Electronic control devices (ECDs) deliver high‐voltage, low‐current energy pulses temporarily paralyzing a person. For the ECD–human interaction, we have developed a computer model using the SEMCAD program within which to simulate the electrical effects throughout the body resulting from the imposition of an ECD pulse at a particular point on the body surface. Our human body models were based on cross‐sectional MRIs and CT scans, with the dielectric properties of the various tissues assigned based on previously published values. We simulated the application of a single ECD pulse and calculated the resulting electric field strength and current and charge densities at different body locations. The results were compared with corresponding values obtained by other researchers in similar simulations. Furthermore, we simulated an application of a pulse of 20‐millisecond duration equal to the European household current of 50 Hz and to the ventricular fibrillation threshold. The resulting current level indicated at the heart muscle was 1/5 the level considered the threshold for triggering ventricular fibrillation.  相似文献

File-sharing sites such as the Pirate Bay which provide an index of searchable bit torrent files or some type of list or catalogue of links to massively copyright infringing content (whether for streaming or downloading) have raised the question whether the providers of these links are infringing the “communication to the public” right. In these cases there are two potential infringers 1) the person who has uploaded the work without the authorisation of the copyright owner (and the uploading is likely to infringe the reproduction right) and 2) the person who sets the link to the uploaded work. In liberal thought, slavery is imagined as reducing the human being to nothing but a body, while the free and equal political subjects of modern liberal democracies are held to be abstract, universal and disembodied individuals. In theory, bodies are also unimportant in the wage labour exchange. Though traditional models of worker citizenship insist on state and employers' duty to protect the human worth of worker citizens, they also assume the disembodied, thing-like nature of commodified labour power. Because bodies are so obviously important in the exchange between prostitute and customer, sex work is difficult to reconcile with liberal fictions of disembodiment, and one strand of feminist debate on prostitution is preoccupied by the question of whether prostitutes are like slaves or wage labourers. Protagonists on both sides of this debate often reproduce liberal understandings of labour power as a ‘thing’ that can be detached from the person. And yet labour power is also a contested commodity, and wage labour has historically been likened to slavery by activists struggling against the commodification of labour power. This article argues that stepping outside liberal fictions of disembodiment and recognising the parallels between prostitution, wage labour and slavery would allow greater scope for establishing a common political subjectivity amongst prostitutes, other wage workers and all those who have an interest in halting and reversing the current global trend towards the commodification of everything. In this way, common political ground between prostitutes and other wage workers is more visible when we step outside liberal assumptions about embodiment, slavery, work and citizenship.  相似文献

This article develops a strategic framework for regulators to employ when choosing intervention strategies for dealing with low risks and reviewing performance, building on the analysis by the same authors in the previous edition of this journal. The framework occupies the operational “middle ground” between risk analysis and formal enforcement action. At its core is a matrix, the Good Regulatory Intervention Design (GRID), which provides a framework to categorize sites or activities on the basis of two factors: the nature of the risk and the nature of the regulatee. Using GRID, regulators can select which intervention tools to use, and determine the overall level of regulatory intensity that should apply. GRID is accompanied by the Good Regulatory Assessment Framework (GRAF) for agencies to use in reviewing their performance and provides a step‐by‐step process for enabling “double loop learning.” The article also argues that the process of developing such a framework highlighted the extent to which “low risk” and “high risk” regulation are distinct. “Low risk” means “low priority.” Justifying why certain risks should not receive much regulatory attention requires a particular type of engagement, and has a bearing on the regulatory strategies that are adopted.  相似文献

The High Court has recently delivered judgment on the judicial review of the Digital Economy Act 2010 (DEA) and the draft Costs Order1 on application by BT and Talktalk.2 Mr Justice Kenneth Parker rejected the application on all but one ground (one aspect of the cost sharing arrangement). The key event at the start of the Sanskrit Ramayana attributed to Valmiki is the death of a bird at the hands of a hunter. In Sanskrit, that bird is termed krauñca. Various identifications have been offered in the past but uncertainty persists. Focusing on the text of the critical edition and drawing on ornithological data regarding the birds commonly suggested, this article establishes beyond doubt that Valmiki's krauñca bird is the Indian Sarus Crane. It then considers a key verse in the southern recension, omitted by the editors of the critical edition, which supports this identification. Finally, the article explores the significance of the Indian Sarus Crane for the epic scene.  相似文献
