Sexual Harassment, PTSD, and Criterion A: If It Walks Like a Duck …

Sexual harassment and posttraumatic stress disorder (PTSD) are two topics that generate heated debate in the social science literature. When the two are combined in the civil litigation context, the intensity of the debate is heightened by the adversarial context of the courts. The current paper examines research on both sexual harassment and PTSD separately, before addressing the issues that arise for psychologists and psychiatrists who serve as expert witnesses in sexual harassment litigation. Proposed resolutions of controversies are offered that attempt to expand the knowledge base for expert witnesses on the topic of sexual harassment as well as work within the current Diagnostic and Statistical Manual (DSM-IV-TR; American Psychiatric Association 2000) framework of PTSD.     

Intergovernmental Challenges of the 1984 Olympic Games

Planning and managing the 1984 Olympic Games presented uniquefinancial and intergovernmental challenges for city officialsin Los Angeles, but governmental cooperation and an innovativepublic/private partnership to finance and run the Games provedto be successful. Under strict restrictions against spendinglocal tax dollars, the City of Los Angeles assigned managementof the Games to a non-profit committee which raised privatefunds to finance the Games. In cooperation with surroundingjurisdictions and the federal government, the city providedkey services (such as police and fire protection, transportationplanning, and visitor services) under contract to the OlympicCommittee and used two Olympic-related taxes to pay for theseservices, with the Olympic Committee paying for additional expenses.The 1984 Olympics resulted in an estimated economic impact of$3.3 billion on Southern California and left Los Angeles witha number of new and refurbished sports and cultural facilities.Moreover, the Olympic Organizing Committee accrued a surplusof over $215 million, 40 percent of which was targeted to benefityouth sports organizations in southern California.     

Mexican Democracy and Its Discontents

This article describes the first stage of a major research project on public opinion and democratic consolidation in Mexico. That project, the Mexico 2006 Panel Study, comprises approximately 7,000 in‐depth interviews with ordinary Mexicans over the course of the upcoming presidential campaign. Its purpose is two‐fold: (1) to assess the degree to which Mexican political attitudes are supportive of democratic governance, and (2) to understand the role played by voters, politicians, party leaders, and the mass media in shaping Mexico's political agenda. Ultimately, the project aims to assess how faithfully Mexico's new political system can be expected to respond to the desires and beliefs of ordinary citizens.     

Technology transfer in the California Department of Corrections

A technology transfer project began in 1982 in the California Department of Corrections. They contracted with a research organization to assist them in the identification and evaluation of new technology in the areas of personal alarm systems, electronic perimeter security systems, and contraband control. In addition the contractor was to develop in the department the capacity to maintain an ongoing technology transfer process at the conclusion of the project. After two years positive results have been achieved in each of the three areas of technology. The department has also established a permanent Technology Transfer Committee and created a full-time position to provide staff services.     

Devolutionary Federalism and Elazar's Typology: The Arkansas Response to Reagan's New Federalism

This article examines the relationship between the federal andstate governments with regard to the Reagan administration'sNew Federalism. The underlying concern centers on the financialrelationship among governments portrayed by Elazar's typologyof federal aid. The focus of this investigation is directedtoward the adjustments being made by the states to accommodatethe financial and administrative changes occurring on the nationallevel, as illustrated by the case of Arkansas. The analysiscenters on two questions: 1) Has the New Federalism initiativeachieved Reagan's goals of decentralizing governmental authorityback to the states? 2) Has a major redirection in the federalsystem been achieved by reducing the federal financial obligationin the intergovernmental system? The changes being made in thefederal system, as reflected by the adjustments occurring amongthe states, may signal an important realignment of federalism.     

Regionalism and Colonialism in Contemporary Oceania

Abstract

Regionalism in Oceania emerged in a context shaped both by the decolonisation movement as well as the Cold War, the dynamics of which are still being played out today. This article considers two cases of particular interest in current regional politics which illustrate a number of important contradictions in conventional approaches to the analysis of colonialism. The first involves the two larger French territories in the region – New Caledonia and French Polynesia – which have recently been admitted to full membership of the Pacific Islands Forum despite falling short of the technical requirements for such membership, namely independent status. The second concerns Indonesia’s claim to sovereignty over West Papua. Although this claim has been recognised in international law since 1969, its basis is highly suspect and Indonesia’s record from the start is arguably tantamount to a repressive form of colonialism enabled by the United Nations itself. Placed in comparative perspective, these cases invite us to reconsider just what colonialism on the one hand and self-determination on the other really mean in the contemporary period.     

Servicing “intimate publics”: Johannesburg and Baltimore department stores in the 1960s

ABSTRACT

Based on archival and interview research in the US and South Africa, this paper examines two moments of public debate around access to the space of department stores in Johannesburg and in Baltimore in the 1960s. In Baltimore, African American students organized a sit-in protest at lunch counters and restaurants of major department stores to contest not being served. In Johannesburg, the National Union of Distributive Workers (NUDW), campaigned against job reservation in service and clerical work in stores in Johannesburg to argue for black workers’ access to employment. The paper contends that as “intimate publics,” department stores offer a site to compare the affective articulations of race, class, and gender in both places, which track differing political imaginaries at a moment when consumption was expanding and workforces were changing.
