Evaluation of a semi-automated, magnetic bead-based DNA extraction method for genetic fingerprinting of forensic casework samples

In order to cope with the demanding workload for DNA profiling of forensic casework samples a concept for a semi-automated processing system was developed at the Landeskriminalamt (Office of Criminal Investigation) Baden-Württemberg, Germany [K. Vollack, et al., Implementation of a semi-automated processing system for DNA profiling of forensic casework samples, this issue]. The applied magnetic bead extraction method is based on ChargeSwitch^® Technology (CST) from Invitrogen and was established on a liquid handling workstation Freedom EVO^® 150 from Tecan.

介绍了北京市生活垃圾处理设施环境监测现状,通过分析定期环境监测存在监测数据时效性低、代表性差等不足,结合在线环境监测技术发展及应用情况,提出目前已经具备将在线环境监测技术应用于生活垃圾处理设施环境监测应用的条件;应奥运会整体规划要求,就北京市生活垃圾处理设施在线监测系统项目建设,重点论述了生活垃圾处理设施作为相对开放的污染物排放源,在线监测系统建设过程中监测项目选择、监测仪器选择及监测采样点的设置;并对在线环境监测与定期监测的关系、在线监测系统日常运行管理及质量监控提出建议.     

Salience and sanctions: a principal-agent analysis of domestic win-sets in two-level games—the case of British European policy under the Blair government

The two-level approach is often criticized for its failure to provide thorough theoretical guidance to the empirical task of establishing the boundaries of governmental win-sets. Addressing this deficit, the article builds upon principal-agent theory to deduce two determinants of win-sets: the salience of a foreign policy issue for a government's domestic principals and the credibility of these principals' threats to sanction their governmental agent for its policy on this issue. To illustrate the analytic utility of the framework, the article puts forward a case study on British European policy under the Blair government. It is argued that the major patterns of New Labour's policy on Europe can be accounted for by shifts in the domestic salience of the European issue and in the ability of principals to credibly sanction their agent's European policy making.

卖淫嫖娼是一丑恶的社会现象,是指不特定的异性之间或同性之间以金钱、财物为媒介发生不正当关系的行为,包括口淫、手淫、鸡奸等行为。卖淫嫖娼行为的客体是法律所保护的正当合法的两性关系,客观方面是卖淫者与嫖客之间相互勾引、结识、讲价、支付、发生手淫、口淫、性交以及与此相关的行为,主体是不特定的异性或同性,主观方面是以金钱、财物为媒介。     

从匹兹堡峰会看国际金融体系改革的推进

如果说前两次金融峰会为国际金融体系避免系统性崩溃、世界经济避免全面深度衰退发挥了重要作用，2009年9月25日在美国宾夕法尼亚州的匹兹堡召开的二十国集团领导人第三次金融峰会，则重在引导全球经济实现持续稳定复苏，推动国际金融体制改革取得实质性进展。此次峰会在完善国际金融机构现行决策程序和机制、二十国集团地位等方面取得积极成效，但是国际金融体系改革整体推进仍旧迟缓，同时美元持续走软问题威胁到国际货币体系的稳定，影响国际金融体系改革顺利进行。     

CONSTRUCTION OF A GOVERNMENT UNDER THE RULE OF LAW — AN OVERVIEW OF REPORT ON CHINA LAW DEVELOPMENT 2014: CONSTRUCTION OF LEGAL GOVERNMENT

At the Fourth Plenary Session of the 18th Central Committee of the Communist Party of China (CPC), the Decision of the Central Committee of the CPC on Some Major Issues concerning Deepening the Rule of Law 2014 was passed and delineated the direction for the research of our nation’s construction of a government under the rule of law. For years, the government at various levels and administrative agencies adhered to conducting work on the legal course under the CPC’s leadership, actively promoting administration according to law, and constructing a government under the rule of law, and have made enormous achievements. However, there many difficulties still co-exist, along with challenges and opportunities. By adopting theoretical and empirical research approaches such as data analysis, normative analysis, interviews and investigations, questionnaires, counter-measure research, and case studies, this article discusses and conducted systematic and in-depth research on the theoretical framework of the construction of a government under the rule of law from macroscopic, to microscopic aspects. This article outlined the basic contexts and realistic vision for China’s construction of a government under the rule of law, which can provide active implementation of the project of construction of government under the rule of law with a basis in theoretical reference.
