ABSTRACT

This article examines the role of India’s states in shaping the implementation and framing of social policy within India’s federal system. Since the 2000s, the central government has overseen a substantial expansion of social welfare policies partly through a new push toward rights-based social provision. Yet, it is India’s states that are both responsible for an increasing proportion of total public expenditure on social welfare provision as well as determining the nature and effectiveness of that provision across space. Drawing on a comparative research program across pairs of Indian states, three critical factors explaining how state-level political environments shape social policy are identified: the role of policy legacies in shaping policy frames; the role of social coalitions underpinning political party competition; and the role of political leaders in strengthening state capacity to achieve program goals.  相似文献

This article seeks to explain why electoral support for the Venezuelan opposition has increased substantially, using Venezuelan public opinion survey data from LAPOP and an opt‐in sample collected through the online vote advice application Brújula Presidencial Venezuela. It analyzes why Venezuelans who had either voted for Chávez or abstained in 2006 defected and started to support the opposition in subsequent elections. It proposes several reasons: negative voter evaluations of the economy, concern for public safety, and dissatisfaction with Venezuelan democracy. While the finding that negative policy evaluations boost support for the opposition aligns with theoretical expectations, this study finds a strong relationship between having different evaluations of the quality of democracy and supporting Chávez, which shows that the advocacy of two competing visions of democracy by the incumbent and the opposition also affects voting patterns in Venezuela.  相似文献

Labor market dualism—the segmentation of workers between formal, legally protected employment and informal, unprotected status—has long drawn attention from scholars and policymakers in Latin America. This article argues that lasting patterns of economic and political segmentation of workers arose earlier in the region's history than has previously been understood, well before the classic “incorporation” period. Late‐nineteenth‐century practices for the recruitment and retention of workers shaped Latin America's first sets of labor laws, most notably those governing union organization and individual worker job stability. Subsequently, these first laws served as important templates for development, constraining and conditioning the labor codes adopted under mass‐based politics. Using historical data drawn from Chile, Peru, and Argentina, this article shows how differing recruitment practices and variation in the extension of effective suffrage rights and electoral participation shaped early legal labor market segmentation and inequality in Latin America.  相似文献

The recent conflict in the Sahel area is another case where the nexus of terrorism and organized crime causes challenges to the international community. Comparing the situation with that of the Andean region brings forth the challenges faced when dealing with this type of conflict: the states’ weak presence in the remote regions, the insurgents’ ability to offer income and “security” to the people, immediate threat to international investments, unresolved political/regional issues, the marriage of convenience of insurgents/terrorists and organized crime, internal divisions of the insurgent groups and also ideologies surviving or suffering after the elimination of their leaders.  相似文献

The impact of ageing on community well-being has been part of the policy discourse in the West, but it is a relatively new problem for the post-socialist countries in Eastern Europe. This study focuses on the patterns of ageing in rural Romania and Bulgaria, offering a holistic view of vulnerabilities, including persistent rural disadvantages, ageing in the countryside and the post-socialist transformation. Aggregate statistics and community case studies reveal the links between demographic processes and community development. This paper contributes to the country-specific analysis of the ageing European periphery in the context of social cohesion as a fundamental European goal.  相似文献

This review article discusses three books on post-communist agrarian reforms. At the heart of the discussion are questions over the efficacy of market reform and rural responses to reform policies. The article argues that the conception of reform that stemmed from the Washington Consensus was often too narrow and did not always lead to expected results, and indeed, sometimes led to unwanted, unintended results. Nonetheless, the three books are highly suggestive of rural adaptation in most post-communist nations. The nature and degree of adaptation to a new economic environment across several post-communist nations represent a critical mass of rural responses. Instead of seeing rural responses as resistant to change, or victims of change, a more nuanced view of reform appreciates the transformation in social and economic relations engendered by market reform.  相似文献

ABSTRACT

This paper examines how intersectional inequalities can facilitate the extraction of surplus value from agriculture. Through an ethnographic case study of the Burkina Faso cotton sector, I describe a ‘chain of exploitation’ wherein actors pass economic pressures on to less-powerful actors. People resist their own exploitation, yet justify exploiting others through discourses about intersectional inequalities – overlapping axes of social difference including class, gender, rural/urban status, and education level. I thus argue that intersectional social inequalities – exacerbated by economic pressures – can: (1) justify and thus facilitate the transfer of exploitation, and (2) fragment resistance efforts.  相似文献
