This paper designs a new equalization‐aid formula based on fiscal gaps of local communities. When states are in transition to a new local aid formula, the issue of whether and how to hold existing aid harmless poses a challenge. The authors show that some previous studies and the formulas derived from them give differential weights to existing and new aid in filling the gap and hence effectively treat communities receiving greater amounts of existing aid more favorably than communities receiving less or no existing aid. As a fairer alternative, the authors propose a new approach that considers existing and new aid as completely equivalent in filling the gap by focusing on the equalizing impact of combined (new and existing) aid. In addition, unlike most previous research that focuses only on a single year's new aid distribution, the authors simulate the dynamics of aid distributions over multiple years using Massachusetts data. They further provide and compare several possible methods by which state policymakers could direct extra aid dollars to communities with larger unfilled gaps in dollar terms. Although the proposed aid formula is designed for municipal aid and tailored to Massachusetts, the authors note that foundation aid formulas for education implicitly treat existing aid in the same way and suggest that the framework, principles, and policy recommendations might also be applicable to other states. © 2009 by the Association for Public Policy Analysis and Management.  相似文献

One of the most controversial—and least understood—issues in the area of sexual violence is the prevalence of false reports of rape. Estimates of the rate of false reports vary widely, which reflects differences in way false reports are defined and in the methods that researchers use to identify them. We address this issue using a mixed methods approach that incorporates quantitative and qualitative data on sexual assault cases that were reported to the Los Angeles Police Department (LAPD) in 2008 and qualitative data from interviews with LAPD detectives assigned to investigate reports of sexual assault. We found that the LAPD was clearing cases as unfounded appropriately most, but not all, of the time and we estimated that the rate of false reports among cases reported to the LAPD was 4.5 percent. We also found that although complainant recantation was the strongest predictor of the unfounding decision, other factors indicative of the seriousness of the incident and the credibility of the victim also played a role. We interpret these findings using an integrated theoretical perspective that incorporates both Black's sociological theory of law and Steffensmeier, Ulmer, and Kramer's focal concerns perspective.  相似文献

We build on the robust quantitative literature on behavioral responses to the Earned Income Tax Credit (EITC) by using in‐depth qualitative interviews with 115 EITC recipients to examine how they understand and respond to its incentive structures regarding earnings, marriage, and childbearing. We find that respondents consider their tax refund as a whole, without differentiating the portion from the EITC; as a result, they cannot predict how their EITC refund would change if they altered their labor supply or marital status. Incentives for childbearing are better understood, but are not specific to the EITC; rather, parents respond to a combination of tax deductions and credits as a whole. Respondents would like to maximize their refunds, but most cannot or would not alter their behavior due to structural constraints they face in the labor and marriage markets. Rather than adjust work hours, defer marriage, or have additional children, respondents exhibit a different type of behavioral response to the incentive structure of the EITC: They alter their tax filing status in order to maximize their refunds. They routinely claim zero exemptions and deductions on their W‐4s, file their tax returns as head of household rather than as married, and divide children among the tax returns of multiple caregivers. Although some of these behaviors qualify as tax noncompliance, they emerge because the intricacies of the tax code conflict with the complexity and fluidity of finances and family life in low‐income households.  相似文献

Amidst growing public concern in the United States over college access and affordability, federal policymakers have implemented many low‐cost, behaviorally‐informed strategies aimed at simplifying the college‐going process and reducing informational barriers. Our paper reviews recent U.S. federal policies and interventions that draw on insights from the behavioral sciences to help students navigate various stages of the college‐going process and summarizes empirical evidence of these efforts on college outcomes, highlighting variations across interventions and for various student populations. We conclude with up‐to‐date discussions of policy proposals and opportunities for behavioral science applications in postsecondary education.  相似文献

Cyanoacrylate fuming is one of the most common techniques employed for the detection of latent fingermarks on non-porous surfaces such as plastic and glass. The technique is generally applied by exposing items of interest to the vapours generated by heating a suitable quantity of commercial cyanoacrylate adhesive. In this study, the potential for highly toxic hydrogen cyanide (HCN) to be generated from the overheating of cyanoacrylate was investigated. Two commercial cyanoacrylate adhesives and two quantitative methods for the determination of HCN were employed: (i) the sodium picrate method; and (ii) the picrate-resorcinol method. (13)C nuclear magnetic resonance (NMR) analysis was used to confirm the presence of cyanide. In addition, the thermal decomposition of cyanoacrylate was studied using simultaneous thermogravimetric and differential thermal analysis (TGA-DTA). It was determined that detectable and quantifiable amounts of HCN were generated from the thermal decomposition of cyanoacrylate monomer and polymer at temperatures as low as 200 °C. Using an optimised picrate-resorcinol method, it was shown that around 10 μg of HCN could be generated from the heating of 1g of cyanoacrylate monomer at 200 °C. For one of the adhesives tested, this increased to above 100 μg of HCN when 1g of cyanoacrylate monomer was heated at 280 °C. Recommendations are provided that, if followed, should ensure that the cyanoacrylate fuming process can be safely applied with minimal risk to the operator.  相似文献

This article addresses implementation failure in international environmental governance by considering how different institutional configurations for linking scientific and policy-making processes may help to improve implementation of policies set out in international environmental agreements. While institutional arrangements for interfacing scientific and policy-making processes are emerging as key elements in the structure of international environmental governance, formal understanding regarding their effectiveness is still limited. In an effort to advance that understanding, we propose that science-policy interfaces can be understood as institutions and that implementation failures in international environmental governance may be attributed, in part, to institutional mismatches (sic. Young in Institutions and environmental change: Principal findings, applications, and research, MIT Press, Cambridge 2008) associated with poor design of these institutions. In order to investigate this proposition, we employ three analytical categories—credibility, relevance and legitimacy, drawn from Cash et al. Proc Natl Acad Sci 100(14):8086–8091, (2003), to explore basic characteristics of the institutions proscribed under two approaches to institutional design, which we term linear and collaborative. We then proceed to take a closer look at institutional mismatches that may arise with the operationalisation of the soon to be established Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES). We find that, while there are encouraging signs that institutions based on new agreements, such as the IPBES, have the potential to overcome many of the institutional mismatches we have identified, there remain substantial tensions between continuing reliance on the established linear approach and an emerging collaborative approach, which can be expected to continue undermining the credibility, relevance and legitimacy of these institutions, at least in the near future.  相似文献
