Cost Benefit Study of the New Covent Garden Market

The Hon. Editor has received the following letter commenting on Professor Kirk's and Mr. Sloyan's article on the New Covent Garden Market (Vol. 56 Spring 1978). The author is lecturer in applied economics in the Department of Social and Economic Research, University of Glasgow. Mr. Heald's letter is followed by a reply by Professor Kirk on behalf of Mr. Sloyan and himself.     

Rewriting Roe v. Wade

Presented in this essay are suggestions for rewriting Roe vs. Wade, the case that resulted in the establishment of a constitutional right to abortion. Essentially, the argument is 1 of equal protection. It is suggested that abortion be viewed as presenting a problem that might be termed "the law of samaritanism" -- the law regarding obligations imposed on certain individuals to provide assistance to others. In American law it is a deeply rooted principle that an individual is ordinarily not required to volunteer assistance to another individual who is in danger or in need of aid. The argument presented maintains that if a pregnant woman is required to carry the fetus to term and deliver it, then she is being compelled to be a Good Samaritan. It is argued further that if the generally limited scope of obligations of samaritanism under current law are considered, and the special nature of the burdens imposed on pregnant women by laws forbidding abortion are also considered, the obvious conclusion is that the equal protection clause forbids imposition of these burdens on pregnant women. The argument is developed in a lengthy form and calls for an extended discussion of the law of samaritanism. The uniqueness of the abortion case also creates problems as the equal protection argument is approached, and an approach to equal protection questions is sketched.

The logic of ‘Policy’ and successful policies

Developed on the premise that how we conceive of ‘policy’ and ‘successful policy’ guides policy sciences' research and evaluation, this paper responds to the conceptual questions of “what is a policy?” and “when is a policy successful?” Formal or logical conditions are established to distinguish ‘policy’ from related concepts. The notion ‘relevant public’ is introduced to distinguish public policies from private policies and to identify fairly-declared policies. Further, conditions are developed that can be used as logical tests for three types of policy success: implementation success, instrumental success and success in normative justification.     

Who's the Boss? Patterns of Perceived Control in Adolescents' Friendships

This study examined the nature and correlates of different patterns of perceived control in adolescents' relationships with their best friends. Participants included firstborn adolescents (M = 14.94 years), their younger siblings (M = 12.44 years) and both their mothers and fathers in 163 families as well as a best friend of each adolescent (M = 15 years). Data were collected from family members during home visits regarding adolescents' family relationships, friendships, and psychosocial adjustment; time use data were gathered during a series of 7 nightly phone interviews. Information was obtained from best friends during a brief phone interview. We developed a typology of 3 different patterns of perceived friendship control based on the combination of adolescents' and their best friends' ratings of relational control. Patterns of control in adolescents' friendships were associated with the distribution of control in both parents' marriages and adolescents' sibling relationships. Further analyses, designed to test developmental predictions, revealed connections between friendship control and other qualities of adolescents' friendships (i.e., intimacy, conflict, perspective-taking).     

Mandates, Powers, and Policies

Elections provide a mandate to pursue a set of policies. Party label provides a concise ideological cue for voters to choose among candidates, and research on industrial democracies verifies a link between the parties voters elect and subsequent policy outcomes. The combination of inchoate party systems and economic vulnerability elsewhere may weaken the link between voter choice and policy. When examining economic policies in Latin America, there is some controversy as to whether governments carried out "reform by surprise"—promising one thing during a campaign while implementing another in office. We test whether the ideological reputations of executives' and legislators' parties explain whether they adopt market-oriented policies. We find that the future behavior of presidential candidates is difficult for voters to predict. However, the ideological reputation of legislators is a reliable predictor of policy outcomes, and the relationship is clarified by the prospects of collective action by legislative delegations.     

China's consumer revolution: The 1990s and beyond

Since 1980 China's economic revolution has enabled more households to allocate labor to market‐related activities to earn more income. In 1992 an even greater surge in market economy growth took place when urban households began abandoning state‐related occupations and took their chances in the marketplace. The increase in consumer spending that followed reflects a new pattern of household spending for the first time in China since 1949: the share of spending for food relative to spending for other categories of goods and services is fast declining. This new trend, already strongly evident among high income‐earning households, is rapidly being replicated by other households as their incomes rise. During the 1990s new consumer patterns have emerged in the cities of the coastal provinces that strongly indicate that a consumer revolution is under way. This revolution has revived traditional gift‐giving between the Chinese people, thus facilitating the strengthening of their social, economic, and political ties and encouraging people to emphasize social and political stability.
