Studying this aspect of American politics isdifficult because theories of agency behavior, effectiveness,and control often require measures of administrative agencies'policy preferences, and appropriate measures are hard to findfor a broad spectrum of agencies. We propose a method for measuringagency preferences based upon an expert survey of agency preferencesfor 82 executive agencies in existence between 1988 and 2005.We use a multirater item response model to provide a principledstructure for combining subjective ratings based on scholarlyand journalistic expertise with objective data on agency characteristics.We compare the resulting agency preference estimates and standarderrors to existing alternative measures, discussing both theadvantages and limitations of the method. This article presents two new sets of information regarding local government innovation. Using survey techniques, the research establishes a list of 22 modern local government innovations and identifies what are considered by local government professionals to be the top three mainstream local government innovations and cities leading in their usage. The research uses statistical techniques and previous research on the topic to test what effect factors related to the 100 most populated U.S. cities have on innovation usage. Among other variables, consistency, the population size, size of the advantaged population, and number of Democratic voters are found to be positively related to innovation on usage by cities.  相似文献

This article argues that a set of recent books published in advance of the 2016 U.S. presidential election provides a road map for understanding its outcome and a research agenda for political communication scholars in the years ahead. This article focuses on sociologist Arlie Hochschild’s Strangers in Their Own Land, a field study that documents the roles that identity, narratives, and emotions play in shaping the political beliefs and behavior of White Tea Party supporters. Building on these insights, through an analysis of 123 content analyses published in Political Communication between 2003-2016, we demonstrate gaps in our field and argue that scholarship can grow analytically and empirically by accounting for the findings of these books. We conclude with suggestions for future research into people’s perceptions of identity, group status, deprivation, and political power, as well as the role of media, political actors, and social groups in creating these narratives of American politics.  相似文献

Our proposed study mitigates these flaws by employing a nonequivalent-groups quasi-experiment (NEG). Our bridge program—called Early Start (ES)— tapped into social, emotional, and academic engagement, as we sought to integrate the students into the university and school communities while holding high expectations and actively involving them in their own learning (Tinto 2004 Tinto, Vincent. 2004. Results suggest that not only were students enrolled in our program better socially and emotionally integrated into the university during their first year but they also scored better on content-based political science questions at the end of the fall semester, compared to their non-Early Start peers. Isaiah Berlin contributed significantly to the study of the history of nationalist ideas in modern Europe, to the revival among political theorists (and others) of interest in nationalism as a theory, and to the articulation of theories of “liberal nationalism” in the 1990s. Berlin was also a life-long Zionist, whose reflections on the impulses behind nationalism owed much to his reflection on the condition of Jews in the diaspora. While Berlin’s views on nationalism have long claimed attention, and while there has more recently been excellent work done on his Jewish identity and commitment to Zionism, the connection between both his liberalism and his views on nationalism, and his personal background and experiences, remains to be more fully explored. Deploying biographical reconstruction and textual analysis, I here undertake to draw such connections, emphasizing how Berlin’s personal condition and the response to nationalism that it influenced in turn shaped his liberalism. I conclude that Berlin’s experiences coming from a specifically Russian-Jewish background, as well as his position in British society, his wartime service in the British government, and his intellectual formation, significantly shaped his views on nationalism. I also suggest that both his response to nationalism and his advocacy of a distinctive liberalism reflect Berlin’s commitment (never made fully explicit) to a pluralistic ethos, which itself may be seen as a response to the condition of Jews (and other minorities and migrants) in the modern world.  相似文献

The domestic far-right movement has existed in the United States for many years. During that time, groups have appeared, disappeared, and reappeared. Unfortunately, very little is known about what causes these groups to disband. An interdisciplinary approach identified external and internal correlates of organizational death to empirically test which of these correlates influences whether a group dies. Results from this study provided empirical support for some previously only anecdotal explanations for organizational death, while also undermining other claims.  相似文献

Providing employment‐related services, including supported employment through job coaches, has been a priority in federal policy since the enactment of the Developmental Disabilities Assistance and Bill of Rights Act in 1984. We take advantage of a unique panel data set of all clients served by the South Carolina Department of Disabilities and Special Needs between 1999 and 2005 to investigate whether job coaching leads to stable employment in community settings. The data contain information on individual characteristics, such as IQ and the presence of emotional and behavioral problems, that are likely to affect both employment propensity and likelihood of receiving job coaching. Our results show that unobserved individual characteristics and endogeneity strongly bias naive estimates of the effects of job coaching. However, even after correcting for these biases, an economically and statistically significant treatment effect remains. © 2010 by the Association for Public Policy Analysis and Management.  相似文献
