Sexual abuse of vulnerable young and old men

During a 4-year period, aggregated data from Adult Protective Services case files in Virginia revealed 17 cases of sexually abused young, middle-age, and old men. The most common types of sexual abuse across age groups involved instances of sexualized kissing and fondling and unwelcome sexual interest in the individual men's bodies. The majority of alleged perpetrators were male; they typically were similar in age to the men and resided in the same residential facility. In none of the cases was the alleged perpetrator prosecuted. Only two of the men continued to be at risk of further sexual abuse by the alleged perpetrator. Implications of these data for future research and practice include a need for studies that focus on differences between male and female victims, especially concerning investigations and interventions, and for training on reporting and intervention for facilities and agencies and organizations working with victims and alleged perpetrators.     

Welfare Reform in Delaware: "A Better Chance" for Whom?

Does welfare reform provide "A Better Chance"(ABC) for Delaware'swelfare recipients? Not in terms of meeting the program's objectives.The employment and earnings impacts are modest. ABC had relativelylittle impact on recipients with three to five years of previouswelfare experience. ABC recipients had some understanding ofthe broad parameters of the new rules, but not of many of thecritical details. Nearly one-half of the ABC participants werefinancially penalized for violating the rules. Sanctions didnot necessarily change their behavior, as only about 25 percentcured their sanction within six months. There is little evidencethat the state has moved forward on encouraging two-parent familiesand discouraging teenage pregnancy and unwed motherhood.     

Copyright in Inanimate Characters: The Disturbing Proliferation of Microworks and the Negative Effects on Copyright and Free Expression

In its September 2015 decision in DC Comics v. Towle, the United States Court of Appeals for the Ninth Circuit recognized the existence of a copyright for inanimate characters. The court held that the Batmobile – a fictional car driven by a fictional superhero – was an independently copyrightable work. This article explores the problems with the Ninth Circuit's analysis and argues that increasing copyright protection for what the authors call “microworks” is misguided and harms First Amendment interests.     

Eliciting preferences for land use alternatives: A structured value referendum with approval voting

This article discusses an experimental application of the Structured Value Referendum (SVR) with approval voting. The decision context is selecting the best land use for an undeveloped area of publicly owned suburban land in Richmond, British Columbia. Subjects were a random sample of 200 registered voters, selected in a "mall‐intercept" format. Subjects reviewed relevant information, completed a ballot, and then completed a survey about their satisfaction with the approval voting format. The results are of substantive interest for the land use decision, and show a high preference for an approval voting format. The results show ease in understanding the task and information provided, as well as a belief that this approach could be useful in guiding public policy. © 1999 by the Association for Public Policy Analysis and Management.     

What Determines Ethical Behavior in Public Organizations: Is It Rules or Leadership?

Leadership is widely seen as having an important role in fostering ethical conduct in organizations, but the ways in which the actions of leaders intersect with formal ethics regulation in shaping conduct have been little researched. This article examines this issue through a qualitative study of the operation of the “ethical framework” for English local government, which entailed all councils adopting a code of conduct to regulate the behavior of local politicians. Studying local government provides an opportunity to examine how personal and managerial factors combine to influence ethical conduct and to analyze the ways in which ethical leadership is exercised through multiple people in leadership roles (politicians and managers). The article finds that organizations that exhibit consistently good conduct have multiple leaders who demonstrate good conduct but also act to preempt the escalation of problems and thereby minimize the explicit use of ethics regulation.
