Based on a Downsian perspective of voting behavior, this study assesses the extent to which short-term regional economic conditions influenced the electoral district vote for Japan’s ruling Liberal Democratic Party in the 1983 and 1986 elections to the House of Representatives. Unlike traditional scholarly interpretations, which stress the unique and nonindividualistic determinants of Japanese voting, our regression estimates indicate that economic voting in Japan resembles that identified in studies of other political systems, where unemployment has been shown to be an important predictor of the vote, which income is not. The findings fit with more recent evidence that Japanese political behavior is genuinely susceptible to comparative analysis, and point to the need for a revised understanding of Japanese electoral behavior. 相似文献

This article explores the political implications of the Toonen case for studies of Australian federalism. The case involved a finding by the United Nations Human Rights Committee that Tasmania's anti-gay laws breached Australia's human rights obligations, and the subsequent passing of the Human Rights (Sexual Conduct) Act 1994 (Cth) designed to override sections of Tasmania's criminal law.
The Commonwealth's use of the external affairs power to ratify international treaties is outlined, and some questions regarding Commonwealth and state responsibilities and areas of concern flowing from treaty ratification are examined. The Privacy Act is discussed, and the character of intergovernmental relations and cooperation in this instance analysed.
The case raises the question of whether the Commonwealth's capacity to use and expand its powers is subject to effective checks and balances, or is limiting or eroding the powers of the states to the extent that the division and sharing of powers no longer represents that of a federal system. The article concludes that Australian federalism is dynamic and flexible, and reaffirms that a differentiation between the process and outcome of intergovernmental relations will enhance our understanding of its machinations. 相似文献

Abstract The use of informers is morally problematic for police institutions, for investigation managers, and for those individuals either who act as informers or who have daily responsibility for handling informers. This paper examines the moral issues concerning informers at each of these levels. Recourse to informers can be accommodated within Miller and Blackler's moral theory of policing. Within this context, criteria for the morally justifiable deployment of informers are proposed and supplemented with further proposed criteria for morally justifiable informer participation in crime. Morally justifiable recruitment of informers is also considered. Despite directly serving the purpose of policing, informers do not incur police professional obligations. 相似文献

AbstractClub apples are patented apple varieties, often grown by members of a co-operative who plan the production and marketing of the apples. Drawing on ethnographic work, this paper will use club apples as a case to demonstrate that varieties have shaped the development of the apple industry in ways that resist institutional pressures to commodify the biological features of the apple. Club apples extend social boundaries around varieties in ways that grant growers more control over the market life of the apple and more economic power. The productive opportunities availed in the aliveness of biological materials can be seen to shape competition and the contours of economic markets. 相似文献
