CCTV) was introduced in Footscray (a suburb of Melbourne, Australia) to help deter street-based drug trading. We investigate whether there were subsequent shifts in the settings (e.g., street, house) in which heroin was purchased or injected by people who inject drugs (PWID).

Methods

Using heroin purchase data from the Melbourne Injecting Drug User Cohort Study, multinomial logistic models with fixed effects for CCTV introduction were used to estimate the percentage of: (1) heroin purchased on the street, from mobile dealers and in house settings; and (2) heroin injections occurring in street, car, public toilet, and house settings. Displacement effects were investigated with a logistic model capturing the likelihood of traveling to Footscray to purchase heroin.

Results

Following CCTV introduction, the percentage of heroin injections occurring in public toilet settings decreased by 13 % (95 % CI ?27 %, ?0 %). This was accompanied by a non-significant increase in the percentage of heroin injections in street settings of 23 % (95 % CI ?1 %, +41 %). Changes in other settings were small and non-significant. No suburb displacement effects were found.

Conclusions

The introduction of CCTV in Footscray may have displaced PWID who previously injected heroin in public toilets to street settings. Apart from this, Footscray’s street-based heroin market operates much as it did before CCTV.

This study measures patterns following a terrorist attack, from the perspective of market efficiency, to determine the communicative impact of terrorist attacks on the financial marketplace. The Efficient Market Hypothesis postulates that asset prices fully reflect all available information. An important implication is that, because market price changes are determined by new information (or variations in discount rates), it would be highly difficult to “beat the market” with expert stock selection or market timing. Overall, we found that, based on mixed results, terrorist attacks do not lead to a distinguishable pattern in the financial marketplace. Nevertheless, drawing on the Yale Model of Persuasion, these results suggest that terrorists are effective in their communicative goals, and they do lead to a compelling pattern in the proportion of negative returns on the day of the attack. More precisely, terrorists are able to communicate their message on a global scale, thereby resulting in investors adjusting their estimates of value downward. While a possible price correction pattern was found, the lack of statistical analysis performed on the variables, to a certain degree of significance, is a limitation of this study that ultimately renders the results of the study inconclusive.
