In this essay I observe that, as the field of celebrity studies established itself in the academy, there is a need for a distinctly
sociological and interactional approach to celebrity. In particular, I argue for a focus on the experiential and relational
dynamics of celebrity from the point of view of celebrities themselves, something which has so far been difficult for researchers
to achieve. One way to accomplish this goal is to move in the direction celebrity itself seems to be headed: toward local
or subcultural celebrities and their smaller, more segmented audiences. Empirical research on the lived experiences of local
celebrities provides a practical way to generate celebrity-level data and makes an important sociological contribution to

The pressure for efficiency and accountability that led to reform of public institutions worldwide has had implications for public policy-making as well as the management of public services. The difficulties of providing a coordinated and efficient policy process that can respond to the requirements of a more managerialist style of government were evident in New Zealand in the 1980s and early 1990s. The policy process in 1990–91 leading to the introduction of health reform proposals provides an illuminating case study of the tension between participation and speed, and between traditional pluralist and managerialist approaches to policy development. In 1932 the Lyons UAP government suspended the operations of the Commonwealth parliament's public accounts committee, allegedly as an economy measure. The role of public accounts committees is, in principle, that of a non‐partisan reviewer of the public finances, but in this case the committee had diverged from its charter and become involved in politics and policy. Twenty years later, the Menzies government resurrected the committee. A crucial figure in its re‐establishment was F.A. Bland, variously a professor of public administration, member for Warringah in the House of Representatives, and a significant public intellectual from the 1920s to the 1960s. Today Bland is almost forgotten but the role the re‐established committee played in its early days was largely a reflection of his interests and commitments. 相似文献

Women continue to be under-represented in senior positions in local government. This study draws on interviews with 19 women mayors who held office in the Australian state of Queensland during the period 2000–2004. The paper finds that the profiles of women in these positions has markedly changed over the last decade, and concludes that if the local government sector is to remain robust and viable in these changing social and economic times there is a need to focus on dismantling the stereotypes and implement well-designed and considered strategies to develop women leaders. 相似文献

The past 20 years have seen profound shifts in Polish foreign and security policy. Like other states in Central Europe Poland became part of the Euro-Atlantic sphere upon gaining first NATO and then EU membership. Despite such broad similarities, Poland's trajectory since 1989 has been marked by some specific and defining features. Poland has become the most significant player in Central Europe and tends to be viewed in the region as a leader, twinned with this, due to its size and relative strength, Poland is taken seriously at the EU table. At the same time, there has been a palpable shift in Polish Atlanticism and a more skeptical view of the US has emerged. The transformation of transatlantic security relations after 9/11 remains the subject of extensive scrutiny. Academics and practitioners alike continue to seek an explanation for the stark divergences in national security policies that transpired in the period between 2001 and 2003. This paper argues that the existence of national strategic cultures in shaping states security policies and perspectives towards the use of force in particular is crucial to any comprehensive understanding of recent developments in transatlantic security.
