Innovation Policy as Performativity—the Case of Sweden

This article analyzes how the idea of “innovationism” in Sweden has generated a new kind of idea-driven policy around the creation of innovative regional policy. In contrast to similar policies in this area, this policy does not manifest itself through traditional instruments, but evolves through symbolic and ritual performances, in particular through events and conferences. The article asks how this emerging idea has changed the existing institutional formation of sponsoring industrially relevant research. The vision of concerted action between decision-makers within modern innovationism reinforces territorial identity, but it also tends to devolve responsibility to the regional level since concerted action on the national level is hard to obtain. What emerges is a system of governing at a distance where different actors perform their roles according to often academic ideas of innovationism. The study is based on two qualitative studies in Sweden entailing both documentary sources and semi-structured interviews.     

Ethnicity,Islam, and Pakistani Public Opinion toward the Pakistani Taliban

This article argues that an Islamist militant group with a relatively homogenous ethnic make-up is more likely to be supported by those of the same ethnicity even if the group makes no reference to and even downplays the importance of ethnicity. Using survey data from an original survey carried out in Pakistan in 2013, with 7,656 respondents, this hypothesis is tested in a multiple regression analysis of support for the Pakistani Taliban. The results demonstrate that co-ethnicity between the respondent and the Islamist militant group is the most important predictor of support for the militant group.     

The dark(er) side of ‘state failure’: state formation and socio-political variation

Scholars concerned with the formation of states, specifically the relationship between state formation and war, hold one of two positions. Some agree with Charles Tilly’s historiological conclusion that war is decisive for the establishment of stateness and specify key concepts, in order to explain presumed discrepancies between past and present. Others point towards the international sphere in its current form and advocate a ‘war breaks states’ perspective. This paper argues that both standpoints neglect the ‘sub-national’ level. While proponents of the ‘war breaks states’ thesis are missing para-sovereign zones of rule, supporters of the ‘war makes states’ approach take a juridical view of statehood and focus on ‘state strength’. The failed states paradigm guiding contemporary security and development policy hinders an adequate analysis of the actual situation on the ground. Discussing the shortcomings of failed states approaches and state formation theorising, the paper proposes a conceptualisation in terms of socio-political variation instead of a mere dichotomisation of order. Some conclusive questions are raised, indicating future research directions linked to the historical sociology of state formation.     

The policy movement as a policy problem

The policy movement is unified by a common interest in the improvement of policy decisions through scientific inquiry. The movement is differentiated, however, because this common interest is highly ambiguous and subject to interpretation from different perspectives. This paper applies a policy sciences perspective to the movement's disappointments over the last few decades, and in particular, the failure to realize earlier aspirations for rational, objective analysis on the more important and controversial policy issues. The paper offers a definition and diagnosis of the underlying problem, and suggests what can be done about it as a matter of individual and collective choice.     

Rent-seeking,political influence and inequality: A simple analytical example

A simple model allowing an analysis of the interaction between economic policy decisions and rent-seeking by private agents competing for political influence, is developed. Rent-seeking may be of the directly unproductive type, requiring resources that are withdrawn from productive activities, or it may manifest itself as income transfers (corruption) to political decisionmakers. In the political-economic equilibrium of the model the extent of rent-seeking, economic policy decisions, income inequality, etc. are endogenously determined.
