The long-term stability of drugs and metabolites of forensic interest in urine, and preventive measures against their decomposition have been investigated, with special attention to filtration sterilization. An aseptic urine collection kit, which was recently developed based on filtration sterilization, was utilized for the aseptic collection and storage of urine samples. For evaluating preservation measures, methamphetamine (MA), amphetamine (AP), nitrazepam (NZ), estazolam (EZ), 7-aminoflunitrazepam (7AF), cocaine (COC), and 6-acetylmorphine (6AM) were spiked into urine at 500 ng/mL each, and were monitored for 6 months at 25, 4, and -20 degrees C, after the addition of NaN(3) and/or filtration sterilization using the aseptic collection kit. In severely contaminated urine with bacteria, there were significant losses of 7AF and NZ, and slight decomposition of MA and AP at 25 degrees C. However, such degradation was successfully suppressed by the use of the kit, though the use of the kit and NaN(3) were preferred for 7AF. The kit was also effective in preventing the hydrolyses of COC and 6AM, while it was suggested that the common preservative NaN(3) can accelerate the hydrolysis of such ester-type drugs and metabolites.  相似文献

This article argues that the problem of the Yasukuni Shrine between Japan and South Korea stems from the differential growth of Yasukuni discourses in both countries after the Pacific War. While the Japanese post-war discourse split into three schools of thought – Nationalists, Moderates, and Progressives – South Korean discourse has been consolidated into one dominant anti-Yasukuni perspective, largely shaped by Japan's political discourse and actions from the 1980s. This divergence created the perception gap between the two, resulting in a diplomatic obstacle that hinders Japan--South Korea strategic cooperation.  相似文献

Following Dharmakīrti’s interpretation, PS I 9ab has been understood as stating a view common to both Sautrāntikas and Yogācāras, i.e. a view that self-awareness (svasa?vitti) is the result (phala) of a means of valid cognition (pramā?a). It has also been understood that Dignāga (in I 8cd and I 9) accepts two different views attributed to Sautrāntikas with regard to pramā?aphala: in PS(V) ad I 8cd he regards the cognition of an external object (arthādhigati) as the result; in PS(V) ad I 9ab–cd he alternatively presents another view that self-awareness is the result. Dignāga’s text, however, does not support these interpretations. Rather it contradicts them. In fact Dignāga (in I 8cd and I 9cd) presupposes a single view, and not two, attributed to Sautrāntikas, a view that the cognition of an external object (arthādhigati) is the result. In I 9ab (svasa?vitti? phala? vātra) he is presenting an alternative view that is attributed only to Yogācāras, i.e. a view that is not common to Sautrāntikas. Althogh the Sautrāntika sākāravāda essentially has an internal structure, Dignāga presupposes that an external object can be regarded as the object of cognition because it is similar to the (essentially internal) image of object. He assumes that the objects of pramā?a and phala, both being external objects, are identical. Criticizing Dignāga’s claim that bāhyārthajñāna (not svasa?vitti) is the phala, Kumārila (?V pratyak?a 79cd) points out that there is a serious gap between the objects of pramā?a and phala. Consequently Dharmakīrti has to admit that even in the Sautrāntika view an external object is not directly cognized (PV III 348b: arthātmā na d??yate) and instead proposes as the second view of Sautrāntikas that svasa?vitti (and not bāhyārthajñāna) is the phala. At the same time he reinterprets Dignāga and defends from Kumārila’s criticism by introducing the two different levels. When investigating the real nature (PV III 350c: svabhāvacintāyām), i.e. in the paramārtha level, svasa?vitti is the phala, whereas in the upacāra level, bāhyārthajñāna or bāhyārthani?caya is the phala. Thus, Dharmakīrti avoids Kumārila’s criticism of Dignāga. Kumārila triggers Dharmakīrti’s new introduction of the second view of Santrāntikas that svasa?vitti is the phala.  相似文献

Abstract

Many international relations (IR) scholars discuss whether the Association of Southeast Asian Nations (ASEAN) possesses institutional utility in maintaining security in Southeast Asia or East Asia. While this has important implications for both academics and policy-makers, ASEAN's role has been too often evaluated in terms of what has persisted within the association rather than what changed. Yet, exploring the causes and processes of institutional transformation are particularly important because they have made ASEAN expand its security utility by creating security dialogues and fostering security cooperation in the region. In this context, the crucial question is: when and how has ASEAN changed?

Focusing on the causes and processes of institutional transformation which have occurred within ASEAN, this article explores ASEAN's transformation from 1968 to 1976, by using a theoretical model, developed from historical institutionalism and the punctuated equilibrium model. Applying this approach to institutional transformation of ASEAN in the political-security field, three transformation processes are constructed. First, ASEAN member states’ expected changes in the external security environment triggered internal discussions regarding ASEAN's political-security function; second, these internal political discussions fostered institutional consolidation of ASEAN during this period; and third, such direction of institutional transformation was fundamentally guided by ideas provided by institutional norm entrepreneurs (INEs), especially Malaysia's neutrality proposal.

In particular, this article examines the process of ASEAN's creation of the Zone of Peace, Freedom, and Neutrality (ZOPFAN) in 1971, and the Treaty of Amity and Cooperation (TAC) and the Bali Concord in 1976, and argues that this model shed light on the significance of ZOPFAN that created a foundation of TAC and the Bali Concord, for which conventional wisdom has dismissed as an insignificant institutional concept by academics and practitioners.  相似文献

While many developing countries experience a short period of economic boom and then spiral quickly into periods of deficit, currency fluctuation, and indebtedness, China has been able to sustain rapid economic growth and maintain solid fiscal capacity for the past 30 years, even during the Asian financial crisis in the late 1990s and the global recession in the beginning of the 21st century. This article examines three key strategies behind China's fiscal success — its flexibility in adapting tax policies to the changing economic and social conditions, its success in realigning the intergovernmental fiscal relationship in 1994 and forcing subnational governments to become more entrepreneurial in revenue generation, and its pursuit of institutional reforms since the mid‐1990s to improve the government's capacity in budgeting and financial management. The article evaluates the implications of the Chinese experience for other developing countries and discusses the future challenges of fiscal reforms in China. This article examines the decades‐long practices of performance budgeting in different countries and their associated challenges from a multilayered institutional framework. Based on theory and lessons learned, the article recommends an array of strategies to address institutional and organizational barriers. It also proposes to reconceptualize performance budgeting as a performance budget management system and suggests how multiyear budget planning, financial risk assessment, policy planning, the departmental budget cycle, the program budget cycle, stakeholder engagement, regular spending reviews, and performance audits should be integrated more closely to address the long‐term fiscal challenges faced by many governments and to respond to the public pressure on agencies to do more with less.  相似文献

To construct a system for identifying individual horses from urine samples that are submitted for postracing doping tests, we developed a genotyping assay based on 26‐plex single‐nucleotide polymorphisms (SNPs). DNA was isolated from urine using a commercially available DNA/RNA extraction kit, and SNP genotyping was achieved with a SNaPshot? technique. DNA profiles including 26 SNPs were acquired from urine samples and blood/hair samples. Within the studied Thoroughbred population, the 26‐plex assay showed a probability of identity of 5.80 × 10?11. Compared to the conventional short tandem repeat assay, the SNP assay used less DNA, and the rate of successful genotyping was improved to 97% using aliquots of horse urine as small as 140 μL. The urinary DNA could be successfully genotyped under proper storage concerning refrigeration or freeze–thawing. This SNP assay can be used for individual identification when suspicious results are obtained from horse doping tests.  相似文献

We report here lessons learned from an autopsy case involving radioactive materials. We performed an autopsy of an unidentified mummified man with no available medical history whom from imaging findings we suspected had received radioactive seed implants for prostate brachytherapy. We returned the excised prostate and seeds to the body. A few days later, the body was identified by DNA matching and cremated. According to the man's medical record, he had undergone iodine‐125 seeds implantation for prostate cancer 11 months earlier. We should have removed the radioactive seeds from the body to prevent radiation exposure to the bereaved family and/or environmental pollution due to cremation. Surprisingly, one seed was found in the stored prostate specimen. Forensic experts should be cognizant of the risk of both radiation exposure in the autopsy room and environmental pollution. We must remain abreast of the latest advances in medicine.  相似文献

A newly synthesized designer drug, para-methoxyethylamphetamine (PMEA) was unexpectedly detected in the postmortem specimens of fatality involving drug intoxication in 2005, Japan. For unequivocal identification, the isomeric discrimination of PMEA and its positional-isomers was performed by GC/MS with the trifluoroacetylation. In order to prove the intake of PMEA, the characteristic metabolites of PMEA were also identified by GC/MS analysis of the urine specimen with trifluoroacetylation. As a result, para-methoxyamphetamine, para-hydroxyethylamphetamine (POHEA) and para-hydroxyamphetamine were identified as the major metabolites of PMEA. For the quantitative analyses of PMEA and its three metabolites in body fluids, an automated column-switching LC/MS procedure was developed, and applied to the postmortem blood and urine specimens. In this fatal case, blood concentration of PMEA was estimated to be 12.2 microg/mL and this level seemed extremely high in comparison with lethal blood-levels of its analogues, representing acute-intoxication of the victim. Based on the quantitative results, PMEA was found to be extensively metabolized to POHEA via O-demethylation, partly followed by its conjugation.  相似文献

This essay challenges the influential view that Isaiah Berlin and Hannah Arendt played a central role in inaugurating an ‘anti-utopian age’. While the two thinkers certainly did their share to discredit the radical utopian inclination to portray a political blueprint in the abstract, I show that neither was straightforwardly anti-utopian. On the contrary, both thinkers’ writings display a different kind of utopian thinking, consisting in an imaginative and idealized reconstruction of existing polities. Schematically put, Berlin’s utopia was England reconstructed as a quintessential liberal society, whereas Arendt’s utopia was America reconstructed as a quintessential modern free republic. Those two polities differ from each other in important respects, but they share two essential features in common: they are claimed to be exempt from the rise of totalitarianism; and they allegedly give men and women the decent chance to live a fulfilling life. To illustrate Berlin’s and Arendt’s overlapping and yet differing visions, I consider their contrasting responses to the upheaval of 1968 – a possible utopian moment in the late 20th century. While their responses could scarcely be more different, they were informed by their shared desire to imagine an ideal polity in what both regarded as the darkest century in human history.  相似文献
