This article details a simulation of formulating a new international human rights treaty designed for an introductory international studies course. Student understanding and interest in a range of international relations topics—including diplomacy, two –level games, international law, human rights, and group decision making—are reinforced by actively engaging the students in policy formulation and state –to –state negotiations. The article is structured around the four key components of active learning approaches—educational objectives, design parameters, procedures, and assessment and debriefing—in order to provide a full understanding of the goals, set –up, process, and advantages of the simulation. The simulation has been successfully run multiple times at both a large state university and a small liberal arts institution. Supportive student feedback and an interesting variety of outcomes indicate that this simulation is a positive addition to the course and reinforces the use of active learning approaches in the international studies classroom.  相似文献

This article explores the changing economic and security relationships among the United States, Japan, and South Korea, with particular attention to the implications of post-1985 exchange-rate shifts for political and economic stability in these three nations. The author argues that the stability and cohesion of this strategically important North Pacific triangle, the only point outside Europe where the economic and military superpowers all adjoin one American to the Japanese market as the locus of regional growth, due to disproportionate and destabilizing adjustment costs being imposed on South Korea. Expanded American, and especially Japanese support initiatives are the principal alternatives to intensified Korean reliance on continental Asia, the article maintains.  相似文献

Australia is facing major economic problems. The overseas debt is uncomfortably high and we, like other countries, are having to face up to problems associated with the ageing of our population.
To overcome these problems we need to save through superannuation and otherwise. Furthermore, we need to encourage further development of overseas operations by Australian companies and remove existing constraints.
Taxation plays an important role. A consumption tax/income tax trade-off warrants thorough investigation. The benefits appear significant.
We should avoid unnecessary restrictions on business activities as complexities lead to inefficiencies. We should seek to clarify and hopefully simplify the taxation code; a major review of the Income Tax Assessment Act would seem in order.  相似文献

Latent fingerprint residue is a complex mixture of organic and inorganic compounds. A full understanding of the composition of this mixture and how it changes after deposition is lacking. Three solvent systems were compared for the simultaneous extraction and derivatization with ethyl chloroformate of selected amino and fatty acids from a nonporous substrate (Mylar for subsequent analysis by gas chromatography-mass spectrometry. A solvent system comprised of sodium hydroxide, ethanol, and pyridine was found to be the most effective. This method was applied to the analysis of latent fingerprint residue deposited on Mylar and preliminary data are presented. Twelve amino acids (e.g., serine, glycine, and aspartic acid) and 10 fatty acids (e.g., tetradecanoic, hexadecanoic, and octadecanoic acids) were identified. The potential application of this method to further the understanding of latent fingerprint chemistry has been demonstrated.  相似文献

Deficit reduction was an important impetus for the devolutioninitiatives thai moved through the 104th Congress, but it wasnot the only cause. Other objectives, notably building an alliancewith Republican governors and transforming the American welfarestate, also helped to drive devolution. Although the Republicandeficit and devolution agendas appeared mutually reinforcingat first, arguments over the terms of devolution (e.g., entitlementstatus, program mandates, and funding formulas) helped to slowdown and build opposition to those agendas. The use of omnibuslegislation helped to gel Republican proposals through the Congressin 1995, but packaging together popular and highly unpopularprovisions in a single bill ultimately provided President BillClinton with political cover to veto the legislation. The unpopularityof Aid to Families with Dependent Children (AFDC) and Clinton'spledge to "end welfare as we know it" propelled a more limiteddevolution agenda focused on AFDC in the lead-up to the 1996presidential election. Devolution ofMedicaid was dropped, however,while Food Stamps and child nutrition programs experienced budgetcuts but little devolution.  相似文献

Several states have revised their civil commitment statutes in recent years. A majority of the recent revisions reflect judicial directives to provide more explicit commitment criteria, but in some instances, criteria have been broadened in reaction to the difficulty of getting some individuals hospitalized under strict criteria. Such statutory changes have impacted considerably on both process and outcome of the civil commitment system. Adoption of explicit commitment criteria has resulted most visibly in substantial reduction of hospital admissions and census. The present study examines the impact of explicit changes in commitment criteria in Florida following the 1982 enactment of amendments to the Baker Act. A total of 80 commitment hearings are reviewed before and after the law took effect to determine procedural effects of the law on degree of defense counsel advocacy, client dispositions, and on the court's adherence to more explicit criteria. State hospital admissions, discharge, and census information is examined in order to identify the larger impact of 1982 statutory changes on the commitment system. Evidence from hearings and state data suggests that changes in the Florida law impacted significantly on both process and outcome of the civil commitment system. Clients referred to commitment hearings are more dangerous, and may represent a new hard-core group remaining after more explicit eligibility criteria are applied by local intake, and emergency detention facilities. State hospital admissions and census in Florida declined significantly following enactment of the 1982 law, consistent with findings from other states enacting similar statutory reforms. Implications for deinstitutionalization policy and administration are discussed.  相似文献
