THE CHANGING CONTEXT OF ACADEMIC SCIENCE: UNIVERSITY-INDUSTRY RELATIONS IN BIOTECHNOLOGY AND THE PUBLIC POLICY IMPLICATIONS

The issue of university-industry relations in the field of biotechnology illustrates the changing context of academic science. Research has become an organizational enterprise and no longer can be seen as simply the accumulation of individual efforts. This development complicates the normative context of academic science and in so doing introduces important policy questions, especially regarding interaction between industry and universities. Funding, faculty conflict of Interest, and the ownership of intellectual property resulting from research are policy issues which are analyzed in the context of some of the recent organizational changes in the performance of academic research.     

INTRODUCTION: WATER RESOURCES AND PUBLIC POLICY

Research in water resource policy historically has reflected more general trends in public policy analysis. This symposium focuses more narrowly upon a sample of some contemporary issues.     

Psychopathy and Recidivism Among Female Inmates

Despite a plethora of studies investigating psychopathy among male offenders, little is known about the applicability of this construct to female populations. Research has shown that prevalence rate, symptom presentation, and diagnostic comorbidity differ for females as compared to males. The current study is the first to examine the relationship between psychopathy and recidivism among women. Recidivism data on a sample of 78 female inmates were examined at a 1-year interval in relation to the Psychopathy Checklist-Revised (PCL-R), inclusion criteria for the Antisocial Personality Disorder Diagnosis from the Personality Disorder Examination (PDE), and selected scales from the Personality Assessment Inventory (PAI; Antisocial and Aggression scales). The egocentricity subscale of the PAI, Factor 1 of the PCL-R, and the verbal aggression subscale of the PAI were the best predictors of future recidivism. Specific differences emerged between male and female offenders when comparing the present data with previous studies of male psychopaths.     

Human rights and the distribution of U.S. foreign aid

In contrast to the findings of other studies, we conclude that human rights play a significant and substantive role in determining the distribution of U.S. foreign aid. We find that the foreign aid program relates aid to the need of recipient nations, rewards nations for furthering human rights, does not discriminate on the basis of race or religion, and responds to national security interests of the U.S. The finding that the program does what most people assert it should do provides a new explanation for the rigidity of distributions over time.
