俄罗斯在危机中调整发展思路

2009年俄罗斯经济未能摆脱危机困境,梅普组合主动调整发展战略,确立了经济社会全面现代化改造的新目标;并加大社会保障力度,力求把危机对民众生活的影响降至最低。经济危机未改变俄追求强国的梦想,俄借国际格局和大国关系调整之机,重新审视国际环境,强调外交主动性、务实性以及外交为经济服务,谋求在新格局中取得世界大国地位。     

Resisting Homosexual Law Reform in Britain in the 1950s: the Passions of Earl Winterton*

The Sixth Earl Winterton was an eccentric who is too easily dismissed as a homophobe and bigoted critic of the reforms proposed in the Wolfenden Report. But his outbursts in the Parliament against homosexuality point to his personal concerns for British masculinity and to an alternative understanding of masculinity that has received scant attention in the assessment of gay law reforms initiated by Wolfenden. Sociologists insist that the main function of homophobia is the maintenance of heterosexuality and patriarchal homo‐society. In this article I examine Winterton's arguments in their historical context, not to understand “homosexualism” which affronted him, but for what they say between the lines about British manliness, identity, intimacy and friendship. Winterton's is one version of a masculine self that experienced being cut adrift and betrayed by the cultural and political shifts which the Wolfenden Report both signified and embodied. I think now, after studying the history of sex, we should try to understand the history of friendship, or friendships. That history is very, very important (Michel Foucault, 1982). 1     

东亚-北美经济失衡与再平衡分析

本文从国别结构和产品结构分析了20世纪90年代以来东亚—北美经济失衡的变化,认为美国贸易逆差不断扩大是其对外产业转移的结果,东亚地区贸易顺差与日俱增是其承接产业转移的结果。其中,东亚内部再次产业转移导致中国顺差迅速膨胀。为了实现东亚—北美经济再平衡,美国需要采取一些措施扩大出口,控制过度的信贷消费,并对美元采取更加负责的政策;东亚地区需要努力实现由外需驱动型向内需驱动型增长方式的转变,加快产业调整与升级,并把产业链向其他地区延伸。     

The Europeanization of social movements in the Czech Republic: The EU and local women’s groups

The goal of this paper is to analyze the impact the EU has had on Czech women’s groups since the 1990s. Drawing on both Europeanization and social movement theories, the first section defines the theoretical framework of the paper. The second section is focused on the impact of changes in the funding of women’s groups which, since the end of the 1990s, have relied more than before on European funding. The third section analyzes the shift in the political context and the domestic political opportunity structure in the Czech Republic that has occurred in connection with the accession process. The fourth section analyzes transnational cooperation for which new opportunities have appeared with the EU’s eastward expansion. The paper concludes by summarizing its main findings.     

The Tension Between State Interests and Municipal Zoning Rights in the Realm of Fracking Regulations

This article examines whether local municipalities should have the capability to exercise their home rule authority to ban fracking within their jurisdiction, or whether state law should preempt such acts. The Court of Appeals of New York has found that individual municipalities do have the authority to ban fracking, while the Supreme Court of Colorado recently upheld a district court decision that held that the state's Oil and Gas Conservation Act preempted a town's ability to declare an outright ban. These divergent positions could lead to interesting legal battles as natural gas continues to play a larger role in energy portfolios, while public health concerns grow.     

The effect of the presence and seating position of an interpreter on eliciting information and cues to deceit

The present experiment examined how the seating position of an interpreter during investigative interviews affects information elicitation and cues to deceit. A total of 60 native English speakers were interviewed in English and 200 non-native English speakers were interviewed in English (a non-native language) or through an interpreter who either sat next to the interviewer, behind the interviewee or interpreted via the telephone. Interviewees either lied or told the truth about a mock security meeting they watched. Interviewees who spoke in their native language provided more detail than interviewees who spoke in their native language through an interpreter or in a non-native language (English) without an interpreter. The latter groups did not differ. Additionally, the amount of detail differentiated truth tellers from liars in all conditions and interviewees found the presence of an interpreter to be a largely positive experience. The interpreter’s seating position had no effect on the findings.
