Airbnb,technological change and disruption in Barbadian tourism: a theoretical framework

This paper focuses on how Airbnb, an internet platform which has created the possibility for mass participation in the tourism market, is resulting in class conflict between new entrants and the ‘traditional’ tourism industry. Specifically, it studies how traditional tourism interests in Barbados have responded to Airbnb by seeking to restrict participation in the industry and presents this as a microcosm of broader class transitions and conflicts associated with new technologies. The paper utilises a Marxist theoretical perspective buttressed by Joseph Schumpeter’s theory of ‘creative destruction’ – places emphasis on the process of destroying productive systems to understand how specific industries expand and survive – and Clayton Christensen’s notion of ‘disruptive innovation’ – a process by which a disruptive product transforms a market – for studying how transformations in technology are impacting the tourism industry in Barbados. Its aim is to provide an account of how the process of disruption is unfolding in Barbados by highlighting the reactions of the main hotel lobby group to Airbnb, while also applying the ideas of Marx, Schumpeter and Christensen as useful theoretical lenses through which to examine the unfolding of the process of disruption of settled class and historical control of a dominant economic sector by new technologies.     

Leadership Styles,Workplace Politics and Moral Identity of Ugandan Public Procurement Staff

The study predicts the moral identity of Ugandan public procurement staff using situational factors like leadership styles, social interactions, organizational politics and personal isomorphism, largely ignored in documented empirical literature. This study builds upon previous studies which assert that much remains to be learned about moral identity. Data were collected from staff handling the public procurement function in 105 randomly selected procuring and disposing entities (PDEs). Data relating to the study constructs were collected using self-administered questionnaires and an interview guide. The study established that workplace factors singularly and/or interactively predict moral identity of procurement staff in PDEs in Uganda. These findings have both policy and managerial implications which we discuss and present in this article.     

The Correlates of Local Government Responsiveness Under Decentralization: Do Performance Ratings Matter in the Philippines?

To improve local service delivery under decentralization, performance ratings are often introduced. In this article, performance ratings and other correlates of the citizens’ assessment of the responsiveness of their local governments are investigated with a regression analysis of survey data collected during the pilot test of a performance rating scheme in 12 Philippine cities and municipalities in 2001–2003. The local governments in the eight sites where the ratings were announced are assessed less responsive by their own constituents than those in the four control areas by theirs. Possibly, the citizens exposed to the ratings expected better performances from their officials.     

The “Central Meaning” and Path Dependence: The Madison-Meiklejohn-Brennan Nexus

Justice William J. Brennan's opinion in New York Times Co. v. Sullivan is widely recognized for many reasons, including, as articulated by Professor Harry Kalven, that it put “the First Amendment right side up for the first time” by identifying its “central meaning.” That meaning is the constitutional protection of speech critical of government and its officials – speech vital in a self-governing democracy. Justice Brennan's approach was derived, in part, from the writings of James Madison, to whom the justice refers generously throughout the opinion, and Alexander Meiklejohn, to whom Justice Brennan gave credit only after the fact. This article examines the philosophical lineage from Madison to Meiklejohn to Brennan, and does so through the lens of path dependence, a perspective that advocates that history matters. A critique of path dependence emerges.     

Race as Category Crisis: Whiteness and the Topical Assignation of Race

In this essay, I examine whiteness along two different axes. First, I discuss, in the context of Richard Dyer's White , the manner in which discussions of whiteness tend to be decontextualised and dehistoricised. Fundamentally, in White , whiteness is represented in terms of a homogeneous and self-identical category. In the second part of my essay, I focus on how racialised bodies, once they are situated within a specific historico-cultural context, complicate and problematise unitary and homogenised concepts of whiteness. I argue that the power and endurace of whiteness emerges out of its historical dispersions and geo-political mobility.     

‘Opening up’ by default: North Korea,the humanitarian community and the crisis

In April 1999, ASEAN formally admitted Cambodia thereby completing its declared goal of grouping together all ten Southeast Asian countries under its umbrella. This was the culminating event in the latest phase of ASEAN's enlargement. This process, however, had been problematic from the start. The entry of Cambodia, Laos, Myanmar and Vietnam without any clear criteria for admission has raised questions regarding the preparedness of these countries to participate in ASEAN. More importantly, it led to strains in ASEAN's relations with its dialogue partners over the legitimacy of some of the governments in power in these countries. The was further complicated by the economic upheaval caused by the financial crisis which struck Southeast Asia in 1997. The impact of these events on ASEAN has put into question the association's growing role as a leading player in Asia-Pacific affairs. More importantly, it has raised issues which are central to ASEAN's continued existence.     

Comment on Bruce J. Katz and Margery Austin Turner's “Who should run the housing voucher program? A reform proposal”: Why public housing authorities remain the best solution for running the housing voucher program

Abstract

Katz and Turner propose that the Section 8 program be administered regionally at the metropolitan level by a single organization awarded the contract through a competitive bidding process. We disagree. Local public housing authorities have been successful in providing family housing choice and moving families from the worst neighborhoods through the Section 8 program. The factors that inhibit mixed‐income communities and family mobility, resulting in concentration of poverty, are beyond the control of these authorities and will be affected little by a change in administration. Moreover, the additional cost of these changes would decrease the number of families served and at the same time increase bureaucracy.

We welcome the discussion the proposal has caused. Misperceptions exist about the program, even among those close to it. True, effective program reform can be engendered only by an honest dialogue among housing advocates, administrators, and consumers, both tenants and owners.
