The significance of Cancún

This paper discusses the effects of feminism, nationalism and colonialism on modern Arab women. These three elements are seen as interconnected in the Arab world, as in many other developing countries. However, even though early Arab feminist consciousness developed hand in hand with national consciousness, feminism is an indigenous product of Arabic political and socioeconomic dynamics. The colonialist and counter‐colonialist representations of Arab women need to be challenged. And observers must see that Arab women's need for positive change is no more nor less than that of women anywhere else.     

An unusual accidental death from positional asphyxia

Death from postural or positional asphyxia takes place in circumstances when the victim's body assumes an abnormal position compromising the process of respiration. The diagnosis is usually based on circumstantial evidence in conjunction with excluding other significant underlying causes of death. This case report is about a 37-year-old man who had been drinking the previous night and was found dead in the morning in a knee-chest position. The forensic medical examiner had the opportunity to examine and photograph the scene of death while the body was still in its original position. Apart from a blood alcohol level of 290 mg/100 mL, marked congestion of the face, and petechial hemorrhages on the conjunctivae, autopsy findings were unremarkable. There were no injuries or pathological findings to account for his death. Death was certified as due to postural asphyxia secondary to intoxication by alcohol.     

Does Ethical Leadership Matter in Government? Effects on Organizational Commitment,Absenteeism, and Willingness to Report Ethical Problems

Recent ethical scandals involving managers in government organizations have highlighted the need for more research on ethical leadership in public sector organizations. To assess the consequences of ethical leadership, 161 managers in a large state government agency and 415 of their direct reports were surveyed, and personnel records were obtained to measure absenteeism. Results indicate that after controlling for the effects of employee characteristics, perceptions of procedural fairness, and supportive leader behavior, ethical leadership reduced absenteeism and had a positive influence on organizational commitment and willingness to report ethical problems. Implications of the findings and suggestions for future research are presented.     

Customizing English Language Program for EFL Learners

This paper discusses the importance of having a customized instructional approach specifically for students who are learning English as a Foreign Language （EFL） in the foreign language setting. Most of the innovations introduced by the Education Ministry of Malaysia such as the Communicative Language Teaching （CLT） and phonics are suitable for ESL （English as a second language） learners, while the EFL learners are still left behind. A suitable teaching approach which customizes the needs of the students in EFL setting, especially in the state of Terengganu should be introduced. The main focus of the program exploits reading and writing skills in providing language input since these two skills are more dominant in terms of utility and functions among the EFL students as compared with the ESL students who are enable to exploit speaking and listening skills because of the natural setting. The research investigates the prospect of developing a suitable language teaching program based on 10 basic sentence patterns （10SP） which are exploited through the principles of transformational generative grammar and customized learning experiences focusing on reading as a bridge in acquiring other language skills such as writing, listening, and speaking.     

KURDISTAN’S REFERENDUM: THE WITHDRAWAL OF THE KURDISH FORCES IN KIRKUK

Less than a month after the Kurdistan independence referendum, the Iraqi Army and units of the Popular Mobilisation Forces (PMF) attacked the disputed province of Kirkuk on October, 16, 2017. Unlike most national defence forces, the Kurdish Peshmerga is divided along partisan lines between the two largest parties in Iraqi Kurdistan. This particular area was largely under the control of units affiliated with the Patriotic Union of Kurdistan (PUK), which decided to make a strategic withdrawal in the face of superior numbers and firepower. The city was then retaken in short order by forces loyal to Baghdad, as were all other disputed territories previously under Kurdish control. Subsequently, the allegation that the PUK had retreated too easily has been described by the rival Kurdistan Democratic Party (KDP) and others as a betrayal of the Kurdish people by the PUK. This has created two competing post-event perspectives: first, that the Peshmerga forces should have defended Kirkuk to the last man and should not have left their front line trenches; second that the withdrawal of the Peshmerga was a deliberate and rational military reaction to overwhelming opposition. This article critically assesses both perspectives and finds that partisan divisions in the Peshmerga critically undermined the ability of Kurdish forces to defend the disputed areas that they controlled. Instead of serving as motivation of create a unified fighting force, the loss of Kirkuk has only served to deepen those divisions.     

Incongruity in 360-Degree Feedback Ratings and Competing Managerial Values: Evidence from a Public Agency Setting

ABSTRACT

This study examined the sources, patterns, and implications of incongruence in 360-degree feedback ratings in public organizations using the Competing Values Framework for organizational effectiveness. Performance self-ratings from 68 high-performing, middle-level public sector managers, as well as parallel ratings provided by their supervisors, peers, and subordinates, were assembled and analyzed. Results indicated that rating incongruence existed across organizational roles and resulted from raters' unique role perspectives. Implications of incongruence in 360-degree feedback ratings with respect to developing effective systems for management development in public organizations are discussed in detail.     

The Role of Psychological Climate on Public Sector Employees' Organizational Commitment: An Empirical Assessment for Three Occupational Groups

ABSTRACT

In an effort to understand how proximal work environment shapes public sector employees' work attitudes, this study examined how perceptions of psychological climate were related to the extent of affective commitment in three occupational groups: clerical, professional, and managerial/executive. Data were gathered from 267 employees in 11 New York State agencies. Results indicated that the strength of association between measures of psychological climate and affective commitment varied across occupational groups. Implications of these results with respect to developing effective strategies for enhancing public sector employees' organizational commitment are discussed in detail.
