试析冷战后美国维和行动政策的演变及未来走向

冷战后,随着美国对外战略、国内政治及联合国维和行动的发展,美国的维和行动政策不断调整。美国对联合国维和行动的政策先后经历了积极主导、消极参与、有限参与等阶段,但在联合国框架外的维和行动则呈扩大趋势,并带有明显的强制性与干预性。随着世界格局多极化趋势日渐增强,预计美国将调整其单边式维和政策,更加借助联合国和区域组织实施维和行动,并且维和行动的方式也将更加多样化。     

Politikwandel und seine Messung in der vergleichenden Staatstätigkeitsforschung: Konzeptionelle Probleme und mögliche Alternativen

Policy change is an important concept in comparative policy analysis. Despite its central significance, most empirical studies fail to provide clear-cut definitions and measurement of this concept. Against this background, this article evaluates previous scholarship on policy change in the areas of social and environmental policy. We find that most studies use proxies for measuring policy change even though they contradict the basic idea of policy-making activities. Furthermore, studies usually neither capture the complexity of policy change, nor take into the possibility of policy change through dismantling account. Additionally, the empirical focus of most analyses is too narrow, thereby impeding robust statements about causality. In response to these shortcomings, we propose a new conceptual perspective, which captures policy change as a broader empirical phenomenon. We discuss its advantages as well as its disadvantages and show the implications for the research process.     

Does price really converge among provinces in Canada？ A study using unit root tests for cross-sectional panels

This paper examines price convergences across different provinces in Canada using 1983-2006 data. We adopt the new panel unit root tests for analysis that can correct for cross-sectional correlation. Our findings are contrary to previous studies and we conclude that intra-national price convergence does not occur. We also briefly discuss the reasons for the absence of convergence within Canada.     

猪圆环病毒2型ORF2基因插入猪细小病毒VP2基因3'端对病毒样颗粒形成的影响

以猪细小病毒(PPV)四川分离株SC-1的VP2基因3'端为靶点,在第1215和1216位之间插入长约700 bp的猪圆环病毒2型(PCV2)ORF2基因片段,将重组后的PPV VP2-PCV2 ORF2克隆到真核表达载体pEGFP-C1中,构建了重组质粒pEGFP.VO;经酶切和PCR鉴定后,采用脂质体介导法将重组质粒pEGFP.VO转染COS-7细胞,应用倒置荧光显微镜、电镜、免疫荧光以及生物信息学技术对表达产物进行观察分析.结果显示,重组质粒pEGFP.VO在COS-7细胞中得到表达,但在电镜下没有观察到病毒样颗粒.通过对PPV衣壳蛋白的三维结构分析及免疫荧光检测发现,PCV2 ORF2基因的插入位点位于PPVVP2基因的3'端,相应表达产物则位于VP2蛋白多肽的C端,且被其包裹在内,这可能影响了病毒样颗粒的形成,表明,PPV VP2基因3'端不适合外源基因插入构建重组病毒样颗粒.

治理理论是上世纪80年代在西方国家兴起的一种全新的理论,它的兴起主要是为了解决政府失灵和市场失灵所带来的社会问题。在我国进行市场经济体制改革的过程中,也存在着在政府和市场失灵的地方,治理理论是解决我们发展过程中的问题可资借鉴的一种比较先进的理论。但是,我们在运用它时却面临着一系列问题。所以,我们要努力解决这些问题,从而为应用治理理论创造条件。

Comparison of Rehydration Techniques for Fingerprinting the Deceased after Mummification

Postmortem decay causes fingertip decomposition, desiccation, shriveling, and rigidity, reducing the possibility of obtaining sufficiently clear fingerprints for identification. In this study, five rehydration solutions (ammonium hydroxide, sodium carbonate, potassium hydroxide, urea, and warm water) followed by three fingerprint recording methods (photograph, inking roll, and dusting tape) were investigated to process mummified fingertips from an unidentified cadaver. The results show that sodium carbonate treatment is the most effective for minutiae restoration, followed by ammonium hydroxide treatment. This study also demonstrates that even those fingertips that previously failed in urea solution, 1% potassium hydroxide solution, and warm water treatment could be further improved with sodium carbonate solution to obtain qualified minutiae for fingerprint matching. The optimal procedure is rehydrating the desiccated fingertips with sodium carbonate solution for 24 h followed by dusting the finger and transferring the print to adhesive tape.     

THE LEGAL REGULATION ON BOARD SIZE IN CHINA: RETROSPECTION AND ANALYSIS

The issue of the board size includes sub-issues such as the number of directors and the structure of the board. Most management scholars believe that the number of directors, the proportion of different types of directors, and the power distribution between the board and managers, are important factors affecting the cost and performance of the board. The board size is also an interesting legal issue because it is subject to the company law. The existing Company Law of the People’s Republic of China sets upper and lower limits both on joint stock companies and limited companies. Such a strict legislative model is unique in the world. According to classical political theory, the recognition of free people is the most fundamental origin of the legitimacy of law. Therefore, the companies themselves are supposed to discover corporate governance pattern themselves. Is it necessary for legislators to set a limit on the number of directors? If so, should such limit be or permissive? What are the theoretical basis, the purpose, and the real effects of such a norm? This article attempts to answer the questions raised above.
