There is a puzzle over why inheritance taxes are unpopular relative to other taxes since they are progressive and, assuming they are spent wisely on welfare goods, more people should gain than lose through inheritance tax. I examine four reasons why inheritance tax might be unpopular (a) propaganda, (b) fiscal illusion, (c) framing and developing the latter (d) an evolutionary basis in human reasoning. The latter suggests that the relative popularity of a tax is related to how far the money taxed is already 'in the possession' of the person taxed. Given these reasons I make a suggestion and examine some proposal for making inheritance tax less unpopular.  相似文献

This article focuses on a sector of society that has received comparatively little attention in the recent historiography of post‐revolutionary Mexican rural society: the local elite. Using the district of Zacapoaxtla in the Sierra Norte de Puebla as a case study, it explores the ways in which external agents of change challenged pre‐existing relationships between communities, classes, and ethnic groups. It shows how, in trying to retain their positions of local dominance, the elite displayed remarkable degrees of pragmatism and willingness to compromise on long‐standing prejudices. Above all, the article offers a detailed example of how political patronage at national and regional levels enabled local factions to overcome formidable opposition.  相似文献

Abstract — This article considers the cacicazgo of Gabriel Barrios Cabrera in the Sierra de Puebla, Mexico during the 1920s. It analyses the ways in which he introduced social and economic development, and clarifies the apparent contradiction in his hostile response to agrarismo yet benevolence towards the region's campesinos. A picture emerges of a regional leader whose own philosophy and actions were fashioned by distinctly local views on land, autonomy and patronage. As such, his style of leadership defies neat categorisation and suggests that rural leaders could not help but reflect the characteristics and interests of the region in which they operated.  相似文献

During the 1980s there was both centralization and decentralization in the British policy process. The centre was to be responsible for broad policy whilst the institutions in closest contact with those who consumed or used a service were to be responsible for implementation. This style was, in part, a reaction to the perception that organized interests acted as a severe restraint on the centre. Experience, however, demonstrated government's dependence on the cooperation of organized interests and their intermediate organizations. This article argues that effective policy-making requires the formation of intermediate organizations linking macro- and micro-institutions. These organizations are vital for communication, representation and negotiation and therefore they inevitably constrain the centre's freedom. Effective policy requires a partnership between the centre and sub-centre via intermediate institutions and these institutions are likely to become more important as decentralization continues. The role of intermediate institutions are explored via case studies of training and arts policy.  相似文献
