Discourse and strategic continuity from Gorbachev through Putin

Discourse analysis reveals that Mikhail Gorbachev as General Secretary and his successors as Russian presidents have practiced a shared strategy of metaphorical – not spatial – centrism that has gradually slid the state from dictatorship toward democracy. Preservation of a political center for himself and his successors to occupy made it necessary for Boris Yeltsin to dismantle the USSR if elections in Russia were to continue. At the same time, for each successive exponent of this centrist strategy, an attempt to practice democracy without the repellent flaws of electoral fraud and political repression would forgo the strategic advantage of occupying the political center.

CJDATS CO-OCCURRING DISORDERS SCREENING INSTRUMENT (CODSI) FOR MENTAL DISORDERS (MD): A Validation Study

Three standardized screening instruments-the Global Appraisal of Individual Needs Short Screener (GSS), the Mini-International Neuropsychiatric Interview-Modified (MINI-M), and the Mental Health Screening Form (MHSF)-were compared to two shorter instruments, the 6-item Co-Occurring Disorders Screening Instrument for Mental Disorders (CODSI-MD) and the 3-item CODSI for Severe Mental Disorders (CODSI-SMD) for use with offenders in prison substance-abuse treatment programs. Results showed that the CODSI screening instruments were comparable to the longer instruments in overall accuracy and that all of the instruments performed reasonably well. The CODSI instruments showed sufficient value to justify their use in prison substance-abuse treatment programs and to warrant validation testing in other criminal justice populations and settings.     

Welfare Reform and the "Platonic Master Science": An Interview with Lawrence Mead

Lawrence M. Mead is a professor of politics at New York University, where he teaches courses on public policy and American government. He is the author and editor of six books on welfare and social policy. His recent book Government Matters: Welfare Reform in Wisconsin (Princeton University Press, 2004) was a co-recipient of the 2005 Louis Brownlow Book Award, which is given by the National Academy of Public Administration. In the spring of 2006, Professor Mead was interviewed by Kevin R. Kosar on behalf of PAR.     

A Troika of Agitators: Three Comintern Liaison Agents in Australia, 1920–22

Peter Simonoff, Consul‐General in Australia for the Bolshevik regime from early 1918 to mid‐1921, is known to have played an active role in the founding of the Communist Party of Australia in 1920, and in promoting the “Trades Hall” faction against the ASP faction when the new party divided. Paul Freeman and Alexander Zuzenko, both deported from Australia in 1919, made return visits to Australia from Moscow in 1921 and 1922 to carry the process further. Freeman, however, backed the ASP faction, while Zuzenko lent his support to “Trades Hall”. This paper uses previously unknown reports to the Comintern's Executive Committee (ECCI) from Simonoff, Freeman and Zuzenko, as well as Australian sources, to study the relations between these men and their mutually contradictory actions.
