The central question of this article is why indigenous social movements formed electorally viable political parties in Latin America in the 1990s. This development represents a new phenomenon in Latin America, where ethnic parties have been both rare and unpopular among voters. Institutional reforms in six South American countries are examined to see if the creation and success of these parties can be correlated with changes in electoral systems, political party registration requirements, or the administrative structure of the state. The study concludes that institutional change is likely to be a necessary but not sufficient condition for the emergence and electoral viability of ethnic parties.  相似文献

Abstract

During recent years, the role of information technology in shaping politics and social movements in the digital age is drawing increasing scholarly attention. There is, however, little such literature on North Korea as the country remains almost completely cut off from the Internet. Since the mid-1990s, the DPRK government has strategically developed its information and communication technology and has subsequently built a domestic intranet. Although North Korea keeps a minimal presence on the web, there are signs that the country is taking small and cautious steps to allow some social elites to take advantage of the Internet in order to leapfrog its economic development. Indeed, a high-profile defector indicated that North Korea will most likely start allowing wider but limited internet access in the near future. This paper examines North Korea's intranet and Internet policies and explores their political implications by drawing upon first-hand data from Korean sources and existing literature as well as by juxtaposing the North Korean case with other communist regimes such as China and Cuba in terms of their attempts to control and manipulate the Internet. It shows that the DPRK government is likely to learn from the Chinese and Cuban experiences and adopt a ‘Mosquito-Net’ model in controlling the Internet in an effort to attract foreign investment while keeping out information deemed threatening by the regime.  相似文献

This article interprets Joon-ho Bong’s Snowpiercer (2013) as a political allegory. First, we compare Bong’s film to Danny Boyle’s Sunshine (2007) and Christopher Nolan’s Interstellar (2014), two contemporaneous films about ecological crises. We argue that Snowpiercer exposes the limits of technocratic environmentalisms that obscure the links between ecological degradation, capitalist development, and colonial domination. Second, we put Bong’s film into conversation with autonomist Marxist and postcolonial accounts of social domination and transformation. We argue that Snowpiercer is about whether or not contemporary political economy has rendered the emancipatory strategies of recent centuries obsolete. Framed this way, the film proposes that global order is still capitalist and colonialist, but that Left projects must surpass state socialism and anti-colonial nationalism. What we call Bong’s “decolonial exodus” is the demand for a real alternative to both the ideology that there is no alternative to the existing order and the pseudo-alternative of authoritarian populism.  相似文献

The purpose of this study is to evaluate how Toyota managed the recall crisis through surveying public relations experts. By gathering and analyzing the perspectives of public relations (PR) executives and professors toward the Toyota recall crisis, this study tries to evaluate and measure Toyota's public relations strategies for managing the recall crisis. To collecting data, 34 public relations professors and 92 public relations practitioners were interviewed. According to the findings of this study, PR professionals emphasized that Toyota responded poorly (slowly/dishonestly) and lacked communication with the public. With regard to improvements Toyota may work on, PR experts advised not only to resolve internal corporate problems but also to strengthen the relationships with consumers and obligation to investigate further. In regarding with the lessons from the Toyota's crisis, PR professionals highlighted that it is necessary to take anticipated preventative measures and improve investigative duties and preparation for better dealing with crises.  相似文献

We discuss the mechanisms related to quadratic voting, from Vickrey’s counter-speculation mechanism and his second-price auction, through the family of Groves mechanisms and its most notable member, the Clarke mechanism, to the expected externality mechanism, Goeree and Zhang’s mechanism, the Groves–Ledyard mechanism, and the Hylland–Zeckhauser mechanism. We show that each mechanism that involves collective decisions has a quadratic aspect and that all of the mechanisms that we discuss are applications of the fundamental insight that for a process to be efficient, all parties involved must bear the marginal social costs of their actions.  相似文献

Conscious pursuit of public goals is the essence of public policymaking. Policy process involves among other things activating and mobilizing various administrative elements such as authority, structure, resources, procedures, and relations. Rationality requires that these elements become continuously restructured, revamped, and realigned in order to maximize the goal effectiveness of policy. The effort to gear administrative elements to the achievement of deliberate policy goals is administrative reform. This is a continuous and prevasive process.Now the crux of administrative reform is innovation, that is, injection of new ideas and new people in new combinations of tasks and relationships into the policy and administration process. This is, however, not an automatic process. It requires strategy in order to facilitate its adoption and diffusion throughout the public organization.The purpose of this paper is to examine the relevance of innovation theory to administration in developing countries in general and administrative reform in particular and then to devise a heuristic matrix of administrative reform strategy that brings to the fore innovational leadership and environmental factors.  相似文献
