This paper explores supply‐side costs and institutional structure in a shared authority state public health system. It is found that in a shared governance public health system, intermediary district structure influences the movement of limited resources to serve populations and persons most in need. This early empirical test suggests that policy making and public administration concerning public health expenditures in a shared governance system are in a practical sense local, but decisions made at the intermediary level by regional district administration are an important influence on local public health expenditures. 相似文献

This study examined the association of alcohol use with the persistence and desistance of serious violent offending among African American and Caucasian young men from adolescence into emerging adulthood. Five violence groups were defined: nonviolent, late‐onsetters, desisters, persisters, and one‐time offenders. We examined alcohol use trajectories for these groups spanning 12 through 24/25 years of age using a four‐piecewise linear growth model s 12–14, 14–18, 18–21, and 21–24/25 years of age. The persisters and desisters reported the highest levels of drinking at 13 years of age. From 14 to 18 years old, however, the late‐onsetters showed a higher rate of increase in drinking, compared with the persisters and desisters. Starting at 18 years of age, the desisters’ drinking trajectory started to resemble that of the nonviolent group, who showed the highest rate of increase in drinking during emerging adulthood. By 24/25 years of age, the persisters could not be distinguished from the late‐onsetters, but they were lower than the nonviolent and one‐timer groups in terms of their drinking. At 24/25 years old, the desisters were not significantly different from the other violence groups, although they seemed most similar to the nonviolent and one‐timer groups. We found no evidence that the association between drinking and violence differed for African Americans and Caucasians. The findings suggest that yearly changes in alcohol use could provide important clues for preventing violent offending. 相似文献

NONSHARED ENVIRONMENTAL INFLUENCES ON ADOLESCENT DELINQUENT INVOLVEMENT AND ADULT CRIMINAL BEHAVIOR*

Findings gleaned from behavioral genetic research have revealed that nonshared environments are particularly important sources of behavioral variation. Surprisingly little criminological research has examined directly the effects of the nonshared environment on adolescent delinquent involvement and adult criminal behavior. The current study addressed this gap in the literature by calculating difference scores in a sample of 289 monozygotic (MZ) twin pairs to examine the effects of the nonshared familial environment on delinquent involvement, adult criminal behavior, levels of self‐control, and contact with antisocial peers. Analysis of MZ twin pairs from the National Longitudinal Study of Adolescent Health (Add Health) revealed that one nonshared family environment—maternal disengagement—was associated with delinquent involvement and the development of self‐control. The remaining nonshared familial environments, however, were not associated with antisocial outcomes. Implications of the findings are discussed. 相似文献

This article explores local government traditions in the UK. This task is an important one for scholars who wish to understand and appreciate the rich cultural complexity of local government organizations. In local government settings, traditions can be used in the study and evaluation of political and managerial practices. They provide lenses through which the routines, structures and processes of management and politics may be viewed. The delineation of multiple traditions heightens the sense that local government is not a unified homogeneous organizational entity, but rather a melange of voices, interests and assumptions about how to organize, prioritize and mobilize action. They can be used to engage practitioners with the idea that different traditions inform political and managerial practices and processes in local councils. The approach embraces the significance of participants' constitutive stories about local government rather than the search for essential truths about the politics and management of the public sector. 相似文献

Legislatures have made numerous attempts to reduce medical malpractice costs by changing the legal rules governing malpractice suits. Additional changes through physician discipline are also under consideration. This paper - tests whether these changes have had the desired effects, using cross-state data. The empirical findings are that the results of changes in the legal rules are generally as expected, but that physician discipline seems to have little impact on either insurer costs or insurance rates, even after the discipline rules have been in effect for up to four years. 相似文献
