Telephone town halls are an increasingly prevalent method for members of Congress (MCs) to communicate with constituents, even while garnering popular criticism for failing to facilitate engagement and accountability. Yet scholars have paid little attention to the events and their effects, and even less to how they might be improved. To remedy this problem, we report on a field experiment in which four MCs joined their constituents in telephone town halls. Overall, participation in an event improved constituents’ evaluations of the format in general, and of the MC in particular. Furthermore, we studied how these events might be improved by evaluating a reform—a single‐topic focus with predistributed briefing materials—designed to enhance deliberative interaction. This reform enhanced effects on opinions of the format without significantly altering effects on attitudes toward the MC. Our results suggest that telephone town halls hold promise for constituents, officeholders, and democratic practice. 相似文献

A convergence of post-9/11 security governance practices and a dependence on extractive economies has resulted in changes to the way Canadian policing agencies classify environmental movements. We detail how the category of ‘critical infrastructure protection’ (CIP) now enables surveillance of environmentalists under the banner of national security. We examine the growth of CIP as a security category, its changing character from the Cold War to the present, and the role of threat entrepreneurs. We demonstrate that CIP networks have institutionalized collaborations between national security agencies and energy corporations, creating a petro-security apparatus that aims to suppress dissent. We conclude with reflections on what surveillance regimes driven by the petro-security apparatus mean for debates about national security and social movements. 相似文献

Although the Sexual Violence Risk-20 (SVR-20) is widely used, its psychometric properties have only been investigated in a limited number of studies. This study explored the factor structure of the SVR-20 and examined its psychometric properties. Confirmatory factor analysis (CFA) was used to examine the fit of the original three-domain model of the SVR-20. The CFA showed that the original structure was not satisfactory. Exploratory principal components analysis (PCA) was conducted in search of a more optimal factor structure. Psychometric properties (i.e., internal consistency, predictive value, and convergent validity) of both the original domains and alternative factors were investigated. The PCA and subsequent CFAs pointed in the direction of an alternative, more optimal three-factor solution. The three alternative factors were labeled as Antisociality, Sexual deviance, and Problematic thinking and produced better internal consistency coefficients than the original domains. However, the validity of the SVR-20 was modest and no evidence was found indicating that the alternative factors were better in this regard as compared to the original domains. Despite the overall superiority of actuarial measures in predicting recidivism, the structured professional judgment of the SVR-20 proved to be more predictive of sexual, violent, and general recidivism than its actuarial scoring method. 相似文献

Purpose
Assessments of ongoing fiscal restructuring of juvenile justice system processes and the impact such restructuring has on juvenile incarceration rates are limited. When impacts of fiscal restructuring efforts have been assessed, researchers have focused on systemic, macro level changes in incarceration rates but avoided more focused, micro level impacts. This study fills this knowledge gap by examining the recent implementation of the Redeploy Illinois program in two pilot sites. In the Redeploy Illinois program, financial incentives were provided to select counties to develop community based alternatives to incarceration. The goal was to alleviate over reliance on state funded residential facilities for evaluation and confinement purposes.Methods
Agency data were analyzed using qualitative methods to examine the effects of this change.Results
Results of this study demonstrated that counties participating in the pilot test of the Redeploy Illinois program were able to reduce their levels of juvenile commitment to the state. Peoria County exceeded their reduction benchmark for all but two years, and St. Clair County well exceed their reduction benchmark for all full calendar years subsequent to implementation.Conclusions

Purpose
Gottfredson and Hirschi, in A General Theory of Crime, argue that the primary source of self-control is parental socialization. Specifically, parents who fail to supervise their children, to recognize their child's deviant behavior, and to punish such behavior are more likely to raise children with lower levels of self-control. Recent empirical research, however, has broadened the explanatory factors to include sources within schools, neighborhoods, and individual factors as significant contributors to the development of self-control. This study proposes that maternal smoking during pregnancy places additional limits on the development of self-control.Methods
Using a subsample of the National Longitudinal Study of Youth (N = 542), we provide a comprehensive investigation of the variety of sources of self-control to include both individual and environmental covariates.Results
Results indicate that maternal smoking during pregnancy significantly impacts the development of self-control net of parental, neighborhood, and school socialization. We also found that individual sources of self-control significantly vary across race and neighborhood context.Conclusions
The sources of self-control are more complex than socialization from parents, schools, and within neighborhoods occurring in childhood and adolescence. 相似文献169.

Biopharmaceuticals are therapeutic products based on biotechnology. They are manufactured by or from living organisms and are the most complex of all commercial medicines to develop, manufacture and qualify for regulatory approval. In recent years biopharmaceuticals have rapidly increased in number and importance with over 400() already marketed in the U.S. and European markets alone. Many companies throughout the world are now ramping up investments in biopharmaceutical R&D and expanding their portfolios through licensing of early-stage biotechnologies from universities and other non-profit research institutions, and there is an increasing number of license agreements for biopharmaceutical product development relative to traditional small molecule drug compounds. This trend will only continue as large numbers of biosimilars and biogenerics enter the market.A primary goal of technology transfer offices associated with publicly-funded, non-profit research institutions is to establish patent protection for inventions deemed to have commercial potential and license them for product development. Such licenses help stimulate economic development and job creation, bring a stream of royalty revenue to the institution and, hopefully, advance the public good or public health by bringing new and useful products to market. In the course of applying for such licenses, a commercial development plan is usually put forth by the license applicant. This plan indicates the path the applicant expects to follow to bring the licensed invention to market. In the case of small molecule drug compounds, there exists a widely-recognized series of clinical development steps, dictated by regulatory requirements, that must be met to bring a new drug to market, such as completion of preclinical toxicology, Phase 1, 2 and 3 testing and product approvals. These steps often become the milestone/benchmark schedule incorporated into license agreements which technology transfer offices use to monitor the licensee's diligence and progress; most exclusive licenses include a commercial development plan, with penalties, financial or even revocation of the license, if the plan is not followed, e.g., the license falls too far behind.This study examines whether developmental milestone schedules based on a small molecule drug development model are useful and realistic in setting expectations for biopharmaceutical product development. We reviewed the monitoring records of all exclusive Public Health Service (PHS) commercial development license agreements for small molecule drugs or therapeutics based on biotechnology (biopharmaceuticals) executed by the National Institutes of Health (NIH) Office of Technology Transfer (OTT) between 2003 and 2009. We found that most biopharmaceutical development license agreements required amending because developmental milestones in the negotiated schedule could not be met by the licensee. This was in stark contrast with license agreements for small molecule chemical compounds which rarely needed changes to their developmental milestone schedules. As commercial development licenses for biopharmaceuticals make up the vast majority of NIH's exclusive license agreements, there is clearly a need to: 1) more closely examine how these benchmark schedules are formed, 2) try to understand the particular risk factors contributing to benchmark schedule non-compliance, and 3) devise alternatives to the current license benchmark schedule structural model. Schedules that properly weigh the most relevant risk factors such as technology classification (e.g., vaccine vs recombinant antibody vs gene therapy), likelihood of unforeseen regulatory issues, and company size/structure may help assure compliance with original license benchmark schedules. This understanding, coupled with a modified approach to the license negotiation process that makes use of a clear and comprehensive term sheet to minimize ambiguities should result in a more realistic benchmark schedule. 相似文献

A range of protein stains were utilised for the enhancement of footwear impressions on a variety of fabric types of different colours with blood as a contaminant. A semi-automated stamping device was used to deliver test impressions at a set force to minimise the variability between impressions; multiple impressions were produced and enhanced by each reagent to determine the repeatability of the enhancement. Results indicated that while most protein stains used in this study successfully enhanced impressions in blood on light coloured fabrics, background staining caused interference on natural fabrics. Enhancement on dark coloured fabrics was only achieved using fluorescent protein stains, as non-fluorescent protein stains provided poor contrast.A further comparison was performed with commercially available protein staining solutions and solutions prepared within the laboratory from the appropriate chemicals. Both solutions performed equally well, though it is recommended to use freshly prepared solutions whenever possible. 相似文献
