Olive Banks (1923–2006): an appreciation

This Appreciation of Olive Banks (1923–2006) draws upon her memoir published in Women’s History Review, Vol. 8, No. 3, 1999, pp. 401–410, and upon the author’s recollections of and correspondence with her. Born into a solidly working‐class family, Olive Banks overcame the disadvantages of her social class background and gender to become an internationally recognised Professor of Sociology, well known for her contribution to the developing field of the sociology of education and especially for her pioneering work on the history of feminism. Her contribution to women’s history was important at a time when the discipline was developing as an academic field of study in higher education in the 1980s in the USA and Britain.     

Women negotiating heterosex: Implications for AIDS prevention

The AIDS epidemic has made it imperative that sexual behaviour be changed. This paper examines heterosexual negotiation, which will form the focus for behaviour change. The processes involved in such negotiation are little understood.Research was carried out using the method memory work, which generated and theorised data relating to women's past experiences in sexual encounters. The method, originated by Haug, provides a way to examine how sexuality is produced and reproduced through reflection and reconstruction of past experiences. Memories are analysed by examining gaps and absences, cliches and metaphors, in the search for the common understandings and taken-for-granted assumptions which set the boundaries within which encounters take place.The memories obtained can be partly understood in terms of three discourses documented by Hollway. These are the male sex drive discourse, the have/hold discourse, and the permissive discourse. The data may also be understood in relation to three permissible figures for women identified in Irigaray's analysis, namely virgin, wife-mother, and whore. The paper acknowledges that these theoretical perspectives are quite distinct, even contradictory, but nevertheless finds that each in its own way illuminates the data. It is shown that some common understandings underlying sexual encounters render negotiation not only impossible but largely unintelligible. The permissive discourse may possibly provide space for some negotiation, but the paper concludes that it is essential to develop a truly woman-centered discourse of sexuality out of which male sexuality can be problematised.     

INVESTING IN PEOPLE

Education and training may be the single most important elements of a national revitalization strategy. In spite of their importance, public policies which address the major issues in education and training do not exist for the most part. Where policies do exist, they are founded on incorrect premises or are made inappropriate by incompatible policies in other domains. This paper attempts to identify the problems and offers solutions to the issue of education and training.

Sino–American Energy Cooperation

As the world's first and second largest energy consumers, the United States and the People's Republic of China face serious common challenges that include increasing dependence on foreign sources, high energy costs, and increased environmental impacts. The energy security of both can be enhanced through cooperation. The US is a leader in many fields of energy research and technology, and the PRC has achievements of its own in such fields as high-energy physics, coal sequestration, and next-generation nuclear reactors. Promising steps have already been taken. Extensive bilateral energy dialogues exist at both policy and working levels. An energy policy dialogue between America's Department of Energy and its Chinese counterpart was inaugurated in 2004. The two sides are working together on ‘smart buildings’. There are proposals for joint hydrogen development. Potential for further progress exists in these and other areas including air pollution and control, water treatment, solid waste treatment and disposal, renewable energy, pollution control, and energy efficiency equipment. Nonetheless, sovereignty issues remain, and both sides continue their desire for energy independence.     

Women Behind the Scenes in the Performing Arts

Within Ireland, interest in strategically supporting young people's participation in the arts has increased. Additionally, awareness of the Internet's potential for promoting engagement with the arts has grown. Addressing national directives and local needs assessments, South Dublin County Council's Arts Office initiated NOISE South Dublin (http://www.noisesouthdublin.com), an interactive Web site based on Australia Council's NOISE project (http://www.noise.net), to promote the creative development of young people in the county. This article presents the practical challenges and potential of youth arts Web-based programs for harnessing the creative engagement of youth. It concludes that the Internet is only useful if it expands online engagement offline.
