Sixty nine participants in the United Kingdom national external quality assessment scheme for drugs of abuse in urine reported details of their sample extraction technique by questionnaire. Laboratories were categorised by differences in technique and their analytical test results compared for samples containing D-amfetamine 0.4 (4) and 0.8 (3) mg/l, morphine 0.4 (4) and 0.8 (4)mg/l, and benzoylecgonine 0.15/0.2 (2) and 0.45/0.5 (4) mg/l. Values in parentheses are numbers of samples. For amfetamine, there was no significant difference in the frequency of true positive results between liquid-liquid or solid phase extraction and the Toxi-Lab A system at 0.8 mg/l. Toxi-Lab A gave significantly fewer positives when operating below its specified threshold at 0.4 mg/l. Paradoxically, laboratories using >5 ml urine volume performed less well. Acidification of the extract before volume reduction gave significantly more true positives. For extraction of morphine, solid phase systems significantly outperformed both liquid-liquid and the Toxi-Lab A system at both 0.8 and 0.4 mg/l. In spite of the ruling in Atkins v. Virginia (2002), concerns remain that individuals with mental illness and reduced capacity are eligible for the death penalty. When mental illness or reduced capacity is not enough to preclude death-eligibility, these factors are often discussed at the sentencing phase as mitigators. Mitigation remains an under-researched avenue in the sentencing literature, particularly when it comes to the influence of specific types of mitigation. The present study contributes to knowledge on mental health mitigation by examining five mitigators relevant to the mental health and capacity of defendants. Using data from 834 capital sentences in North Carolina, the influence of these proximate culpability mitigators on jury sentence recommendations is examined. Results indicate that acceptance of certain mental health mitigators reduces the probability of death, but acceptance of others is not significantly related to death recommendations. Much work examines self-presentation styles; however, little work explores how people present themselves in traffic court. Utilizing observatory research, we aim to better understand differences in physical presentation and demeanor in traffic court. Further, judges that work in traffic court were interviewed to see how they understood the importance of presentation of self. Data indicate that most of those who appear in traffic court aim to present themselves professionally and behave with respect while in court. This appears to be a wise decision because judges tended to think that presentation of self was an important variable in their courtroom and how they evaluated cases. Still, differences in presentation of self appeared in the courtroom especially with regard to dress – extremely casual to orange jumpsuits. Finally, we argue that while modern defendants aim to present professionally the overall ‘professional’ presentation of self, even in the courtroom, is casual dress. 相似文献

In this paper we examine the chracter of employment and industrial relatins withing new manufacturing industry in a new-town setting. We show how a combination ofnational and local state initiatives generated a new patterno of manuafacturin, dominated by foreign-owned companies. Drawing from extensive fieldwork in Japanese firms, we demonstrate,contra the ‘japanization’ thesis, that greenfield sites do not proved employers with unconstained opportunities to control labour. Rather, we highlight how capoital-labour relations development through interaction between large firms, state agencies and workers, producing an evoling and contested new employment settlement. The United States has used unmanned, aerial vehicles—drones—to launch attacks on militants associated with Al Qaeda and other violent groups based in Pakistan. The goal is to degrade the target's capacity to undertake political and violent action. We assess the effectiveness of drone strikes in achieving this goal, measuring degradation as the capacity of Al Qaeda to generate and disseminate propaganda. Propaganda is a key output of many terrorist organizations and a long-standing priority for Al Qaeda. Unlike other potential measures of terrorist group activity and capacity, propaganda output can be observed and measured. If drone strikes have degraded Al Qaeda, their occurrence should be correlated with a reduction in the organization's propaganda output. The analysis presented here finds little evidence that this is the case. Drone strikes have not impaired Al Qaeda's ability to generate propaganda. 相似文献

We argue the negative relationship between school bureaucracy and school performance that is commonly reported in the bureaucracy and educational policy literature is theoretically and empirically incomplete. Like most public agencies operating in complex task environments, we suggest that schools have to make trade-offs between the multiple outputs they are expected to produce. Bureaucracy plays an important role in determining the nature of these trade-offs: one that is more multidimensional than it is portrayed in the existing literature. We find bureaucracy's relationship with school performance depends on how performance is measured. It is negatively associated with test scores but positively associated with other performance measures such as attendance and dropout rates. This is consistent with an economies-of-scope perspective of bureaucracy, which emphasizes bureaucracy's role in managing the trade-offs inherent in pursuing multiple goals. 相似文献
