This paper provides a framework for examining the general issue of public health authorities' collaboration with industry. The framework distinguishes between industry involvement in the development of public health policy and the implementation of policy‐driven interventions. A distinction is also made between industries marketing products conducive to good health versus products that impact negatively on public health (e.g. alcohol and energy‐dense, nutrition‐poor food and beverage industries). Drawing on concepts with respect to the effectiveness of military coalitions, it is argued that a common goal (i.e. ‘unity of object’) is a prerequisite for optimal co‐operation (i.e. ‘unity of effort’) between collaborators in any sphere of activity. However, this vital precondition does not exist in the public health arena because the end goals of industry and those of public health are fundamentally different, if not opposed (i.e. profits to owners/shareholders versus the social good). It is argued that because of this fundamental disjunct between industry profit goals and the public good, unity of effort will always be compromised in any form of collaboration with industry, and particularly where public health policies and interventions are designed to negatively impact on product consumption. Hence, while industry can be asked to co‐operate in implementing public health policy initiatives, industry should never be involved in developing policy initiatives. This article disaggregates aid data to enrich our understanding of the patterns of post-conflict aid. We find that the front-loading of aid after a peace agreement, detected by previous research, has not been the general pattern. To begin with, relief and aid need separating out, commitments and disbursement distinguished, and four-year averages replaced by annual figures. Detailed analysis of seven post-conflict cases confirms that the political contexts of donation and implementation, including political assessments of peace agreements, have considerable influence on aid patterns. Finally, high levels of aid and rapid economic growth are not essential preconditions for sustaining peace. More significant are the short-term stabilisation strategies adopted and the distributive effects of structural adjustment.  相似文献

OBJECT: The aim of this study was the examination of relationship between the age and the ossification of medial epiphysis of the clavicle referred to CT examination. MATERIALS AND METHODS: Concerning the epiphyseal ossification of the clavicle CT's of 100 patients (50 male and 50 female) between 16 and 25 years (10 patients for each year) were analyzed by three viewers. RESULTS: In the legal relevant age segment (16-25a) we saw a turnover from stage 3 to stage 4 at the age of 21 years. The calculated empiric distribution function showed 95% of stage 4 over 21 years while 75% of the patients with stage 3 were under 21 years. A reconstruction kernel suitable for osseous structures should be used, images should be viewed or presented in a bone window. CONCLUSION: According to these results it can be concluded that a person with stage 4 is probably 21 years or older, while a stage 3 leads to an estimated age under 21 years. On the other hand, a confidence level of 99.67% is not reached. Therefore, CT of the medial epiphysis of the clavicle will only be suitable for age estimation around the age of 21 years, if this relevant statistic obstacle is defeated. Bearing this in mind, further studies are needed to evaluate slice thickness as the most critical parameter.  相似文献

ABSTRACT

Disciplinary incidents at U.S. public middle- and high-schools are a public policy concern. Although businesses popularly give credence to leaders’ subjective intelligence, principals’ reports of their schools’ strengths and weaknesses are questioned. To determine whether principals’ reports carry legitimacy as indicators of student offenses, the current study utilized a nationally representative survey of principals who reported on their sense of the institution and the number of disciplinary incidents in the past year (N = 1,872; replication cohort, N = 1,833). Findings showed that the more institutional shortcomings a principal endorsed, the higher total number of incidents occurred, even after controlling for institutional strength and several indicators of school crime. These findings have policy and intervention implications for improving student outcomes, and so would be of interest to funding agencies, school administrators, teachers, and parents.  相似文献
