This article revisits the debate over appropriate approaches to the regulation of technology transfer to developing countries. It begins by contrasting two stylized approaches, labeled for convenience the “New International Economic Order” model and the “Globalization” model, which have historically struggled for acceptance. It then explores the implications for the choice between these or alternative models of the fact that many developing countries presently lack the institutional capacity required to provide optimal regulation of technology transfer. Existing discussions appear either to assume that developing countries possess sufficient institutional capacity to design and implement sophisticated regulatory regimes, or to take the opposite approach and assume a drastic shortage of institutional capacity. Both approaches ignore the intermediate category of countries that do face constraints upon institutional capacity but are striving to overcome them. The analysis here is intended to demonstrate the general point that a country's present and future institutional capacity ought to be considered highly relevant to the design of central aspects of the regime that it uses to regulate technology transfer. The analysis is also designed to highlight the specific need for attention to the distinctive questions of regulatory design which arise in countries that are in the process of enhancing their institutional capacity in this and other regulatory contexts. 相似文献

Osborne and Gaebler's Reinventing Government offers a powerful image of a revolution in government. This article explores some of the assumptions of that seminal work as they relate to the nature of the change process. Parallels are drawn with the debate on the nineteenth-century revolution in government, and Osborne and Gaebler's work is judged unlikely to survive the critical perspective of history. Their work may nonetheless be taken as providing a research agenda for the study of the recent extensive changes in British local government. To this end, the findings of the two major surveys of organizational change conducted by the Local Government Management Board are examined to see if such a revolution is indeed occurring. The conclusion is drawn that some, but by no means all, of Osborne and Gaebler's propositions are supported by this evidence, although their account of how change has come about is rejected. 相似文献

The United States Environmental Protection Agency (EPA) estimated that 3,000 to 5,000 manufactured gas plants (MGPs) were constructed in the United States (EPA, 2000). Companies located their MGPs near urban waterways due to the close proximity to cheap condensing liquid (water), improved site drainage, and easy access to delivery channels. However, these site selection criteria were shared by other industries, many of which generated PAHs or handled tar. Contemporary environmental forensic investigations must draw upon a detailed understanding of the relationship between MGP history and tar chemistry in order to differentiate between different types of MGP-derived tars and non-MGP impacts. This article describes the history of MGP operations in the U. S. and how chemical fingerprinting can aid in unraveling liability associated with MGP legacy sites. 相似文献

Party‐centered theories of Congress often rely on the critical assumption that some majority party members vote against their preferences when granting their leadership procedural powers, such as closed rules. Such an assumption renders these approaches ad hoc, and thus theoretically dubious, unless firm support for the assumption can be found. Firm support is elusive largely because it is difficult to separate party and preference effects. In this article, we produce a simple but critical test of the party persuasion assumption that largely avoids these measurement problems. Specifically, we use a “switcher analysis” (Krehbiel 1998) to compare votes on final passage of the legislation with the votes on the closed rule. Our analysis of all closed rule‐final passage vote pairs for the 104th–108th Congresses reveals vote patterns that cannot exist absent significant party effects. 相似文献

Although violent offending and victimization share many features, they can affect adolescent social relationships in distinct ways. To understand these differences, we take a network approach to examine the mechanisms responsible for similarities (i.e., homophily) in violent offending and violent victimization among friends. Our goal is to determine whether the social network mechanisms that produce homophily for violent offending are similar to or different from those that produce homophily for violent victimization. By using stochastic actor‐oriented modeling and two waves of friendship network data for 1,948 respondents from the National Longitudinal Study of Adolescent to Adult Health, we examine homophily mechanisms of preference for similarity, avoidance, and influence with respect to youth violence and victimization. The results demonstrate that homophily observed for violent offending primarily reflects selection of similar others, whereas homophily observed for victimization reflects the tendency among alters to avoid victimized youth. These findings have important implications for future research and suggest that, among adolescents, violent offending and victimization homophily are the result of unique social processes. 相似文献

Gottfredson and Hirschi's general theory of crime (1990) has generated an abundance of research testing the proposition that low self‐control is the main cause of crime and analogous behaviors. Less empirical work, however, has examined the factors that give rise to low self‐control. Gottfredson and Hirschi suggest that parents are the sole contributors for either fostering or thwarting low self‐control in their children, explicitly discounting the possibility that genetics may play a key role. Yet genetic research has shown that ADHD and other deficits in the frontostriatal system are highly heritable. Our research thus tests whether “parents matter” in creating low self‐control once genetic influences are taken into account. Using a sample of twin children we find that parenting measures have a weak and inconsistent effect. We address the conceptual and methodological issues associated with the failure to address genetic influences in parenting studies. 相似文献

This article is based upon analysis of biographical data of those men and women who reached the rank of Permanent Secretary in the career civil service between 1900 and 1986. Among other matters, the article gives details of the schools and universities attended by Permanent Secretaries, their age on, and mode of, entry to the civil service, and their career pattern within that service, including the number of departments served in, the age of appointment to the rank of Permanent Secretary, and the length of tenure in that role. The evidence shows that for the present cadre of Permanent Secretaries the route to the top has been characterized by inter-departmental mobility, private office service, and experience in the key central departments of the Treasury and the Cabinet Office. 相似文献
