The challenges of understanding gerrymandering are primarily related to its conceptual ambiguity and measurement. This is true despite landmark legal rulings and a rich literature on the subject. In an attempt to alleviate some of the confusion, theories of the gerrymandering process are combined with advanced quantitative and mapping techniques. The focus is on Chicago, where it is frequently claimed that gerrymandering is institutionalised; however, there has not been sufficient study of the causal connections between gerrymandering and a ward’s racial makeup. Employing a mixed methods approach which combines a case study of the 2011–2012 redistricting in Chicago with quantitative analysis of Decennial Census and data from the Chicago Data Portal, this article examines the remapping of Chicago from early 2012 (effective in 2015 and matched with 2010 Census data) to assess how potentially gerrymandered districts are diluting or concentrating vote share of racially homogeneous groups.  相似文献

In this response to Bridget Hill's viewpoint published inWomen's History Review, 2, pp. 5-22, Judith Bennett argues that her position is more subtle and more nuanced than Hill's critique would suggest. This article argues that neoliberalism with its pervasive patriarchy and co-option of feminism, renders women tacitly complicit in gendered pay inequalities. We show that in New Zealand, one of the world’s most neoliberal nations, women who might precisely be best equipped to argue for equal pay – engineers – do not do so because neoliberalism makes many feel responsible for, and accepting of, their lower salaries. In interviews and focus groups, many women engineers talk of deserving less pay than men because of their ‘choices’, their ‘personality’ and their lack of ‘responsibility’. In a disempowering environment, some women show agency by disavowing gender as a reason for the pay gap. Such narratives of individualized shortcomings reduce hope of collective action that might uncover and dismantle the systemic causes of pay inequity, which are not due to a woman’s choice or personality but rather what we frame as the neoliberal chimera.  相似文献

Translator's Note: This poem originally appeared in French in May 1999, in the first issue of a new Malian poetry review: Kuma, the literary magazine of the Union of Young Malian Writers. My former New York University in Paris student, Laura Starecheski, helped launch the review while studying in Bamako. An activist, sensitive writer, and reader herself, Laura seeks out women's voices wherever they can be heard. She especially wants people to be aware of Fatoumata Keita, a 23-year-old poet. I think that Laura Starecheski and Fatoumata Keita are part of the linking chorus of women connecting us to each other across continents and oceans. To me, they are the “inheritors”: carrying on, with their distinctive vehement energy, the life-long intellectual and emotional commitment of feminists such as Claire Duchen. Contracting in health care is a mechanism used by the governments of Canada, Australia and New Zealand to improve the participation of marginalized populations in primary health care and improve responsiveness to local needs. As a result, complex contractual environments have emerged. The literature on contracting in health has tended to focus on the pros and cons of classical versus relational contracts from the funder's perspective. This article proposes an analytical framework to explore the strengths and weaknesses of contractual environments that depend on a number of classical contracts, a single relational contract or a mix of the two. Examples from indigenous contracting environments are used to inform the elaboration of the framework. Results show that contractual environments that rely on a multiplicity of specific contracts are administratively onerous, while constraining opportunities for local responsiveness. Contractual environments dominated by a single relational contract produce a more flexible and administratively streamlined system.  相似文献

This paper seeks to bridge the disciplinary gap between regulation and governance studies, and criminology. Based on a review of theoretical and empirical work on corporate crime, this paper argues that divergent approaches to questions of individual agency, localized variety, and political context, have drawn these two disciplines in different directions. Regulatory governance scholarship has thrived as a discipline, but has also narrowed its focus around these issues. Corporate criminology offers a means of broadening this focus by drawing attention to the normative theorizing behind the regulatory project. At the same time, however, insights drawn from regulatory governance scholarship can prompt corporate criminology to innovate by broadening the scope of its engagement beyond the sphere of traditional criminal justice. The paper argues for the development of a research agenda to sit at their intersection, to engage with the challenges that exist at the interface between criminal and regulatory law.  相似文献

This paper analyzes the institutionalized production of precarious migration status in Canada. Building on recent work on the legal production of illegality and non-dichotomous approaches to migratory status, we review Canadian immigration and refugee policy, and analyze pathways to loss of migratory status and the implications of less than full status for access to social services. In Canada, policies provide various avenues of authorized entry, but some entrants lose work and/or residence authorization and end up with variable forms of less-than-full immigration status. We argue that binary conceptions of migration status (legal/illegal) do not reflect this context, and advocate the use of ‘precarious status’ to capture variable forms of irregular status and illegality, including documented illegality. We find that elements of Canadian policy routinely generate pathways to multiple forms of precarious status, which is accompanied by precarious access to public services. Our analysis of the production of precarious status in Canada is consistent with approaches that frame citizenship and illegality as historically produced and changeable. Considering variable pathways to and forms of precarious status supports theorizing citizenship and illegality as having blurred rather than bright boundaries. Identifying differences between Canada and the US challenges binary and tripartite models of illegality, and supports conducting contextually specific and comparative work.  相似文献
